Abstract
Can external threats strengthen group identity? A growing body of research in economics emphasises the importance of cultural attributes such as identity for trust and cooperation. However, where these attributes come from is not well understood. This paper examines reactions to the Russian invasion of Ukraine in 2014, looking at European Union member states. Comparing low-threat to high-threat states in a difference-in-differences design, I find a sizeable and persistent positive effect on EU identity. It is associated with higher trust in EU institutions and support for common policies. Lower-level identities remain unaffected, and proximity to Russia and Russian minority size are driving high-threat status.

The origins of voter preferences about the vertical distribution of political power in federal systems are not well understood. I argue that negative historical experiences with higher-level governments can raise demands for both exit strategies and a decentralization of power, but also for upward integration. I specify conditions when delegating power upwards, for example, from the nation-state to a supranational level or international organization, can better serve the purpose of constraining nation-state actions to overcome history. Empirically, the quasi-random division of the French regions Alsace and Lorraine allows estimating differences in support for integration with a spatial regression discontinuity design. More negative exposure to nation-state actions causes persistently higher support for European integration in three referenda and less Euroscepticism in EU elections. Survey evidence supports exit and integration as two complementary alternatives. Both options can serve the purpose of moving power away from the government level associated with negative historical experiences.

Preferences about the vertical distribution of power in federal systems are not well understood. But integration, for instance delegating power from the nation-state to a supra-national level or international organization, can also serve the purpose of overcoming history by constraining nation-state actions. Empirically, the quasi-random division of the French regions Alsace and Lorraine allows estimating differences in support for integration in a spatial regression discontinuity design. More negative exposure to nation-state actions causes persistently higher support for European integration in three referenda and less euroscepticism in European elections. Survey evidence supports exit and integration as two complementary alternatives, revealing preferences to move power away from the nation-state, either to the regional or European level.

A major theory from social psychology claims that external threats can strengthen group identities and cooperation. This paper exploits the Russian invasion in Ukraine 2014 as a sudden increase in the perceived military threat for eastern European Union member states, in particular for the Baltic countries bordering Russia directly. Comparing low versus high-threat member states in a difference-in-differences design, I find a sizeable positive effect on EU identity. It is associated with higher trust in EU institutions and support for common EU policies. Different perceptions of the invasion cause a polarization of preferences between the majority and ethnic Russian minorities.

There is little causal evidence about deep-rooted sources of support for shifting power from nation-states to international organizations. Focusing on the European Union, this paper develops the hypothesis that citizens appreciate the role of international organizations in constraining member-states the more, the more negatively their region was historically affected by the actions of nation-states. For identification, I use the historically homogeneous regions of Alsace and Lorraine in France as a natural experiment. A municipal level geographical regression discontinuity design documents that more negative exposure led to persistently higher EU support in three important referenda and less success of Eurosceptic parties in parliamentary elections. This effect is not driven by linguistic differences, migration, socio-economic factors or public good provision, but linked to a stronger European identity. This stronger identity is neither explained by perceived economic benefits, nor comes at the expense of a weaker national or regional identity.

