Neo-developmentalism and trade unions in Brazil
This article deals with the Brazilian labour movement during Workers' Party governments, discussing its organizational reconfiguration and its ability to influence politics. It identifies the main actions and demands put forward by the trade union movement after the arrival of the PT to the Federal Government and the achievements in terms of social and labour rights. It argues that unions' ability to formulate policies contrasts with their limited intervention in the decision making process. It holds also that despite organizational divisions, union federations have presented a common agenda and a certain unity of action. This unity, however, is affected by the heterogeneity of concepts and union practices. Union federations increased their institutional participation and the majority unionism adopted a political moderation perspective, provoking criticism and triggering splits. Political moderation does not mean the absence of struggles and contentions but in this context, the strikes and mobilizations, even increasing, were not sufficient to approval of the union agenda. If the different union strategies and forms of struggle generated tensions and conflicts, especially among the minority and the hegemonic tendencies, at the same time it dynamized the Brazilian labour movement.

Neoliberalism in Brazil led the labor movement to adopt a more conciliatory and collaborative stance, emphasizing negotiation and becoming receptive to the idea of social partnership. The discrediting of neoliberalism made it possible for the Partido dos Trabalhadores to win the presidency in 2002, and the unions had an important role in this victory. Rather than changing the direction of the labor movement, however, the PT governments have created political and economic conditions that reinforce it by expanding the institutional mechanisms available for collaboration with the state and strengthening the defense of immediate economic interests by creating conditions that allowed wage increases and improvements in collective agreements. This success in economic terms contrasts with the unions' limited political intervention, an expression of a social democracy without reform, confined to what is possible. O neoliberalismo no Brasil incentivou o movimentou sindical a assumir uma posição mais voltada para a conciliação e a colaboração, que prioriza a negociação e se torna receptiva ao conceito de parceria social. Foi o desprestígio do neoliberalismo que possibilitou o triunfo do Partido dos Trabalhadores na eleição presidencial de 2002 e os sindicatos desempenharam um papel importante nessa vitória. Entretanto, ao invés de mudar o rumo do movimento sindical, os governos PT têm criado as condições políticas e econômicas que reforçam a posição atual desse movimento, aumentando os mecanismos institucionais para colaboração com o Estado e estimulando a defesa dos interesses econômicos imediatos em um contexto que vem permitindo aumentos salariais e melhoras nos acordos coletivos. Ao sucesso econômico se contrapõe a limitada ação política dos sindicatos, expressão de uma democracia social sem reformas, que se restringe à gestão do possível.

Este artigo se propõe a analisar a composição social, a plataforma reivindicativa e a forma de atuação de alguns movimentos sociais que eclodiram na cena política latino-americana no período recente. Esses movimentos foram escolhidos devido à sua dimensão política: todos eles possuem, cada um à sua maneira, um projeto político e produzem impactos políticos. Apesar da diversidade de projetos e dos diferentes impactos produzidos, e a despeito da heterogeneidade da base social mobilizada em cada movimento, o artigo busca apontar os elementos comuns e a possibilidade de encontrar uma unidade nos distintos movimentos. Essa unidade é pensada a partir de sua ideologia antineoliberal e do conceito de classes trabalhadoras.
Ecos da França: repercussões da greve de 1995 no Brasil ; Echoes of France: repercussions of the 1995 strike in Brazil
Este artigo busca analisar o impacto provocado pela greve do funcionalismo público francês de novembro/dezembro de 1995 sobre o processo de reforma da previdênciasocial então em curso no Brasil. Seu objetivo específico é verificar a acolhida que o movimento grevista na França encontrou junto a intelectuais e lideranças sindicais brasileiras. Para isso, o texto apresenta, em linhas gerais, o contexto político em que o processo de reforma da previdência se desenrola, bem como os projetos em discussão,a fim de traçar um paralelo entre os dois países em questão. ; This article tries to analyze the impact of the French public employees' strikeof November and December of 1995 on the process of social pension reform that was then taking place in Brazil. Its specific objective is to underscore thepositive response the strike movement received from Brazilian intellectuals and union leaders. The text presents, in a general manner, the political contextin which the process of pension reform developed, as well as the plans under discussion, in order to establish parallels between the two countries in question.

