Port–hinterland container logistics transportation systems (PHCLTSs) are significant to economic and social development. However, various kinds of unconventional emergency events (UEEs), such as natural or human-caused disasters, threaten PHCLTSs. This study aims to measure and improve the resilience of PHCLTSs. Bi-level programming models with two different lower level models are established to help PHCLTSs recover their capacity efficiently in the face of UEEs. In the upper level model, the government makes immediate recovery decisions about a damaged PHCLTS with the goal of improving the resilience of the PHCLTS. In the lower level models, truck carriers make decisions about transportation routes and freight volume in the recovered PHCLTS. They cooperate fully to pursue the maximization of total profit and are coordinated by a central authority, or they make their own decisions to pursue maximization of their own profit noncooperatively. An algorithm combining particle swarm optimization (PSO) and traditional optimization algorithms is proposed to solve the bi-level programming models. The numerical experimental results show the validity of the proposed models.

Abstract
This paper traces the formation of politicians' policy preferences to their early-life experiences. Based on biographical information on 2,806 county party secretaries in China and fiscal data from the 1,713 counties they governed during the 1998–2007 period, we find that a one-percentage-point increase in the early-life famine severity experienced by a county party secretary increases fiscal expenditures on agriculture by 0.8% and on social security subsidies by 1.1%. Agricultural taxes are reduced significantly, boosting grain production in the county party secretaries' work counties. Our findings suggest that county party secretaries who experience early-life famine may develop preferences for food sufficiency and care for people suffering hardships.

AbstractThis paper examines how power struggle among cliques within ruling parties shape public policies. We develop a simple model of bargaining among ruling elites to study government staffing and use it to explain why the number of subnational government staff in China has increased rapidly despite repeated government streamlining programs initiated by the central authority. Using provincial‐level panel data in China from 1992 to 2011, we show that the subnational government headed by a politically weaker party secretary, in terms of the size of the opposition of elites in the provincial standing committee, tends to have a larger number of senior cadres and public employees. Notably, the party secretary's power from the centre mitigates the tendency to expand government staff. We also provide suggestive evidence that the local government finances government expansion by selling more land.

Using a new and representative data set of Chinese household finance, this paper documents household access to and costs of finance, along with their correlates. As in most developing countries, informal finance is a crucial element of household finance, and wealth tends to be associated with better access to formal and informal finance. Better financial knowledge shifts loan portfolios toward formal sources relative to informal ones. Connections to the Communist Party are associated with significantly better access to finance in rural areas but not in urban areas. A larger social network is positively associated with access to informal finance. Controlling for household characteristics, rural residents pay interest rates on loans similar to urban residents. Younger residents pay higher rates, while households on firmer economic footing face lower rates. Taking financial classes and college education is associated with higher interest rates for urban residents, suggesting perhaps that financial knowledge coincides with greater demand for credit in areas with more economic opportunity. Overall, the findings suggest that Chinese residents face dual credit markets, with the poor, young, those with poor financial knowledge, and those with larger family sizes relying much more on informal finance, while others are better able to access formal finance.

Abstract
Interferon ɛ (IFNɛ) is a unique type I IFN that has been implicated in host defense against sexually transmitted infections. Zika virus (ZIKV), an emerging pathogen, can infect the female reproductive tract (FRT) and cause devastating diseases, particularly in pregnant women. How IFNɛ contributes to protection against ZIKV infection in vivo is unknown. In this study, we show that IFNɛ plays a critical role in host protection against vaginal ZIKV infection in mice. We found that IFNɛ was expressed not only by epithelial cells in the FRT but also by immune and stromal cells at baseline or after exposure to viruses or specific Toll-like receptor (TLR) agonists. IFNɛ-deficient mice exhibited abnormalities in the epithelial border and underlying tissue in the cervicovaginal tract, and these defects were associated with increased susceptibility to vaginal but not subcutaneous ZIKV infection. IFNɛ deficiency resulted in an increase in magnitude, duration, and depth of ZIKV infection in the FRT. Critically, intravaginal administration of recombinant IFNɛ protected Ifnɛ−/− mice and highly susceptible Ifnar1−/− mice against vaginal ZIKV infection, indicating that IFNɛ was sufficient to provide protection even in the absence of signals from other type I IFNs and in an IFNAR1-independent manner. Our findings reveal a potentially critical role for IFNɛ in mediating protection against the transmission of ZIKV in the context of sexual contact.
