Vor dem Hintergrund steigender gesellschaftlicher Ansprüche an den Wald rücken finanzielle Instrumente zur Honorierung der Erbringung ökologischer Leistungen, auch Payments for Ecosystem Services (PES) genannt, immer mehr in den Fokus. In Europa existieren solche Instrumente im Bereich des Naturschutzes bereits. Im Rahmen der ländlichen Entwicklungspolitik der EU gibt es dabei auch Maßnahmen, die speziell den Naturschutz im Wald adressieren. Aber diese Instrumente werden bisher nicht effizient umgesetzt. In der Praxis verursachen sie hohe Implementationskosten auf der Fördermittelgeberseite bei zugleich geringer Nachfrage durch den Waldbesitz. Die zentrale Hypothese der vorliegenden Arbeit ist, dass die institutionelle Umsetzung des Förderprogramms wichtige Eigenschaften der Waldbesitzer unzureichend berücksichtigt. Bei den Waldbesitzern ergeben sich deshalb hohe Transaktionskosten, die eine stärkere Inanspruchnahme der Programme behindern. Die Analyse des Fördersystems erfolgt unter dem Blickwinkel der Agency-Analyse als Teil der Neuen Institutionenökonomie. Als Werkzeug innerhalb der Agency-Analyse wird die Theorie des geplanten Verhaltens (TPB) (Ajzen) zur Beschreibung der Hintergründe des Verhaltens der Waldbesitzer genutzt. Im Rahmen der Agency-Analyse werden die Eigenschaften der Akteure und der Transaktion beschrieben und verknüpft. Ziel ist es, besonders kritische Punkte im Zusammenspiel des Fördersystems als institutionellem Rahmen und dem individuellem Verhalten der Waldbesitzer zu identifizieren. Darauf aufbauend werden Empfehlungen zur Überwindung dieser Punkte entwickelt, die sowohl die Ansprüche des Fördermittelgebers als auch der Fördermittelnehmer besser berücksichtigen. ; In relation to the growing demands on forests, financial environmental policy instruments move more and more in the focus. In Europe, such instruments exist already in the field of nature conservation. In the frame of the rural development policy of the EU there are measures, which address nature protection in forests. However, this instrument does not work efficiently so far. On the side of the funding body the implementation of the measures is connected with high costs. While at the same time utilisation through forest owners is low. The central hypothesis of the study is that the institutional implementation of the funding program does not adequately take into account important characteristics of the forest owners. The analytical approach focuses on the agency-analysis as part of New Institutional Economics. This perspective systematically analyses the relationships between the actors. The Theory of Planned Behaviour (TPB) (Ajzen) is used as a tool within the agency-analysis to describe the background of the forest owners' behaviour. In the frame of agency-analysis, properties of the actors and the transaction will be described and linked. The target is to identify critical points in the interaction of implementation of the funding program and individual behaviour of the forest owners. On this base, recommendations for the further development of such instruments will be derived. The recommendations will consider demands of the funding body as well as of the potential beneficiaries.

Finanzielle Anreizinstrumente zur Unterstützung der Bereitstellung öffentlicher Güter durch die Forstwirtschaft rücken vor dem Hintergrund der zunehmenden gesellschaftlichen Ansprüche an den Wald immer stärker in den Fokus. Der europäischen Kommission folgend ist die Honorierung der Erbringung öffentlicher Leistungen innerhalb der EU ein gesellschaftlich verankertes Ziel und soll als politisches Instrument die Bereitstellung öffentlicher Güter durch private Produzenten unterstützen. Die Bereitstellung naturschutzfachlich wertvoller Waldstrukturen durch private Waldbesitzer kann als Erbringung einer öffentlichen Leistung angesehen werden. Hauptfinanzie-rungsinstrument für Naturschutz im Rahmen von Natura 2000 ist auf EU-Ebene der Landwirt-schaftsfonds für die Entwicklung des ländlichen Raums (ELER). Die in diesem Rahmen angebotene Förderung von Naturschutzleistungen im Wald ist in Deutschland aber nicht effizient umgesetzt. Sie führt bei geringer Inanspruchnahme durch potentielle Fördermittelnehmer zu hohen Imple-mentationskosten auf Seiten des Fördermittelgebers. Die untersuchungsleitende Hypothese ist: Die institutionelle Umsetzung berücksichtigt wichtige Eigenschaften der Waldbesitzer nicht. Da-her führt das komplexe Fördersystem zu hohen privaten Transaktionskosten, die eine Inan-spruchnahme der Förderung behindern.

