This text analyses aspects of metropolitan governance in European countries, observing cooperated action strategies. Accordingly, it is descanted about the instituted arrangements in a spontaneous and institutionalized way, the sources of funding and the offering of cooperated services. Thereby, this study has the objective of analyzing the metropolitan matter, considering essentially its institutions and the promotion of policies and programs undertaken in the metropolitan spaces. There are considered the institution guidelines of the following European countries: Germany, Spain, France and England, as well as the challenges and limitations of fomentation to the metropolitan governance. The observations were developed from the review of the international literature and researches accomplished by the respective governments between the decade of 1970 and the year 2012. The analysis indicates that the arrangements of metropolitan governance are heterogeneous and diversified, with diverse models, being to common service delivery or being to cooperative acting. There are still observed fragilities in the strategies to the articulation of intersectoral policies and strong conflicts among the public and private economical agents.

This paper focus on aspects of metropolitan governance of the United States and Canada highlighting strategies of cooperation and criteria used in their experiences of management and institutionalization. Thus, it describes both the governance experiences implemented voluntarily or compulsorily, their financing mechanisms and the resulting ability to offer public services. Besides, aiming at further deepening the understanding of the strategies adopted, this paper depicts the processes of conurbation, urban sprawl and densification in metropolitan areas. Therefore, the objective of this paper is to analyze the institutional processes of metropolitan governance and its fostering of public policies and programs. Institutional guidelines, challenges and observed limitations are considered for the cases at hand. In order to develop the paper, specific literature produced by the institutions as well as their analysis was consulted. The analyses indicate that there are different governance structures in Canada and in the United States concerning both political attachment and concentration or fragmentation of decision-making processes although delimitation criteria of metropolitan areas are similar. There is a diversity of models for offering public services. However, some limitations can still be observed in terms of articulating policies among different sectors. Disagreements persist among public and private economic actors.

Resumo Neste artigo se discute o quadro metropolitano dos homicídios em 2010 em um município do Entorno de Brasília, Águas Lindas de Goiás (GO). As externalidades negativas da metropolização de Brasília, em interface com a estrutura e organização da segurança pública e a fragilidade das ações da assistência social no município, esclarecem a dinâmica dos homicídios e os fatores estruturais que influenciam para a sua ocorrência. A pesquisa baseia-se em dados socioeconômicos secundários e em entrevistas realizadas junto aos atores da segurança pública e da assistência social. Os resultados apontam para a segregação socioespacial e a exclusão social no processo de urbanização do município, o alto grau de interação econômica e social deste último com o Distrito Federal, isto é, a polarização que o Distrito Federal exerce na oferta ao mercado de trabalho e de serviços básicos de educação e saúde. Neste quadro, e em face da alta taxa de homicídios no município, o artigo indica a necessidade de políticas cooperadas entre os diferentes entes da Federação envolvidos (União, estados, Distrito Federal e municípios) na área econômica e social e das políticas de segurança pública.
