Türk-Yunan ilişkilerinde bir dış politika aracı olarak zorlayıcı diplomasi ; Coercive diplomacy as a foreign policy tool in Turco-Greek relations
Birbiri ile komşu iki devlet olan Türkiye ile Yunanistan arasında bazı sorunlar vardır. Bu sorunların başında da "Ege Denizi" ve "Kıbrıs sorunları" gelmektedir. İki devlet bu iki konuda çeşitli şekillerde karşı karşıya gelmiştir. Türk dış politikasında, Yunanistan'ın statükoyu bozmaya çalıştığı ve tehdit oluşturduğu bazı durumlarda zorlayıcı diplomasinin, güç tehdidi veya güç kullanımı düzeyinde bir dış politika aracı olarak kullanıldığı beş kriz meydana gelmiştir. Bu çalışmada, Türk-Yunan krizleri özelinde, Türk dış politikasında zorlayıcı diplomasi bağlamında güç kullanımının, ne zaman ve hangi durumlarda gerek görüldüğü ve nasıl yönetildiği incelenmiştir. Bu çerçevede, askeri gücün, tehdit veya kullanım düzeyinde kullanıldığı dış politika krizleri, askeri, politik ve hukuki açılarıyla anlatılmaya ve analiz edilmeye çalışılmıştır. Ele alınan bu krizler, "1963-1964 Kıbrıs Krizi", "1967 Kıbrıs Krizi", "1987 Ege Denizi Kıta Sahanlığı Krizi", "1996 Kardak Krizi" ve "1997-1998 S-300 Füzeleri Krizidir". Çalışmada, Türkiye'nin Yunanistan'a karşı uygulamaya koymuş olduğu zorlayıcı diplomasi stratejilerini, bir tehdidi engelleme ve statükoyu ve menfaatlerini koruma gayesi çerçevesinde savunmacı bir üslupla yürüttüğü, uluslararası hukuka uygun davrandığı ve meşruiyet sorunu yaşamadığı sonucuna varılmıştır. ; There have been problems between Turkey and Greece who are two neighboring state. These problems have been stemmed from the issues related to "the Aegean Sea" and "Cyprus". The two states have faced each other in various ways on these issues. This has led to the five crises in which Greece tried to disrupt the status quo and posed a threat to Turkey's security and in which coercive diplomacy was used by Turkey as a foreign policy tool in the form of the threat of use of force or the use of force. In this study, it has been tried to examine when, how and in which conditions the coercive diplomacy was used by Turkey in Turco-Greek crises. In this context, the use of coercive diplomacy has been explained and examined with a special emphasis on its military, political and legal aspects. The crises examined include "the Cyprus Crisis of 1963-1964", "the Cyprus Crisis of 1967", "the Aegean Sea Continental Shelf Crisis of 1987", "the Kardak Crisis of 1996" and "the S-300 Missiles Crisis of 1997-1998". The study concludes that Turkey carried out its coercive diplomatic strategies against Greece in a defensive manner with the aim of preventing a threat and protecting the status quo and its interests, acted in accordance with international law and did not have a problem of legitimacy.