Eine vermehrte Umsetzung von Waldnaturschutz mit dem Instrument Vertragsnaturschutz ist breiter forst- und naturschutzpolitischer Konsens. Vertragsnaturschutz ist jedoch bislang kein Erfolgsmodell im deutschen Wald! Daher wurden durch das Verbundprojekt "Vertragsnaturschutz im Wald – Analyse der waldökologischen, ökonomischen und rechtlichen Optionen (WaVerNa)" die Potenziale und Hemmnisse analysiert und Handlungsempfehlungen für einen Waldvertragsnaturschutz mit Perspektive entwickelt.

Die Förderung der Forstwirtschaft ist ein zentrales Ziel der deutschen Forstpolitik. Wie die Ergebnisse des Testbetriebsnetzes Forst des Bundesministeriums für Ernährung und Landwirtschaft zeigen, haben Fördermittel für den Gesamtertrag der mittleren und großen Forstbetriebe insgesamt eine nachgeordnete Bedeutung. Gleichwohl haben Fördermittel an den Erträgen der Produktbereiche 2 "Schutz und Sanierung" und 3 "Erholung und Umweltbildung" im Privat- und Körperschaftswald eine hohe Bedeutung.

Die vorliegende Studie baut auf den im Dezember 2013 veröffentlichen Basisrechtsakten zur künftigen Gemeinsamen Agrarpolitik (GAP) der EU auf und nimmt die möglichen Auswirkungen dieses Politikpaketes auf den Moorschutz in den Blick. Einführend werden dazu die Ziele des Natur- und Klimaschutzes auf Moorböden kurz dargestellt. In Kapitel 3 werden die relevanten Elemente der künftigen GAP beschrieben. Kapitel 4 geht auf drei andere Finanzquellen für Moorschutzmaßnahmen ein, das Programm für Umwelt- und Klimapolitik (LIFE), den Europäischen Fonds für regionale Entwicklung (EFRE) und den Waldklimafonds. In Kapitel 5 werden Maßnahmenoptionen für den Schutz und einer standortangepassteren Nutzung organischer Böden vorgestellt. Kapitel 6 beschreibt Konflikte zwischen den verschiedenen Förderzielen der GAP bzw. von Schutzzielen des Naturschutzes, die bei der Umsetzung von Moorschutzmaßnahmen zu berücksichtigen sind. Kapitel 7 beleuchtet den Einfluss anderer Politikfelder auf die Chancen zur Umsetzung von Moorschutzprogrammen. Daran schließen Empfehlungen zur besseren Berücksichtigung von Aspekten des Moorschutzes bei der Ausgestaltung und Umsetzung der GAP in Deutschland an. Dem "schnellen Leser" wird die Lektüre der Kapitel 5 und 8 empfohlen. Im Zusammenhang mit der GAP-Reformdebatte hat das Thünen-Institut verschiedene Publikationen und Stellungnahmen vorgelegt, auf die in dieser Stellungnahme aufgebaut wird und auf die daher verwiesen wird (vgl. die in der Einleitung, Kapitel 1, genannten Quellen).

