Despite the journalist tendency to emphasize confrontation, both real and imagined, the NATO-Russia Council (NRC) has become a forum for serious discussion on thorny issues, as well as less controversial ones, and in 2007 was the primary forum for debating implications of US missile defense plans. Alongside political dialogue, major operational and practical cooperative activities are also ongoing, and the work of the NATO-Russia Council has focused on the future and on new ways to cooperate in facing down unprecedented threats.
