The Comparative Survey of Freedom has been published by Freedom House since 1973. At first it was published annually, or even semianually, in the organization's bimonthly. Since 1978 it has also appeared as part of an annual volume devoted to the survey and related topics. The original intention was to produce, with relatively few manhours, an orienting discussion of variation in levels of freedom. Presents a numerical table of political rights and civil liberties.
