Future of CO2 Capture, Transport and Storage Projects: Analysis using a Systemic Risk Management Approach

Seveso plants are complex sociotechnical systems, which makes it appropriate to support any risk assessment with a model of the system. However, more often than not, this step is only partially addressed, simplified, or avoided in safety reports. At the same time, investigations have shown that the complexity of industrial systems is frequently a factor in accidents, due to interactions between their technical, human, and organizational dimensions. In order to handle both this complexity and changes in the system over time, this article proposes an original and simplified qualitative risk evaluation method based on the system dynamics theory developed by Forrester in the early 1960s. The methodology supports the development of a dynamic risk assessment framework dedicated to industrial activities. It consists of 10 complementary steps grouped into two main activities: system dynamics modeling of the sociotechnical system and risk analysis. This system dynamics risk analysis is applied to a case study of a chemical plant and provides a way to assess the technological and organizational components of safety.

International audience ; System thinking concepts and simulation tools are used to model the risk prevention plan and operational modes designed to enforce safety constraints at a French liquefied petroleum gas (LPG) storage and distribution facility. In France, such facilities are classified and the subject of special legislation and safety regulations. Their supervision is the responsibility of a control and regulatory body. A technological risk and prevention plan is provided, where all the dangerous phenomena likely to occur in addition to the safety control measures are listed in the safety report. Safety is therefore addressed through rules, and control mechanisms ensure that the system complies with safety constraints. Taking this facility as a case study, we use the STAMP theoretical framework together with AnyLogic simulation software to model technical elements and human and organizational behavior. We simulate how the system evolves over time and the strategies that are deployed in a loss of control scenario. The aim is to assess whether the prescribed safety program covers all of the system's phases; namely operations and audits. The results enrich other research that focuses on the contribution of system dynamics to risk analysis and accident prevention.

Dans le domaine de la protection de la Santé et de la Sécurité au Travail (SST), les entreprises cherchent à améliorer la maîtrise des risques. Cela se traduit depuis des années par la mise en place de systèmes de management de la sécurité (SMS). Ce sont des dispositifs de gestion, combinant personnes, politiques et moyens, visant à améliorer les performances d'une entreprise en matière de SST (INRS, 2005). Les SMS constituent ainsi un cadre de gestion globale et structurée des risques basés sur le respect de référentiels existants (ILO/OHSAS par exemple).Le SMS est constitué de différentes étapes ou processus et notamment celui de l'évaluation des risques. Les entreprises ont ainsi déployées différents outils pour répondre à cette exigence du SMS. L'évaluation des risques professionnels et l'évaluation de la conformité réglementaire sont parmi les outils les plus répandus dans les entreprises françaises car ils répondent aux attentes de la plupart des SMS mais aussi de la réglementation (En France l'évaluation des risques professionnels est obligatoire). Cet article sera découpé en trois parties. La première partie revient sur le concept de la culture de sécurité en abordant les repères conceptuels et théoriques. La seconde partie décrit le modèle de la maîtrise de la conformité légale et le modèle d'évaluation des risques professionnels et propose un système de modèles étudiant les relations entre chaque composante (nature des relations, force des relations ainsi que les différents feedback). Enfin, la troisième partie détaille les résultats de l'expérimentation conduite en 2011 sur une entreprise française. L'expérimentation permet d'évaluer les relations existantes entre les modèles et les résultats de l'expérimentation sont discutés et analysés.
