Este artículo analiza la política del gobierno español en relación a un posible cambio de modelo de gestión aeroportuaria a través del «Marco de las Coaliciones Promotoras» (MCP). Este marco teórico y otras teorías explican el cambio de política centrándose en las ideas, los sistemas de creencias y los procesos de aprendizaje. Este estudio presenta evidencias que confirman algunas de las hipótesis del MCP pero al mismo tiempo apunta a que este marco teórico debe resolver el análisis de la interacción entre las creencias a nivel de subsistema de micropolítica e intereses políticos a nivel de política macro, además de tomar en consideración características institucionales que condicionan la autoridad del ejecutivo para adoptar nuevas políticas. ; This article analyses the policy of the Spanish government in relation to a po¬tential change in the model of airport management, through the Advocacy Coalition Framework (ACF). This theoretical framework and other theories explain the shift of policies based on ideas, beliefs and learning processes. This study confirms some of the hypotheses of the ACF but at the same time points to the weakness of the frame-work, because it does not include the analysis of the interaction between beliefs at the micro-policy system level and political interests at the macro level. Along the same line of argumentation, the ACF does not pay enough attention to the institutional features that condition the authority of the executive to adopt new policies.

Résumé Dans le cadre du « Nouveau régionalisme » cet article expose un modèle d'« incentive potentiels » en direction des entreprises ayant vocation à soutenir le processus de régionalisation. Nous présentons ici un nouveau modèle analytique qui développe quatre « incentives » essentiels au niveau régional à deux niveaux. Au niveau politique d'abord, les entreprises cherchent à intervenir dans l'agenda politique et les alliances régionales. Au niveau structurel ensuite, elles essayent d'accéder aux services publics décentralisés, aux financements publics, voire même d'obtenir un certain niveau de représentation institutionnelle. On applique ce modèle à quatre organisations catalanes : trois entreprises (Foment del Treball Nacional, la Chambre de Commerce de Barcelone et PIMEC) et un think tank (Cercle d'Economie) et nous essayons de démontrer comment ces « incentives » constituent un déclic pour leur ancrage dans ce processus de régionalisation. Le cas observé concerne les réclamations en faveur d'un aéroport de Barcelone décentralisé et en partie privatisé. La méthodologie mise en œuvre se veut qualitative.

Since its approval, in 2007, the Spanish Law of Equality (LO 3/2007) has been the target of many scholars on gender issues. Those analyses (and those previous to the first observable results of the Spanish Law of Equality), have largely prioritized political representative institutions and political parties as the main arenas to assess the impact of the new regulation. Nevertheless, to make a comprehensive analysis of the increase and impact of the presence of women in contemporary democracies one cannot exclude the existence of many other crucial actors in our pluralist systems, such as business organizations.In this line, in order to widen the knowledge on the presence of women in Spanish contemporary democracy, as well as to further assess the impact of Spanish Law of Equality on the presence of women in economic and political life, our paper will look at the gender bias of the executive committees in the Spanish Chambers of Commerce and business associations during the period 20010-2012. By placing those actors at the front sight, we aim to contribute with new empirical insights to the current debate on this topic.
