Die Kulturwirtschaft, verstanden als Gruppe von miteinander verflochtenen Wirtschaftsbranchen, dessen zentrales Kriterium der erwerbswirtschaftliche Zweck ist, erzielt ihren Erfolg durch das enge Zusammenwirken kreativer Leistungen in den jeweiligen Kultursparten, in den Kultureinrichtungen, der Medienlandschaft und einer ausgeprägten kulturellen Nachfrage. Auch strukturschwächere Räume wie altindustrialisierte Regionen verfügen über kulturwirtschaftliche Potenziale, die jedoch regional sehr unterschiedlich sind.Die Untersuchung zeigt anhand der Beispielregionen Ruhrgebiet und Merseyside auf, dass die Kräfte der Kulturwirtschaft oftmals brach liegen, auch wenn diese als Handlungsfelder der Regionalpolitik einbezogen worden sind. Die Empirie weist auf viele Hindernisse hin, die die Kulturwirtschaft nicht zur vollen Entfaltung kommen lassen. Interne Blockaden innerhalb der Regionen, vielfach bedingt durch die mangelnde Informationskenntnis der handelnden Akteure, aber auch externe Gründe wie das häufig negative Außenimage der Regionen seien exemplarisch genannt.Da die Produktions-, Dienstleistungs- und Distributionsbedingungen in den Teilmärkten der Kulturwirtschaft in steigendem Maße von der Gleichzeitigkeit regionaler und nationaler/internationaler Verflechtungen bestimmt sind, bedarf es einer Stärkung der Kulturwirtschaft im Rahmen regionaler Entwicklungsstrategien und -politiken. Vielfältige Bausteine zur Förderung der Kulturwirtschaft in altindustrialisierten Regionen umfassen:- die Steigerung der Impulswirkung von außen,- die Bereitstellung unterstützender Infrastrukturen auf überregionaler und nationaler Ebene,- die Schärfung des Bewusstseins durch die regionale Wirtschaftsförderung,- die Auslösung einer Initialzündung durch die Bereitstellung eines öffentlichen Gutes in Form eines kulturwirtschaftlichen Gründerzentrums,- die Begleitung selbstverstärkender regionaler Prozesse, die Koordinationsprobleme lösen und Motivationen verstärken und- die Stärkung von Architektur, Stadtqualität und Urbanität in altindustrialisierten Städten und Regionen.

The proposed paper adresses the contribution of culture and culture industries to regional development in old industrialized regions. The need for innovative regional development strategies in these regions is high, because traditional stragies have not been successful. But how to arrange and build up innovation in a milieu, which as a rule, is not innovative? It is difficult to promote innovative milieus in old industrialised regions. Bottom-up approaches to benefit from endogenous potentials are difficult to build up in regions, which are dominated by actors, who are not innovative in general. Discussions about innovative regional development strategies and systems focuss on the analysis of the socio-economic field, the organisation and perspectives of regional economies, building up regional cluster as a concentration of innovative economic activities or questions of regional governance. I suggest to add the promotion of culture industries to this appoach. Culture in an old industrialized region: a contradiction? The paper will argue that regional promotion strategies strengthening the culture industries need to focus on a long-term and regionally orientated perspective. Key recommendations for implementing process-orientated strategies should be; the integration of the culture industries as an action field in regional development concepts; the exploration of existing culture industries profiles; the development of ideas and projects; the formulation of flagship-projects (e.g. the new Guggenheim-Museum in Bilbao) to act as a catalyst; the development of a communication network to link important actors. It will be difficult, even for old industrialized regions, to focus only on the development of endogenous potentials, e.g. the culture industries, which can only be one part of a whole regional development strategy. Exogenous support, in form of financial public support by the nation state, the funds of the European Union and the regional policies, has to concentrate on and develop regional 'networking' in these regions. Culture industries can function as one part of an holistic regional approach.

Allegations of voter fraud accompany many real-world elections. How does electoral malpractice affect the acceptance of elected institutions? Using an online experiment in which people distribute income according to majority-elected rules, we show that those who experience vote buying or voter disenfranchisement during the election are subsequently less willing to comply with the rule. On average, the detrimental impact of electoral malpractice on compliance is of the same magnitude as removing the election altogether and imposing a rule exogenously. Our experiment shows how corrupting democratic processes can impact economic behavior and sheds light on the behavioral mechanisms underlying "rule legitimacy".

Der vorliegende Band ist Ergebnis intensiver Auseinandersetzung mit der Konzeption und praktischen Erprobung eines Führungstages mit erwachsenen TeilnehmerInnen in der KZ-Gedenkstätte Bergen-Belsen. Bewusst werden dabei die Geschichten von unterschiedlichen Frauen entlang ihrer eigenen Berichte in den Mittelpunkt gestellt. Die Dimension Geschlecht wird auf der Analyseebene kritisch in die didaktisch-methodischen Überlegungen zum Umgang mit der NS-Geschichte in Gedenkstätten einbezogen und die Gratwanderung zwischen Dekonstruktion und Reproduktion von stereotypen Geschichts- und Geschlechterbildern zur Diskussion gestellt.