Unionism, an allied, albeit subordinate, force in the neodevelopmentalist political front of the governments of Lula da Silva and Dilma Rousseff, was relatively absent from the mobilizations against or in favor of Dilma's impeachment compared with other social movements and sought to resist and, in a way, realign itself to counter the counterreforms of Michel Temer's government. Although union and popular demonstrations have multiplied, the absence of a unified strategy in the face of the coup and the reforms have weakened the possibilities of union resistance, and losses for workers have accumulated. O sindicalismo foi uma força aliada, ainda que subordinada, na frente política neodesenvolvimentista dos governos de Lula da Silva e Dilma Rousseff, foi uma força política relativamente ausente nas mobilizações contra ou a favor do impeachment de Dilma, se comparado a outros movimentos sociais e tem procurado resistir e, de certo modo, se realinhar, para enfrentar as contrarreformas do governo de Michel Temer. No entanto, apesar de as manifestações sindicais e populares terem se multiplicado, a ausência de uma estratégia unificada diante do golpe e das reformas fragilizou as possibilidades de resistência sindical e as perdas para os trabalhadores têm se acumulado.

Este artigo tem como objetivo contribuir para a compreensão do perfil socioeconômico e político-ideológico das bases sociais da Conlutas, central sindical e popular criada em 2004 a partir de uma dissidência da CUT, e que conta com a participação de diferentes movimentos sociais. A análise tem como base um survey realizado durante o 1º Congresso Nacional da Conlutas, ocorrido em julho de 2008 na cidade de Betim (MG). Os dados mostram que a Conlutas representa, em sua maioria, trabalhadores não manuais, do setor público, especialmente da educação, que recebem até 3 salários mínimos e que têm uma situação de trabalho caracterizada pela estabilidade.
REFORMA TRABALHISTA: precarização do trabalho e os desafios para o sindicalismo

<p><span>O artigo se propõe a identificar os impactos iniciais da reforma trabalhista sobre o sindicalismo em um contexto desfavorável aos trabalhadores e à ação coletiva, dado o crescimento da precariedade e da informalidade no mercado de trabalho. A análise trata da reconfiguração das classes trabalhadoras e da fragmentação sindical, bem como dos impactos da reforma sobre as estratégias e ações sindicais e sobre as negociações coletivas. A metodologia combinou pesquisas quantitativas sobre mercado de trabalho com análise documental (instrumentos normativos, matérias de imprensa comercial e sindical) e observação participante. Os resultados mostram que os sindicatos buscam se adaptar ao novo contexto, com pequenas inovações substantivas na ação e organização, e que as negociações têm sido tanto espaço de resistência quanto de legitimação do conteúdo da reforma.</span></p><p> </p><div><p class="trans-title"><strong>LABOR REFORM: precarious work and the challenges for unions</strong></p><p>The paper proposes to identify the initial impacts of the labor reform on trade unionism, in a context that is unfavorable to workers and to collective action, resulting from the transformations in the reconfiguration of the working classes, with the growth of precariousness and crisis of the labor market. The analysis focuses on the impacts of this reconfiguration of the working classes and the fragmentation of trade unions, as well as the impacts of the labor reform on union strategies and actions and on collective negotiation. The methodology combined quantitative labor market research with documents (collectives work contracts, commercial and trade union press materials) and participant observation. The results show that the trade unions are searching to adapt to the new context with some substantive innovations in action and organization. The latest negotiations have been, at the same time, spaces of resistance and legitimization of the content of the reform.</p><p><strong>Key words: </strong>Trade unionism; Labor reform; Precariousness; And collective bargaining</p><p> </p></div><div><p class="trans-title"><strong>RÉFORME DU TRAVAIL: le travail précaire et les défis du syndicalisme</strong></p><p>L'article propose d'identifier les impacts initiaux de la réforme du travail sur le syndicalisme, dans un contexte défavorable aux travailleurs et à l'action collective, en raison du développement de la précarité et de l'informalité dans le marché du travail. L'analyse porte sur la reconfiguration de la classe ouvrière et de la fragmentation syndicale, aussi bien que sur les impacts de la réforme sur les stratégies et actions des syndicats et sur la négociation collective. La méthodologie combine une étude quantitative du marché du travail avec des documents (contrats de travail collectives, matériel de presse commerciale et syndicale) et de l'observation participante. Les résultats montrent que les syndicats essayent de s'adapter au nouveau contexte, avec de petites innovations substantielles dans l'action et l'organisation, et que les négociations sont autant des espaces de résistance comme de légitimation du contenu de la réforme.</p><p><strong>Key words: </strong>Syndicalisme; Réforme du travail; Précarité; Négociation collective</p></div>
