Monetary valuation of the environment is increasingly embedded in policy. Despite broad claims that valuation is policy-relevant, there is widespread frustration that it has not widely improved environmental outcomes, that it obscures many other types of values, and presents unintended consequences. We argue that this is, in part, because of a tendency to overlook the mechanics of how valuation tools and data are embedded into the institutions (regulations, norms, rules, schemes) that mediate decision-making. Discussions of how valuation engages with policy are often anecdotal and rarely systematic. This manuscript responds with a structured analysis of valuation within 7 Indonesian government institutions. By analyzing the legislative provisions that deal with valuation within each agency, we explore the challenges of institutionalizing valuation into policy. We consider the difficulties of: defining what is (and isn't) valuable, specifying methods, and identifying policy objectives. We found broad gaps and inconsistencies in the aims, definitions, methods, and treatment of non-market goods and services. We identify a need for broadened thinking about the role of valuation data within everyday environmental governance, including how it is codified and operationalized. To this end, we provide a framework of the "cascade" relationship between environmental management, ecosystem goods and services, human wellbeing, and their relationship to environmental governance, which uncovers the mechanics of how valuation can inform decision-making via different institutional arrangements. We call for a critical, yet also more pragmatic and field-based interrogation, of how and why valuation is conducted by decision-makers, in order to improve our understanding of its social and environmental implications.

Altres ajuts: Basque Government (IT944-16; IT1022-16; IT1365-19) ; This article describes a novel methodological approach for the integrated sustainability assessment of pasture-based dairy sheep systems. Most studies on livestock system sustainability focus on animal production, farm profitability, and mitigation strategies of greenhouse gas emissions. However, recent research indicates that pasture-based livestock farming also contributes positively to rural areas, and the associated increase in plant diversity promotes ecosystem functioning and services in natural and managed grasslands. Likewise, little attention has focused on how pasturebased livestock systems affect soil carbon changes, biodiversity, and ecotoxicity. Furthermore, the quality and safety of food products, particularly sheep milk and cheese, and socioeconomic issues such as cultural heritage and consumer behavior are often neglected in livestock system sustainability assessments. To improve the analysis of sustainability and adaptation strategies of livestock systems, we suggest a holistic approach that integrates indicators from diverse disciplines with complementary methods and models capable of capturing the complexity of these systems at multiple scales. A multidisciplinary perspective generates new indicators to identify critical trade-offs and synergies related to the resilience of dairy sheep livestock systems. A multiscale approach provides insights on the effects of socioeconomic and environmental changes associated with current dairy sheep grazing systems across multiple scales. The combined approach will facilitate the development and progressive implementation of novel management strategies needed to adapt pasture-based dairy sheep farms to changing conditions under future socioeconomic and environmental scenarios.

Managing protected areas (PAs) requires dealing with complex social-ecological systems where multiple dimensions (i.e. social, institutional, economic and ecological) interact over time. Uni-dimensional and top-down approaches have been unable to capture this complexity. Instead, new integrated approaches that acknowledge the multidimensional nature of PAs and the diversity of social actors in the decision making process are required. In this paper we put forward a novel participatory assessment approach which integrates multiple methodologies to reflect value articulating institutions in the case of a Natura 2000 (N2000) network site in the Basque Country (Southern Europe). This novel approach is based on a social multi-criteria evaluation framework, that integrates (i) economic values derived from a choice experiment, (ii) ecological values by means of a spatial bio-geographic assessment, and (iii) a participatory process among diverse social actors. The case study shows that through the integration of diverse perspectives it is possible to achieve compromise solutions that foster the ecological values of PAs while enhancing other socio-economic benefits. Such co-benefits are important to enhance the acceptance and scope of N2000 and overcome undesirable social-ecological conflicts. We also show that the inclusion of all affected parties in a deliberative process is a key prerequisite to ensure ecologically effective and socially acceptable decisions that will lead to sustainable conservation policies.
