History has proved that the safety for small countries has never been secure, however this has been more emphasized during the Cold War Period through the rivalry of the superpowers, ideological conflicts, as well as the clashes between their geopolitical and geostrategic interests. For the Superpowers it is very easy to manipulate with these countries' economic and military aspect. They can't handle a conflict with their strengths, while the only way is diplomatic war to avoid or decrease the danger of conflict. To avoid insecurity, which for the small countries in the international relationships is bigger than for the big countries, the only safety alternative is their association in the international institutions.To face the regional and global challenges of safety, the Western Balkan countries have only one strategic solution, that is the integration in the Euro-Atlantic structures. The membership institutionalizes the relations between the small countries with those regional in the economic and safety field, as well as it sets the frames of the behavior with which the weak are protected from the eventual misuse from the most powerful ones. Small countries should concentrate in the creation of the professional and trained forces which can be easily mobilized in case of any crisis and they should also be affordable in the economic aspect.

Here we have studied the international circumstances that have affected the deployment of the EULEX Mission in Kosovo. The EULEX mission is the European Union Mission for the Rule of Law in Kosovo. Its main goal is to advise, assist and support the Kosovo authorities in issues of the rule of law, especially in the field of police, judiciary and customs performance. Also this mission has the responsibility to develop and further strengthen the independent multi-ethnic justice system in Kosovo, by ensuring that the rule of law institutions are not politically influenced and that they meet the known international standards and best European practices. This mission was foreseen to be deployed to Kosovo, based on the Ahtissari Comprehensive Status Proposal for Kosovo, but due to its non-approval by the UN Security Council, its full implementation was delayed until December 2008. EULEX acts within the framework of Resolution 1244 of the UN Security Council and under a single chain of command in Brussels. EULEX officials have supported Kosovo Police, the Judiciary system and Kosovo Customs, through MMA actions for achieving objectives and goals that are foreseen by the program strategy of EULEX. But in terms of efficiency, EULEX has only achieved modest results. In the northern part of Kosovo, EULEX has failed, as a result of its ambivalent mandate and incoherence of EU Foreign and Security Policy.

Kosovo Liberation Army was demilitarized and demobilized pursuant to Rambouillet accord articles and 1244 Resolution, under the control of military component of the international administration in Kosovo – Kosovo Forces (NATO). Establishment of Kosovo Protection Corps (KPC) followed this process, with the civil emergency organizational mission, which operated until the adoption of constitution of Republic of Kosovo, promulgated on June 15, 2008. The constitution foresaw KPC disbandment and creation of a new security formation in Kosovo – Kosovo Security Forces (KSF). The decree of USA president, Xhorxh W. Bush, dated 19.03.2008 indicates the political importance of KSF creation in promotion of Kosovo's independence.The Security Sector reform will keep its special focus in periodical review programming of KSF positional development in adaptation to new situation in security environment, reflecting concrete examples through new events, missions, tasks and roles for KSF units, always compliant with the concrete needs of the country and with the Euro-Atlantic collective protection structure standards.
