Abstract
Thirty-five years have passed since the entry into force of the First Trade Mark Directive (First Council Directive 89/104/EEC of 21 December 1988 to approximate the laws of the Member States relating to trade marks). The purpose of this article is to reflect on the journey thus far and the road ahead. This article does this in two ways. The first part of the article identifies some aspects of European Union trade mark law that can be regarded as uncontroversial. The second part explores a number of issues of a more speculative nature as well as some trends that may shape the evolution of European Union trade mark law in the years to come.

En este artículo se analizan los factores jurídicos, políticos y económicos que condicionan la ampliación de la plataforma continental de las Islas Canarias en su zona meridional. Marruecos ha anunciado su intención de realizar una ampliación semejante que incluiría las aguas del Sahara Occidental, territorio no autónomo pendiente de descolonizar sobre el cual Marruecos no detenta la soberanía. Ambas ampliaciones crearían un área de superposición de difícil delimitación que compromete la explotación de los recursos naturales que allí se encuentran ; The article analyzes the legal, political and economic factors that condition the expansion of the continental shelf of the Canary Islands in its southern zone. Morocco has announced its intention to carry out a similar expansion that would include the waters of Western Sahara, a non-autonomous territory pending decolonization over which Morocco does not hold sovereignty. Ponencia recogida en las actas de los Cursos de Derecho Internacional y Relaciones Internacionales de Vitoria-Gasteiz organizados por la Facultad de Derecho de la Universidad del País Vasco. ; Las misiones PESD son el principal instrumento de actuación de la UE en materia de seguridad internacional. Desde que se iniciaron (enero 2003) hasta la actualidad, la UE ha desplegado 23 misiones (17 civiles y 6 militares) repartidas por Europa (Balcanes y antiguo espacio soviético), África Central, Próximo y Medio Oriente e Indonesia. Gracias a ello la UE se ha convertido en un actor internacional relevante en la gestión de crisis. Pero tendrá que realizar grandes esfuerzos para ganar en eficacia y poder ejercer una influencia estabilizadora sobre un entorno internacional crecientemente inestable. ; ESDP missions are the main tool of the EU in international security action. Since the first mission (January 2003) to now, EU has deployed 23 missions (17 civil missions and 6 military ones) around Europe (Balkans and the post-Soviet space), Central Africa, Middle East and Indonesia. Thanks to these actions, EU has become a relevant international actor in the management of crisis. However, the EU should make an effort to acquire efficiency in order to implement a stabilizing strategy in the increasingly uneven international environment.

La autorización dada por el gobierno español en 2012 para realizar prospecciones petrolíferas submarinas al Este de las costas de Lanzarote y Fuerteventura plantea un potencial conflicto con Marruecos. Dada la ausencia de un tratado bilateral que establezca los límites de las respectivas zonas económicas exclusivas de los dos países en esas aguas. La respuesta dada por el nuevo gobierno islamista marroquí permite suponer una aceptación tácita del reparto de esas aguas en áreas equidistantes.AbstractThe Spanish government granted the permission for offshore oil explorations to the East of the coasts of Lanzarote and Fuerteventura in 2012. This authorization raises a potential conflict with Morocco, since a bilateral treaty that fixes the limits of the respective exclusive economic zones of countries in those waters is absent. The response given by the new Moroccan Islamic government allow us to suppose an implied acceptance of the distribution of those waters into equidistant areas.

<p>Para la UE la gobernanza global constituye mucho más que un procedimiento colectivo de gestión y de toma de decisiones a nivel internacional. Representa también una propuesta política sobre cómo ordenar y gestionar la convivencia internacional. Al inicio del nuevo siglo la UE fue muy activa en la reforma de las organizaciones internacionales, pero tras la crisis política (2005) y financiera (2008) la UE ha perdido impulso político y encuentra múltiples dificultades para realizar ese programa. Si no quiere perder influencia, la UE debe adaptar sus objetivos políticos a la nueva realidad internacional.</p>

In March 2014 came into force the Law on the State Foreign Service and Action (LAESE). It is a legislative initiative aimed to modernize and coordinate Spain's foreign politics. It was sponsored by the current Government of the Popular Party and has been approved only with the support of the same parliamentary group. The main objective of the law, to guarantee the principle of the state action unity, has put the Autonomous Communities in the middle of the political debate. Most of the critics done by the opposing parties have been focused on this aspect remarking its "re-centralizing" character. Therefore, it is worth to debate if the law shortens the autonomic competences in foreign issues. The present article analyses the treatment received by the Autonomous Communities in the text of the above mentioned law. I conclude that it does not cut autonomic competences in foreign issues, while identifying several debilities that put in doubt the effectiveness that the new law can reach ; SI

En marzo de 2014 ha entrado en vigor la Ley de la Acción y del Servicio Exterior del Estado (LAESE). Se trata de una iniciativa legislativa dirigida a modernizar y coordinar la política exterior de España que ha sido promovida por el actual gobierno del Partido Popular y que ha sido aprobada con el único respaldo de su grupo parlamentario que cuenta con mayoría absoluta en las Cortes. El principal objetivo perseguido por la ley, garantizar el principio de unidad de acción del Estado, ha situado a las Comunidades Autónomas en el centro del debate político. La mayor parte de las críticas efectuadas por los grupos de oposición se han centrado en este aspecto destacando su carácter "recentralizador". Cabe discutir, por tanto, si la ley recorta las competencias autonómicas en materia exterior. El presente artículo analiza el tratamiento que reciben las Comunidades Autónomas en el texto de la ley y llega a la conclusión de que no recorta competencias autonómicas, aunque identifica diversas carencias que hacen dudar de la efectividad que puede alcanzar la nueva norma ; In March 2014 came into force the Law on the State Foreign Service and Action (LAESE).