Lassen die Verordnungsentwürfe im Vergleich zur laufenden Förderperiode potenzielle Verbesserungen im Umsetzungsregime und eine stärkere Fokussierung auf effektiven Ressourcen- und Tierschutz sowie Impulse für die ländliche Entwicklung erwarten? Unser vorläufiges Fazit fällt ambivalent aus. Die neue Rollenverteilung zwischen EU und Mitgliedstaaten eröffnet Chancen. So wird letzteren mehr Spielraum, aber auch Verantwortung in der Gestaltung ihrer Programme in der Form nationaler GAPStrategiepläne und ihrer Umsetzungssysteme zugewiesen. Die Regelungen für den aufzustellenden GAP-Strategieplan auf Mitgliedstaatsebene berücksichtigen aber die spezifische Situation föderaler Staaten unzureichend. Auch die stärkere Ergebnisorientierung bleibt ein eher inhaltsleeres Schlagwort. Im Kern wird das bestehende Monitoringsystem fortgeschrieben. Es ist aber als Grundlage des jährlichen Leistungsabschlusses zukünftig mit erhöhten Anforderungen an die Datenqualität und Sanktionen verbunden. Erhebliche Investitionen z. B. in IT-Systeme sind erforderlich, die eine "Entlastungsrendite" der Verwaltung durch angemessenere Verwaltungs- und Kontrollsysteme schmälern. Inhaltlich setzt der GAP-Strategieplan für den ELER für zentrale Zukunftsthemen keine neuen Impulse und Anforderungen. Es liegt bei den Mitgliedstaaten, wie ambitioniert sie ihren Strategieplan ausgestalten. Durch die Verknüpfung mit Sanktionen kann der Leistungsrahmen entgegen seiner Zielsetzung hierfür eine eher kontraproduktive Wirkung entfalten. ; The working paper "The EAFRD within the Common Agricultural Policy post 2020" assesses the legislative proposals of the EU Commission on the basis of a longstanding and profound evaluation experience. The benchmark is the potential contribution to improvements in implementation issues and a stronger focus on public goods like protection of natural resources and animal welfare as well as stimulating rural development. The first conclusion is ambivalent. The new distribution of roles between EU and member states opens up opportunities. The latter will be given more leeway but also responsibility in the design of their CAP strategic plans and their delivery systems. However, the arrangements for the proposed CAP strategic plan at Member State level do not adequately take into account the specific situation of federal states. The "focus on results" approach remains a rather empty buzzword. In essence, it is based on the already existing monitoring system. However, as a key element of the annual performance clearance, it will in future be linked with increased data quality requirements and sanctions. Significant investments are necessary, for example, in IT systems. These efforts might take up the probable "return of invest" to reduce the burden on administrations by more appropriate management and control systems. Regarding the content design, the CAP Strategic Plan for the EAFRD does provide only little new impulses and requirements for future key issues. It is up to the Member States how ambitiously they shape their plan. By linking with sanctions, the performance framework can, contrary to its objectives, have a rather counterproductive effect.

Ecologically valuable forest ecosystems are often owned or managed by private forest owners. Natura 2000 benefits communities by enhancing tourism, regional brands and marketing. In private forests, however, its restrictions imposed on land owners cause financial losses in comparison to the usual forest management. The paper compares the level at which the compensation mechanism within the European Rural Development Programmes (RDP) for the period 2007–2013 was implemented in seven European Union countries - Belgium, the Czech Republic, Germany, Greece, Hungary, Lithuania and Slovakia. The research focuses on compensation and restrictions within Measure 224 - Natura 2000 Payments - imposed on forest owners in Natura 2000 sites. To obtain the data, a non-reactive research method was applied using a content analysis of the existing documentation. The data sources include European and national statistics and expert knowledge based on common terms of reference. The results show that due to substantial gaps in the implementation of Measure 224 across the EU, there are significant differences in compensation and restrictions for private forest owners in individual countries of the European Union (EU). As opposed to the initial expectations of the measure, the financial support reached less than a third of the forest holdings and less than half of the forest land. The member states (MSs) which implemented the measure spent 92% of their original budget on average. Moreover, rural development funds for private forest owners are very limited and the implementation of Measure 224 says nothing about the success of Natura 2000 with regard to biodiversity targets in private forests. One approach to financing Natura 2000 network is a comprehensive use of all existing EU funds, another would be to propose own Natura 2000 fund.
