This book provides substantiation to claims of favoritism in public procurement in Turkey in the twenty-first century. Through an analysis of nearly fifty thousand high value contracts between 2004 and 2011, the study indicates that the AKP majority government has used public procurement as an influential tool to increase its electoral success, build its own elites, and finance politics. The use of public procurement for rent creation and distribution is found to be particularly extensive in the construction and services sectors-namely in the TOKİ projects and municipal procurements. In addition, this book demonstrates how the more than 150 legal amendments to the new Public Procurement Law in Turkey, drafted with the pull of the European Union-International Monetary Fund-World Bank nexus, have increased the use of less competitive procurement methods and discretion in awarding contracts. Relying on empirical research, this timely book provides careful, quantitative analysis of datasets in its contentions of favoritism in Turkey's public procurement process.

Kısa Özetİran ve Türkiye ilk bakışta benzer siyasal ve ekonomik tarihsel deneyimler yaşadı. Özellikle İkinci Dünya Savaşı sonrasında iki ülke hem paralel kurumsal reform programları hem de ekonomik büyüme ve kalkınma performanslarıyla bir yakınsama sürecine girdiler. Ancak bu yakınsama, iki ülkenin 1980'li yıllarda tamamen farklı ekonomik kurumsal yapılara doğru evrilişleri ile birlikte sekteye uğradı. İşte bu tez, Iran ve Türkiye'nin ekonomik kurumlarının bu farklı dönüşümünü karşılaştırmalı bir analize tabi tutmaktadır. Çalışmada genel olarak kurumların toplumun genel yararı için oluşturulmadığı kabul edilmiş, hatta kurumsal yapılanma, kendileri için en uygun olan dengeleri kuran kuralları oluşturmak isteyen stratejik aktörler arasındaki bir yarışın ve ayrıca sürekli pazarlık sürecinin bir ürünü olarak tanımlanmıştır. Dolayısıyla kurumları anlamanın güç dengelerinin dinamiklerini çözümlemeye bağlı olduğu yaklaşımı benimsenmiştir. Bu bakış açısından yola çıkılarak ise, (Kurumsal) Patikaların Çarpışması (CoP), adı ile yeni bir çerçeve önerilmiştir. CoP yaklaşımı ile (1) politik ve ekonomik kurumlar arasında amansız bir korelasyonun varlığı; (2) formel kurumların inşa edildikleri temeli oluşturan informel kurumların önemi; ve (3) farklı kurumsal patikaların karşılıklı-evrimsel etkileşiminin birbiri üzeirnde dönüştürücü etkisi vurgulanmıştır. Bu çerçeveden, İran ve Türkiye örneklerine bakıldığında iki ülkenin İkinci Dünya Savaşı sonrası farklı siyasal kurumsal yapılara doğru evrilmesi, 1980'lerle başlayan ıraksama ve ekonomik kurumların farklı dönüşümünün altında yatan temel nedenlerden biri olarak öne sürülmüştür. Buna bağlı olarak, formel ekonomik kurumların Iran'da siyaseten kudretli aktörler arasında yapılan özel kontratların, Türkiye'de ise kamu politikasını etkileme yarışının ürünleri olarak doğdukları; bu süreçlerin Iran'da siyasi kurumsal yapısı nedeni ile sadece limitli oranda yeniden dağıtımcı rantlarla desteklendiği, Türkiye'de ise oyların aynı zamanda kredibilitesi yüksek tehditler de oluşturabilmesi nedeniyle yaygın yeniden bölüşümsel rantlar ile desteklendiği tartışılmıştır. Bu süreçlerin sonuçları da dolayısıyla işleyişleri gibi farklı olmuş; Iran'da arızi (de facto) güce sahip gruplar kanuni (de jure) siyasi güce de erişmek istemiş ve bu gücün süreğenliğini garanti altına almak için ekonomik kurumları da bu doğrultuda değiştirmiştir. Farklı, hatta çelişkili taleplerin tümünün kısmi de olsa karşılanmaya çalışıldığı Türkiye'de ise ekonomik kurumlar birdenbire dönüşmemiş, kademeli bir şekilde değişmiştir.AbstractIran and Turkey historically had outwardly similar politoconomic experiences. Particularly after the WW I there were both similar institutional reform programmes on the two countries' agendas and convergence in their economic growth and development levels. However, this convergence came to a standstill with their picking of totally diverse economic institutional in 1980s. This thesis attempts to provide an analysis of this diverse transformation of economic institutions. It is generally assumed in the study that institutions are not typically chosen for the general benefit of society as a whole. Rather, institutional building is analysed on the basis of a contest and continuous bargaining among hegemonic actors, who seek to establish rules that structure the outcomes to those equilibria most favourable to them. Thus the view that understanding institutions requires understanding the dynamics of power balances is adopted. Yet, an extension namely the Clash of Paths (CoP) is introduced, within which (1) the inexorable correlation between political and economic institutions; (2) the importance of informal institutions as the foundation on which formal institutions are built; and (3) transformatory effect of co-evolutionary interaction of different institutional paths are highlighted. For the cases of Iran and Turkey it is concluded that post-WW II divergence between political institutional structures of these countries emerged as a major underlying reason behind dissimilar formation of economic institutions in the 1980s. In view of that, formal institutions in the former is argued to emerge as the products of private contracts that included limited redistributive rents and as the outcomes of competition over influencing the public policy making in the latter where votes meant credible threats on the part of the masses and led to considerable redistributive rents. As a result, in Iran groups with de facto political power wanted to capture de jure political power and transformed the economic institutional structure in a way that would facilitate the sustainability of the newly formed political institutional structure, whereas in Turkey mediation of different demands led to shifts rather than switches in the economic institutional structure.

One common demand in the 2011 uprisings in the MENA region was the call for 'freedom, dignity, and social justice.' Citizens rallied against corruption and clientelism, which for many protesters were deeply linked to political tyranny. This book takes the phenomenon of the 2011 uprisings as a point of departure for reassessing clientelism and patronage across the entire MENA region. Using case studies covering Morocco, Tunisia, Egypt, Jordan, Lebanon, Turkey and the Gulf monarchies, it looks at how the relationships within and between clientelist and patronage networks changed before 2011. The book assesses how these changes contributed to the destabilization of the established political and social order, and how they affected less visible political processes. It then turns to look at how the political transformations since 2011 have in turn reconfigured these networks in terms of strategies and dynamics, and concomitantly, what implications this has had for the inclusion or exclusion of new actors. Are specific networks expanding or shrinking in the post-2011 contexts? Do these networks reproduce established forms of patron-client relations or do they translate into new modes and mechanisms? As the first book to systematically discuss clientelism, patronage and corruption against the background of the 2011 uprisings, it will be a valuable resource for students and scholars of Middle Eastern Studies. The book also addresses major debates in comparative politics and political sociology by offering 'networks of dependency' as an interdisciplinary conceptual approach that can 'travel' across place and time
