The aim of the article is to present the opportunities and threats resulting from the implementation of voting via the Internet (i-voting) and to discuss the conditions for effective implementation of this alternative voting procedure on the example of Estonia and Switzerland. Estonia is the only country in the world where i-voting is widely used. In Switzerland, on the other hand, this voting method has been used most often, although its use has been suspended for several years due to legal, infrastructural and political problems. What are the conditions for successfully implementing Internet voting? The attempt to answer this research question was possible thanks to the use of the following research methods: comparative, formal-dogmatic, behavioral and modified historical method. The key conclusion is that the implementation of i-voting must be preceded by many years of political, legal, infrastructural and social activities, and that the created system must be as transparent as possible.

With the failure of the Kerensky-Off ensive the latest, war in East Central Europe acquired a new shape distinct not only from the norms of the Western Front but equally distant from the pre-1916 local situation. The most notable feature of the post-imperial order were new military units, either national or revolutionary, that gradually took over the leading role from imperial armies. The article analyses some basic characteristics of these new armed forces, such as uniforms, provisions, recruitment, rules of conduct and tactics. Special attention is given to the role of railways both in military operations and on the home-front as well as to the phenomenon of the 'green cadres', deserter bands cum peasant armies destabilizing large territories in the wake of independent statehoods in East Central Europe.

The article identifies some of the rarely recalled phenomena accompanying Poland's path towards independence. First is the level of economic, cultural, and everyday integration with imperial centers. Second is the growing intensity of interethnic strife. Third, the social turmoil, at times bordering on popular revolt, started in 1917 and lasted long after 1918. Fourth is the large-scale economic transformation and deprivations that this transformation brought about. Finally is the general longing for restoring law and order, a feeling that facilitated actions by minor groups of nationalists capable of creating at least a rudimentary state apparatus. None of the newly-created states of east central Europe was a result of consequent political action. Rather, they came into existence out of the interplay of social, economic, and cultural factors.

The article describes the newer works devoted to the occupation of Polish lands, especially of Warsaw during World War I. Recently, this subject, so far neglected, has drown the attention of numerous scientists, both from Poland and from abroad. Their point of view is different not only from the older perspectives, but also from the perspectives of slightly newer works on the other occupied areas and emphasizing the connection between the experience of the Great War and genocide during World War II. In the most precious fragments, the new historiography gives a very wide image of social life, in which the proper place is taken by previously marginalised social groups. Differently from the older works, the policy of the occupants on the Polish lands is not treated only as a unilateral dictate, but rather as a dynamic process of negotiation, in which the strength and position of each of the (many) sides has been changed. And, this change is accompanied by the new arrangements concerning almost all aspects of the German policy and the conditions of living during World War I.
