Trotz verschiedener Bemühungen den Klimawandel durch die Verringerung anthropogener Treibhausgasemissionen zu begrenzen, stieg der globale Emissionsausstoß kontinuierlich in den letzten Jahrzehnten. Die Landwirtschaft ist einer der Hauptemittenten innerhalb des Landnutzungssektors, welcher für etwa 25% der globalen Treibhausgasemissionen verantwortlich ist. Dennoch bietet der Landnutzungssektor verschiedene kosteneffiziente Maßnahmen für die Emissionsreduktion, um entweder direkte Emissionen zu reduzieren oder zusätzlichen Kohlenstoff im Boden oder Biomasse zu speichern. Die Biomasse kann unter anderem für die Energieproduktion verwendet werden, um fossile Brennstoffe zu substituieren. In dieser Dissertation wird ein globales Landnutzungsoptimierungsmodell (GLOBIOM) weiterentwickelt, um den Landnutzungssektor innerhalb der Europäischen Union genauer und umfassender abzubilden. Mit GLOBIOM werden die direkten und indirekten Auswirkungen der europäischen Klima- und Energiepolitik auf Landnutzungsänderungen, Biodiversität und Treibhausgasemissionen innerhalb und außerhalb Europas untersucht. Die Modellergebnisse zeigen einen Zielkonflikt zwischen der Nutzung von Biomasse für die Energieproduktion und der Kohlenstoffspeicherung in Pflanze und Boden auf. Die europäischen Nachhaltigkeitskriterien für die Produktion von Agrokraftstoffen können die potenziell negativen Auswirkungen auf die Umwelt nicht verhindern, da diese nur einen kleinen Teil der globalen Nachfrage nach Agrarprodukten abdecken. Deshalb kann die europäische Klima- und Energiepolitik nicht isoliert von anderen Regionen und Sektoren beurteilt werden. Der internationale Handel verbindet Länder und Regionen, sodass nationale Politiken indirekte Auswirkungen z. B. Verlagerung der Produktion in andere Regionen auslösen können, welche in integrierten Landnutzungsanalysen berücksichtigt werden. ; Despite various efforts to decrease anthropogenic greenhouse gas (GHG) emissions to mitigate climate change, emissions continued to increase over the past decades at global scale. Though the agriculture, forestry, and other land use sector (AFOLU) is a major emitter at global scale (25% of global GHG emissions), still it offers various cost-efficient mitigation options to directly reduce GHG emissions, sequester additional carbon in soils or biomass through improved management practices, and provide biomass for fossil fuel substitution. In this dissertation, the Global Biosphere Management Model (GLOBIOM) is enhanced to allow for an improved representation of the European Union (EU) AFOLU sector and the assessment for the European climate and energy policy with respect to GHG emissions, land use change, biodiversity impacts, and emission leakage. The model is used to quantify direct and indirect effects of the European Climate and Energy policy framework for 2030 in- and outside Europe. In addition, the potential contribution of improved cropland management to the emission reduction targets through carbon sequestration is quantified taking into account soil carbon dynamics. Model results show a clear trade-off between using biomass for energy production and sequestering carbon in biomass and soils. Furthermore, the European sustainability criteria for biofuel production cannot avoid potential negative impacts on the environment and leakage due to the implementation on the EU biofuel sector only. Abstract
In this judgment the Austrian Constitutional Court pronouned that the runoff election of the Federal President had to be repeated in its entirety in all of Austria. It held that the system of postal voting is in conformity with the constitutional principles of voting in person and secrecy of ballots. However, votes may only be handled and counted by the collegiate election boards, the representative composition of which is seen as a specific guarantee for a transparent and impartial carrying out of elections. If state authorities transmit results of the vote count prior to the closing of the election, this runs counter to the principle of freedom of voting. A challenge to an election must be allowed if proven infringements of legal provisions aiming to prevent manipulations affect a decisive number of votes, regardless of whether or not manipulations have actually occurred.
