The Politics of Lamb, Peacock and Romantic "Russophobia". Spurred on by Duncan Wu's talk for the Charles Lamb Birthday lunch on 12 February 2022, which focussed on Lamb's connection with the radical William Hone, I want to return to Lamb's politics. This talk focused on Lamb and his fellow East India Company employee Thomas Love Peacock. Both men have much in common, and not only in their marginal status as friends of half of the Big Six. Although scholarly classicists, neither Lamb nor Peacock attended university. Both suffered depression, which they similarly countered by making puns and jokes; and each served long with the East India Company. The Company was, Thomas Babington Macauley writes, "the strangest of all governments; but it is designed for the strangest of all empires. [.] intrusted with the sovereignty of a larger population, the disposal of a larger clear revenue, the command of a larger army, than are under the direct management of the Executive Government of the United Kingdom." Lamb served the EIC for thirty-three and Peacock thirty-seven years. Both also survived to be superannuated men on substantial pensions: from 1825 received Lamb £450 per year and Peacock £1333, 6s. 8d. from 1856. Any reader of Lamb's invective political poetry, which contains lines such as "thou must, surely, loathe thyself" to George Canning in 'The Unbeloved' (The Champion, 1820), knows he was not always "gentle" Charles. Lamb's busiest period of writing political poetry, between 1820 and 1822, would see him siding with radicals against a government that used spies to subvert the politics of his city, as his poems on the Cato Street Conspiracy attest. However, prior to this, Lamb had already been utilised by radicals. The Manchester Observer, or Literary, Commercial and Political Register, founded by John Knight, James Wroe, and John Saxton in January 1818, found both Canning and Lamb useful in pushing its radical agenda. This Zine article in Revolutions in Print examines Robert Wedderburn's six issues of The Axe Laid to the Root, or a Fatal Blow to Oppressors, which was published by the author in London in 1817. In these rare pamphlets, he writes against slavery, male violence toward women, and advocates for governments to contain equal numbers of men and women. Many writers have written against slavery; even more sponsor revolutionary politics. However, there are two areas Robert (I use the first name to distinguish from his slaver-rapist father) writes on that are ground-breaking: male rage against women; and publishing in Jamaican Creole. An early champion of this in print, Robert Wedderburn predates more popular examples by a century in his incendiary Axe Laid to the Root.

An example of interactions between engineering, literature and politics can be seen in the work of Percy Shelley. Shelley is remembered mainly as an idealistic, revolutionary son of a baronet; a vegetarian poet who liked to elope and then drowned age 29. On the face of it he seems an unlikely person to champion steam ships. However, Mary Shelley, one of the few recognised romantic period authors who engaged with modern technological experiments, attests to Shelley's interests in engineering, writing: 'Shelley reads Calderon, and talks about the steam-engine'. Around the time of the Peterloo massacre Shelley became obsessed by building a steamboat. It infected his thoughts, finances, letters, poetry and politics. It is an interest he shared with his friend the novelist Thomas Love Peacock, who would champion the first steam ships running between Britain and India. Shelley had gained knowledge of the steam engine from publications like Abraham Rees's multi-volume Cyclopaedia and decided to ally himself to the young engineer Henry Reveley to build a steam powered boat. Steamboats were in fashion. It was new technology. Shelley saw the coexistence of poetry and machinery as a means to transform the ways people thought and lived. Mary Shelley wrote of Percy Shelley's scheme: [Shelley] set on foot the project of a steam-boat to ply between Marseilles and Leghorn, for their benefit, as far as pecuniary profit might accrue; at the same time, he took a fervent interest in the undertaking for its own sake. It was not puerile vanity, but a nobler feeling of honest pride, that made him enjoy the idea of being the first to introduce steam navigation into the Gulf of Lyons, and to glory in the consciousness of being in this manner useful to his fellow creatures. This paper examines the reasons why Shelley was interested in making a steamship, and the kind of engineering he was involved in. Specifically, I will argue that Shelley found ready links between the art of the poet and that of the engineer, and that he allied this to a desire to rapidly receive news, and to transmit radical political poetry quickly to a greater number of people.

Paper on Samuel Bamford and Church spying and corruption given at Peterloo at 200. 'Protest, politics and poetry: Peterloo at 200' is an academic day conference commemorating the 200th anniversary of the Peterloo Massacre from a variety of perspectives; literary, historical, and in terms of material culture. The conference is intended to discuss the event itself and to contribute to national and regional commemorations of Peterloo in 2019. It forms part of a series of academic and public-facing events to be held at York, including an appearance by Mike Leigh at the Festival of Ideas in June, and will be preceded by a showing of the film Peterloo followed by a 'Beer and Ballads' event on 15 March.
