This thesis examines the effects of negotiation context on the performance of member states in intergovernmental negotiations in the European Union. Drawing on the case of the Stability and Growth Pact, this thesis considers the distinction between negotiations that aim to establish original EU-level policy, versus those that aim to reform existing EU-level policy, and the impact this has on the outcome of negotiations vis-à-vis states' positions. The original, policy-making negotiations are referred to as 'uploading' negotiations, and the reform negotiations are referred to as 'reuploading' negotiations. The main research question to be answered is: Do differences between 'uploading' and 'reuploading' negotiations affect member state negotiation performance in each? While the EU literature has tended to reveal a disproportionate level of influence by big member states, there is a lack of consideration given to the context in which negotiations take place, and how that impacts on the potential for states to influence negotiation outcomes, as well as to the specific mechanisms for influence. This project fills that gap, using an in-depth, qualitative study of the performance of Belgium, France, Germany and the Netherlands, in the 'uploading' and 'reuploading' negotiations over the SGP, in order to draw conclusions regarding the effects of specific bargaining resources on the potential for member states to influence negotiations, as well as the way in which negotiation context mediates the utility of those resources. In so doing, this thesis generates a host of interesting conclusions, and contributes to a wide range of literatures, from empirical, conceptual and theoretical standpoints, ultimately demonstrating that it is essential to consider both bargaining resources and negotiation context, in order to understand negotiation outcomes, and the influence of individual member states, in intergovernmental negotiations over EU policy.

Abstract. The concept of vulnerability is pillared by multiple disciplinary theories underpinning either a technical or a social origin of the concept and resulting in a range of paradigms for either a qualitative or quantitative assessment of vulnerability. However, efforts to reduce susceptibility to hazards and to create disaster-resilient communities require intersections among these theories, since human activity cannot be seen independently from the environmental setting. Acknowledging different roots of disciplinary paradigms, issues determining structural, economic, institutional and social vulnerability are discussed with respect to mountain hazards in Austria. It is argued that structural vulnerability as originator results in considerable economic vulnerability, generated by the institutional settings of dealing with natural hazards and shaped by the overall societal framework. If vulnerability and its counterpart, resilience, is analysed and evaluated by using a comprehensive approach, a better understanding of the vulnerability-influencing parameters could be achieved, taking into account the interdependencies and interactions between the disciplinary foci. Thereby the overall aim of this paper is not to develop another integrative approach for vulnerability assessment, different approaches are rather applied by using a vulnerability-of-place criterion, and key issues of vulnerability are reconsidered aiming at a general illustration of the situation in a densely populated mountain region of Europe.

Out of a Z of nearly 360 million, India has a tribal pop of almost 25 million, besides about 50 million `backward' people. Since the India gov is making tremendous efforts to bring this large portion of her pop up to the cultural & econ level of the rest of the pop, it is imperative that anthrop'al res be undertaken while the ancient tribal cultures still live. Much is already lost. A detailed & comprehensive study of all the peoples & castes is needed, but esp the tribes & backward classes. The areas most urgently demanding res are Central India, North-Eastern India, & Southern India. Some of the numerous tribes in these areas have been studied superficially by amateur ethnographers; others have hardly been reported on at all. An immensely rich store of prehistoric & archeological data is hidden in the culture of the low castes & untouchables of India. Embedded in the overall concept of integral risk management, mitigating mountain hazards is pillared by land use regulations, risk transfer, and information. In this paper aspects on legislation related to natural hazards in Austria are summarised, with a particular focus on spatial planning activities and hazard mapping, and possible adaptations focussing on enhanced resilience are outlined. Furthermore, the system of risk transfer is discussed, highlighting the importance of creating incentives for risk-aware behaviour, above all with respect to individual precaution and insurance solutions. Therefore, the issue of creating awareness through information is essential, which is presented subsequently. The study results in recommendations of how administrative units on different federal and local levels could increase the enforcement of regulations related to the minimisation of natural hazard risk. Moreover, the nexus to risk transfer mechanisms is provided, focusing on the current compensation system in Austria and some possible adjustments in order to provide economic incentives for (private) investments in mitigation measures, i.e. local structural protection. These incentives should be supported by delivering information on hazard and risk target-oriented to any stakeholder involved. Therefore, coping strategies have to be adjusted and the interaction between prevention and precaution has to be highlighted. The paper closes with recommendations of how these efforts could be achieved, with a particular focus on the situation in the Republic of Austria.

