AbstractA useful theoretical lens that has emerged for understanding urban resilience is the four basic types of interdependencies in critical infrastructures: the physical, geographic, cyber, and logical types. This paper is motivated by a conceptual and methodological limitation—although logical interdependencies (where two infrastructures affect the state of each other via human decisions) are regarded as one of the basic types of interdependencies, the question of how to apply the notion and how to quantify logical relations remains under‐explored. To overcome this limitation, this study focuses on institutions (rules), for example, rules and planned tasks guiding human interactions with one another and infrastructure. Such rule‐mediated interactions, when linguistically expressed, have a syntactic form that can be translated into a network form. We provide a foundation to delineate these two forms to detect logical interdependence. Specifically, we propose an approach to quantify logical interdependence based on the idea that (1) there are certain network motifs indicating logical relations, (2) such network motifs can be discerned from the network form of rules, and that (3) the higher the frequency of these motifs between two infrastructures, the greater the extent of logical interdependency. We develop a set of such motifs and illustrate their usage using an example. We conclude by suggesting a revision to the original definition of logical interdependence. This rule‐focused approach is relevant to understanding human error in risk analysis of socio‐technical systems, as human error can be seen as deviations from constraints that lead to accidents.

AbstractUrban water supply systems in the United States are designed to be robust to a wide range of historical hydrological conditions in both their physical infrastructure and in the institutional arrangements that govern their use. However, these systems vary greatly in their capacity to respond to new and evolving stressors on water supplies, such as those associated with climate change. Developing a more precise understanding of the complexity of interactions between the environmental and human components of urban water systems, specifically via their institutions, has the potential to help identify institutional design choices that can foster proactive transitions to more sustainable operating states. This article adapts the Institutional Grammar (IG) within the Robustness of Coupled Infrastructure Systems Framework to assess how a heavily engineered system's institutional configuration may impact its ability to transition to more sustainable management practices. While use of the IG has historically been limited in larger‐N studies, our application demonstrates its flexibility in revealing variation in specific components across cases. The analysis finds the structure of formal institutions shape the interactions between actors differently, and that institutional diversity exists across environmental contexts. The extent to which this institutional diversity drives transitions remains an open question. The results highlight both the importance of and challenges involved with developing longitudinal data on social and natural system interactions.

The Columbia River Treaty (CRT) signed between the United States and Canada in 1961 is known as one of the most successful transboundary water treaties. Under continued cooperation, both countries equitably share collective responsibilities of reservoir operations, and flood control and hydropower benefits from treaty dams. As the balance of benefits is the key factor of cooperation, future cooperation could be challenged by external social and environmental factors which were not originally anticipated, or change in the social preferences of the two actors. To understand the robustness of cooperation dynamics we address two research questions – i) How does social and environmental change influence cooperation dynamics? and ii) How do social preferences influence the probability of cooperation for both actors? We analyzed infrastructural, hydrological, economic, social, and environmental data to inform the development of a socio-hydrological system dynamics model. The model simulates the dynamics of flood control and hydropower benefit sharing as a function of the probability to cooperate, which in turn is affected by the share of benefits. The model is used to evaluate scenarios that represent environmental and institutional change, and changes in political characteristics based on social preferences. Our findings show that stronger institutional capacity ensures equitable sharing of benefits over the long term. Under current CRT, the utility of cooperation is always higher for Canada than non-cooperation which is in contrast to the U.S. The probability to cooperate for each country is lowest when they are self-interested but fluctuates in other social preferences scenarios.

Abstract. Managing water–human systems during water shortages or droughts is key to avoid the overexploitation of water resources and, in particular, groundwater. Groundwater is a crucial water resource during droughts as it sustains both environmental and anthropogenic water demand. Drought management is often guided by drought policies, to avoid crisis management, and actively introduced management strategies. However, the impact of drought management strategies on hydrological droughts is rarely assessed.
In this study, we present a newly developed socio-hydrological model, simulating the relation between water availability and managed water use over 3 decades. Thereby, we aim to assess the impact of drought policies on both baseflow and groundwater droughts. We tested this model in an idealised virtual catchment based on climate data, water resource management practices and drought policies in England. The model includes surface water storage (reservoir), groundwater storage for a range of hydrogeological conditions and optional imported surface water or groundwater. These modelled water sources can all be used to satisfy anthropogenic and environmental water demand. We tested the following four aspects of drought management strategies: (1) increased water supply, (2) restricted water demand, (3) conjunctive water use and (4) maintained environmental flow requirements by restricting groundwater abstractions. These four strategies were evaluated in separate and combined scenarios. Results show mitigated droughts for both baseflow and groundwater droughts in scenarios applying conjunctive use, particularly in systems with small groundwater storage. In systems with large groundwater storage, maintaining environmental flows reduces hydrological droughts most. Scenarios increasing water supply or restricting water demand have an opposing effect on hydrological droughts, although these scenarios are in balance when combined at the same time. Most combined scenarios reduce the severity and occurrence of hydrological droughts, given an incremental dependency on imported water that satisfies up to a third of the total anthropogenic water demand. The necessity for importing water shows the considerable pressure on water resources, and the delicate balance of water–human systems during droughts calls for short-term and long-term sustainability targets within drought policies.

Meeting the SDGs for water requires an integrated approach to managing and allocating water resources, by involving all actors and stakeholders, and considering how water resources link different sectors of society. To date, water management practice is dominated by technocratic, scenario‐based approaches that may work well in the short term but can result in unintended consequences in the long term due to limited accounting of dynamic feedbacks between the natural, technical, and social dimensions of human‐water systems. The discipline of sociohydrology has an important role to play in informing policy by developing a generalizable understanding of phenomena that arise from interactions between water and human systems. To explain these phenomena, sociohydrology must address several scientific challenges to strengthen the field and broaden its scope. These include engagement with social scientists to accommodate social heterogeneity, power relations, trust, cultural beliefs, and cognitive biases, which strongly influence the way in which people alter, and adapt to, changing hydrological regimes. It also requires development of new methods to formulate and test alternative hypotheses for the explanation of emergent phenomena generated by feedbacks between water and society. Advancing sociohydrology in these ways therefore represents a major contribution toward meeting the targets set by the SDGs, the societal grand challenge of our time.

We convened a workshop to enable scientists who study water systems from both social science and physical science perspectives to develop a shared language. This shared language is necessary to bridge a divide between these disciplines' different conceptual frameworks. As a result of this workshop, we argue that we should view socio-hydrological systems as structurally co-constituted of social, engineered, and natural elements and study the "characteristic management challenges" that emerge from this structure and reoccur across time, space, and socioeconomic contexts. This approach is in contrast to theories that view these systems as separately conceptualized natural and social domains connected by bi-directional feedbacks, as is prevalent in much of the water systems research arising from the physical sciences. A focus on emergent characteristic management challenges encourages us to go beyond searching for evidence of feedbacks and instead ask questions such as: What types of innovations have successfully been used to address these challenges? What structural components of the system affect its resilience to hydrological events and through what mechanisms? Are there differences between successful and unsuccessful strategies to solve one of the characteristic management challenges? If so, how are these differences affected by institutional structure and ecological and economic contexts? To answer these questions, social processes must now take center stage in the study and practice of water management. We also argue that water systems are an important class of coupled systems with relevance for sustainability science because they are particularly amenable to the kinds of systematic comparisons that allow knowledge to accumulate. Indeed, the characteristic management challenges we identify are few in number and recur over most of human history and in most geographical locations. This recurrence should allow us to accumulate knowledge to answer the above questions by studying the long historical record of institutional innovations to manage water systems.