Kreditratingagenturen werden oftmals für angeblich verzerrte Länderratings kritisiert. Dieser Abschnitt diskutiert, wie das Heimatland einer Ratingagentur deren Ratingentscheidungen aufgrund polit-ökonomischer Einflüsse und kultureller Unterschiede beeinflussen kann. Mithilfe von Daten über neun Agenturen aus sechs unterschiedlichen Ländern testen wir, ob die Agenturen bessere Ratings an ihr Heimatland oder mit ihnen ökonomisch, politisch oder kulturell verbundene Länder vergeben. Unsere Ergebnisse liefern Belege für die Existenz einer Verzerrung zugunsten des jeweiligen Heimatlandes, kulturell ähnlicher Länder, und von Ländern, in denen die Banken des Heimatlandes größeren Risiken ausgesetzt sind. Dabei scheint die linguistische Ähnlichkeit der Sprache die Haupterklärung für den gemessenen Vorteil des Heimatlandes zu sein. III. Crime, Incentives and Political Effort: A Model and Empirical Application for India Der große Anteil an Politikern, gegen welche kriminelle Vorwürfe erhoben werden, hat eine öffentliche Debatte und eine Literatur über dessen Gründe und Auswirkungen ausgelöst. Um die Auswirkungen von Kriminalität abzuschätzen, entwickeln wir ein Modell über die Anreize, welchen Abgeordnete ausgesetzt sind wenn sie entscheiden ob sie sich für ihren Wahlkreis engagieren sollen. Wir nutzen drei direkte und gut messbare Maße für das Engagement der Abgeordneten in der vierzehnten Lok Sabha während der Legislaturperiode von 2004-2009: Anwesenheitsquoten, Aktivität im Parlament und die Nutzungsrate eine Fonds für lokale Entwicklungsprojekte. Die Ergebnisse legen nahe dass kriminelle Abgeordnete im Schnitt ungefähr 5% niedrigere Anwesenheitsquoten haben, und niedrige Nutzungsraten des Fonds, aber sich nicht bezüglich der Aktivität im Parlament unterscheiden. Diese Unterschiede hängen vom ökonomischen Entwicklungsstand des Wahlkreises, einem Proxy für Möglichkeiten illegale Renten zu extrahieren und für die Intensität der Überwachung des Abgeordneten durch die Wähler, sowie von der Definition von Kriminalität ab. Wir nutzen beobachtbare Kontrollvariablen, Matchingtechniken und "Treatment Effect" Regressionen, um zu zeigen, warum diese negativen Koeffizienten eine Obergrenze für den tatsächlich wohl noch größeren negativen Zusammenhang darstellen. Darüber hinaus analysieren wir, warum es unwahrscheinlich ist, dass Selektionsprobleme aufgrund unbeobachtbarer Einflussfaktoren unsere Ergebnisse vollständig erklären können. ; This cumulative dissertation contains three papers. I. Geopolitics, Aid and Growth. We investigate the effects of short-term political motivations on the effectiveness of foreign aid. Specifically, we test whether the effect of aid on economic growth is reduced by the share of years a country has served on the United Nations Security Council (UNSC) in the period the aid has been committed, which provides quasi-random variation in aid. Our results show that the relationship of aid with growth is significantly lower when aid has been committed during a country's tenure on the UNSC. We derive two conclusions from this. First, short-term political favoritism reduces the effectiveness of aid. Second, political interest variables are inadequate as instruments for overall aid, raising doubts about a large number of results in the aid effectiveness literature. II. Is there a Home Bias in Sovereign Ratings? Credit rating agencies are frequently criticized for producing biased sovereign ratings. This article discusses how the home country of rating agencies could affect rating decisions as a result of political economy influences and cultural distance. Using data from nine agencies based in six countries, we test whether agencies assign better ratings to their home countries, as well as to countries economically, geopolitically and culturally aligned with them. Our results support the existence of biases in favor of the respective home country, culturally more similar countries, and countries in which home-country banks have a larger risk exposure. Linguistic similarity seems to be the main transmission channel for the advantage of the home country. III. Crime, Incentives and Political Effort: A Model and Empirical Application for India. The large share of politicians facing criminal accusations in India has sparked a public debate and an emerging literature that assesses its causes and effects. We develop a model of the incentives faced by members of parliament when deciding whether to engage in effort for their constituency to assess the effect of their having a criminal background on their decision. We use direct and clearly identifiable measures of effort in the 14th Lok Sabha over the 2004-2009 legislative period: attendance rates, parliamentary activity, and utilization rates of a local area development scheme. The findings suggest that criminal MPs exhibit on average about 5% lower attendance rates and lower utilization rates, but no difference in parliamentary activity. The results depend on the development level of the constituency, a proxy for rent-seeking possibilities and monitoring intensity, as well as on the measurement of criminal background. We use selection on observables, matching techniques, and treatment effect regressions to demonstrate why these negative relations should constitute an upper bound estimate for the causal effect of criminality and to show they are unlikely to be driven by selection on unobservables.