Abstract. The paper presents a nation-wide spatially explicit object-based assessment of buildings and citizens exposed to natural hazards in Austria, including river flooding, torrential flooding, and snow avalanches. The assessment was based on two different data sets, (a) hazard information providing input to the exposure of elements at risk, and (b) information on the building stock combined from different spatial data available on the national level. Hazard information was compiled from two different sources. For torrential flooding and snow avalanches available local-scale hazard maps were used, and for river flooding the results of the countrywide flood modelling eHORA were available. Information on the building stock contained information on the location and size of each building, as well as on the building category and the construction period. Additional information related to the individual floors, such as their height and net area, main purpose and configuration, was included for each property. Moreover, this data set has an interface to the population register and allowed, therefore, for retrieving the number of primary residents for each building. With the exception of sacral buildings, an economic module was used to compute the monetary value of buildings using (a) the information of the building register such as building type, number of storeys and utilisation, and (b) regionally averaged construction costs. It is shown that the repeatedly stated assumption of increasing exposure due to continued population growth and related increase in assets has to be carefully evaluated by the local development of building stock. While some regions have shown a clearly above-average increase in assets, other regions were characterised by a below-average development. This mirrors the topography of the country, but also the different economic activities. While hotels and hostels are extraordinarily prone to torrential flooding, commercial buildings as well as buildings used for recreational purposes are considerably exposed to river flooding. Residential buildings have shown an average exposure, compared to the number of buildings of this type in the overall building stock. In sum, around 5 % of all buildings are exposed to torrential flooding, and around 9 % to river flooding, with around 1 % of the buildings stock being multi-exposed. The temporal assessment of exposure has shown considerable differences in the dynamics of exposure to different hazard categories in comparison to the overall property stock. In conclusion, the presented object-based assessment is an important and suitable tool for nation-wide exposure assessment and may be used in operational risk management.

Abstract. Avalanches pose a threat to settlements as well as industrial and recreational areas in the Alps. As a counter measure, technical mitigation measures have been implemented since the 19th century, resulting in a raise in value of formerly endangered areas. This increase in value can be considered as a benefit due to prevented damage. This paper compares the total costs and benefits of technical mitigation measures in the municipality of Davos, Switzerland as a basis for evaluating their net social benefit. The benefit of avalanche defence structures is determined using two different approaches. First, the replacement value of buildings protected by mitigation measures is quantified. Second, the number of protected persons is monetarily assessed by means of a human capital approach. The quantified benefit is compared with the present value of cumulative capital expenditures on avalanche mitigation measures. In addition, distributional effects of the public expenditures on technical mitigation measures are discussed based on the average future tax revenues within protected areas. Depending on whether benefits are calculated in terms of protected buildings or protected persons, the results show a large range of cost-benefit ratios. Critical issues of cost-benefit analyses in the context of alpine natural hazards are highlighted, including problems related to the human capital approach and the sensitivity of results to how benefits are calculated. The applicability of cost-benefit analyses for evaluating avalanche mitigation measures is discussed.

Abstract. During the entire procedure of risk assessment for hydrologic hazards, the selection of consistent and reliable scenarios, constructed in a strictly systematic way, is fundamental for the quality and reproducibility of the results. However, subjective assumptions on relevant impact variables such as sediment transport intensity on the system loading side and weak point response mechanisms repeatedly cause biases in the results, and consequently affect transparency and required quality standards. Furthermore, the system response of mitigation measures to extreme event loadings represents another key variable in hazard assessment, as well as the integral risk management including intervention planning. Formative Scenario Analysis, as a supplement to conventional risk assessment methods, is a technique to construct well-defined sets of assumptions to gain insight into a specific case and the potential system behaviour. By two case studies, carried out (1) to analyse sediment transport dynamics in a torrent section equipped with control measures, and (2) to identify hazards induced by woody debris transport at hydraulic weak points, the applicability of the Formative Scenario Analysis technique is presented. It is argued that during scenario planning in general and with respect to integral risk management in particular, Formative Scenario Analysis allows for the development of reliable and reproducible scenarios in order to design more specifically an application framework for the sustainable assessment of natural hazards impact. The overall aim is to optimise the hazard mapping and zoning procedure by methodologically integrating quantitative and qualitative knowledge.
