This book explores three key issues to understand the redefinition of relations between the European Union (EU) and Latin America and the Caribbean (LAC): the international context, foreign policies of EU member states towards Latin America, and crucial topics on the EU-LAC agenda. At the theoretical level, the book aims to rebalance two debates on EU-LAC relations. First, in the debate between agency and structure, the book stresses that context is a limiting factor of the agent's preferences and actions. Second, in the debate between values and interests, it finds that interests should not be made invariably dependent on values. At the empirical level, two aspects stand out. First, the change and continuity in EU member states' foreign policies also impact the EU's own role in the continent. Second, new topics on the bi-regional and global agenda have the potential to redefine the relations between the two regions. At a time of European alleged decline, this volume argues that the EU remains a highly significant actor in Latin America and the Caribbean.

From 2003, the Lula administration has started a discourse and a practice of Brazil as a major international player. However, the conversion of a giant economy and political activism into regional and global power status has eluded Brazil so far. Labels such as great power or leader do not fit it. This article suggests that the problem is not with Brazil being unable to tick all the boxes but with the definitions that we use. Hence a call for new mental categories that better capture the surge of Brazil and other emerging powers in the twenty‐first century. Drawing from the business literature, Brazil can be better understood as an international manager.

This article addresses three questions: why there was a surge in regional cooperation projects in Latin America in the last decade; how to characterize the current multi-faceted scenario; and how to make this complexity work. After a review of six theoretical perspectives, an original conceptual approach is proposed: "modular regionalism." This credibly answers the three questions and offers policy recommendations.

This article makes a case in defense of oral history in the study of political science and international relations. The existing literature has scrutinized the technical aspects and appropriate use of oral material. This article focuses on the circumstances under which oral history may be an indispensable method of scholarly investigation: first, when written primary sources are not readily available; second, when an investigation targets complex and secret high-level negotiations; and third, when the main research concern is the human agent's perspective and ideational factors. The article first addresses the issue of reliability and rigor of oral history as compared to written sources and then concentrates on the creation of Mercosur as an example of the validity of oral history under the three circumstances identified. The conclusion proposes a revival of a more historical approach to political studies. (GIGA)

Está surgiendo una nueva unidad regional, Sudamérica. En contraposición con Latinoamérica, es un concepto geoestratégico más definible e independiente. Pero, ¿esto hace que la integración regional sea más sencilla? Este artículo adopta una posición escéptica. No es solamente que Sudamérica se caracterice por sus numerosos esquemas de integración regional que compiten entre sí, sino que además los tres más destacados – Mercosur, ALBA y Unasur - presentan respuestas divergentes ante las preguntas fundamentales que han caracterizado históricamente los intentos de regionalismo en América Latina. Éstas son: la relación con la potencia líder en el plano internacional, Estados Unidos; el papel que juega el líder regional o paymaster, Brasil; y el modelo económico y de desarrollo que debe ser adoptado. A modo de conclusión, el autor conclusión propone una incipiente teoría de convergencia regional para alcanzar la cohesión regional como estímulo para futuras investigaciones y comprobaciones.

This article explores the role of the Argentine and Brazilian parliaments during the formative years of Mercosur with the aim of assessing how the specific model of 'limited democracy' may have had an impact on the course and shape of Mercosur. Although that integration process was essentially a governmental exercise, with only a marginal role for congresses, this article argues that this does not constitute in itself either a violation of constitutional provisions in the member states or a geographical anomaly compared to other constitutional traditions or to incipient integration processes elsewhere. Yet, perhaps ironically, the conclusion suggests that democratic limitations have fostered, rather than hampered, integration in the Southern Cone of Latin America.
