The OSCE Yearbook is the only independent academic publication dedicated to the Organization, its work, and the issues that concern it. The 2007 edition contains another broad selection of insightful contributions by academics, diplomats, and practitioners. It begins by considering two "Burning Issues" that greatly concerned the Organization during the year: Russia's suspension of the CFE Treaty and potential consequences of the failure of efforts to resolve the Kosovo status question. The special focus section on tolerance and non-discrimination includes a discussion by the OSCE Secretary General of the Organization's contribution to the UN "Alliance of Civilizations" initiative. There is also a review of the history of the OSCE's engagement in this field, a consideration of religion and the "dialogue of civilizations", and contributions on anti-Semitism, discrimination against Muslims, policing hate crime, and the work of ODIHR. States whose relations with the Organization are in the spotlight this year include Romania, Montenegro, and Kazakhstan, while further contributions look at the field presences in Croatia, Turkmenistan, Uzbekistan, and at the Organization's work in South-eastern Europe and Central Asia as a whole. Wie wird sich das Scheitern der Kosovo-Statusverhandlungen auf die "eingefrorenen Konflikte" in der ehemaligen Sowjetunion, insbesondere in Georgien, auswirken? Welche Folgen wird die Suspendierung des KSE-Vertrags durch Russland für die Ost-West-Beziehungen haben? Diesen beiden ebenso aktuellen wie brisanten Fragen ist der erste Teil des OSZE-Jahrbuchs 2007 gewidmet.Der Themenschwerpunkt "Toleranz und Nichtdiskriminierung" beleuchtet die Entstehung dieses Arbeitsbereichs innerhalb der OSZE, die Rolle der Religionen im "Dialog der Kulturen", Antisemitismus in den Teilnehmerstaaten, die Bekämpfung von Intoleranz und Diskriminierung gegenüber Muslimen, den Beitrag der OSZE zur "Allianz der Zivilisationen", das Vorgehen der Polizei gegen Hassverbrechen und die Arbeit des BDIMR. Zu den Staaten, die in diesem Jahr ihre Interessen und ihr Engagement in der OSZE vorstellen, gehören Rumänien, Kasachstan und erstmals Montenegro. Weitere Beiträge schildern die Arbeit der Missionen, Zentren und Büros der Organisation in Kroatien,Turkmenistan und Usbekistan und beschäftigen sich mit den Regionalstrategien der OSZE für Südosteuropa und Zentralasien. Das OSZE-Jahrbuch ist eine unabhängige wissenschaftliche Buchreihe zur OSZE, zu ihrer Arbeit und zu den Themen, mit denen sich die Organisation befasst. Auch das OSZE-Jahrbuch 2007 enthält wieder eine breit gefächerte Auswahl fundierter und dennoch anschaulich geschriebener Beiträge von Wissenschaftlern und hochkarätigen Praktikern.
