International audience ; The writing of a "transversal" report on employment at the OECD is examined by focusing not on the finished product but, instead, on the drafting of the report. This approach allows for exploring the dynamics of power at work inside the OECD. It opens toward broader considerations about how this type of international organization produces knowledge in economics and weaves relations, throughout the long process of drafting the report, with those who requested it. This article analyzes how economic issues are assembled through a succession of intermediate studies and reshaped through an asymmetrical competition between services. By making visible the process of constructing the position of "institutional author", this analysis repositions on new grounds the problem of "influence", which usually arises in organizations of this sort. ; Cet article propose d'examiner l'écriture d'un rapport « transversal » sur l'emploi à l'OCDE. Le regard porte non sur le produit fini mais sur le rapport en train de s'écrire. Cette voie d'entrée permet d'interroger les dynamiques de pouvoir à l'oeuvre au sein de l'OCDE et ouvre une réflexion plus générale sur la manière dont ce type d'organisation internationale produit de la connaissance économique et tisse un certain nombre de relations avec ses mandants tout au long de l'écriture du rapport. Les développements analysent les voies d'assemblage des problématiques économiques qui passent par la succession des études intermédiaires et sont travaillées par la concurrence asymétrique entre services. En rendant visible le processus à l'issue duquel affleure l' « auteur institutionnel », l'analyse repositionne sur de nouvelles bases la problématique de l'« influence » généralement portée à ce type d'organisation.

This article proposes to examine the writing of a "transversal" report on employment at the OECD. The focus is not on the finished product but on the report in the process of writing. This way of entry makes it possible to question the dynamics of power at the OECD and opens up a more general reflection on how this type of international organisation produces economic knowledge and forges a number of relationships with its principals throughout the writing of the report. Les politiques économiques internationales constituent un objet de recherche prometteur pour la sociologie politique de l'international. Malgré quelques amorces en direction de la sociologie, les courants classiques de l'économie politique internationale puisent en effet davantage leur inspiration dans les sciences économiques. Cette introduction souhaite contribuer à un rapprochement critique entre ces perspectives disciplinaires en s'appuyant sur une série de travaux sociohistoriques qui cherchent à éviter le piège de la réification des États et des organisations, et se méfient de l'illusion héroïque et téléologique dans la conduite de l'action publique internationale. Elle montre tout l'apport d'une sociologie des agents, attentive à rendre compte de leurs pratiques, à éclairer leurs trajectoires et leurs dispositions, à analyser la structure de leurs interactions, de leurs conflits et de leurs stratégies au cœur des bureaucraties économiques internationales.

La sociologie des politiques économiques défendue dans cet article prend pour objet le travail permanent de construction , de naturalisation et de maintien de l'ordre économique déployé par une multitude d'acteurs et d'instruments techniques. Il s'agit d'ouvrir des enquêtes sur la façon dont prennent forme les processus de désencastrement et de réencastrement de l'économie vis-à-vis des institutions politiques et sociales. Cette piste est suivie en quatre temps. D'abord en soulignant la portée sociogénétique de l'œuvre de Karl Polanyi et son insistance sur l'émancipation disputée et incertaine des pratiques de production et d'échange à l'égard des tutelles traditionnelles. Puis en montrant comment l'invention de l'économie en tant que sphère d'activité autonome suscite foule de résistances et de « mondes économiques renversés », opposant leurs propres normes aux « lois » supposées de l'économie. La configuration de l'après Seconde Guerre mondiale est revisitée comme un laboratoire exemplaire de réencastrement politico-étatique de l'économie. Le désencastrement néolibéral des marchés financiers à l'échelle internationale recompose ensuite les comptes de la puissance publique et privée. Ces ordres économiques balisent simultanément des zones d'accès et, réciproquement, de non-droit à la discussion publique et politique.

The sociology of economic policies argued in this article investigates the permanent work of construction, naturalization and maintenance of the economic order made by a multitude of actors and technical instruments. It consists in describing how the doctrinal project of economy disembeddedness takes shape, detaching itself from the political and social institutions. This program is developed through four steps. First, by offering a constructivist reading of Karl Polanyi writings and highlighting the authors insistence on the uncertain and contested process of production and exchanges practices emancipation vis-a-vis traditional guardianship. Then, by showing how the invention of the economy as an autonomous sphere of activity raises crowd resistance and 'reversed economic worlds' settling their own standards and laws by opposition to the economy 'rules' and values. The after World War Two configuration is revisited as an exemplary laboratory of Politics and State re-embeddedness of the economy. Then, neoliberal disembeddedness of global capital markets reshapes accounts of public and private powers. These economic orders simultaneously mark out areas of access to and, conversely, of non-entitlement to public and political discussion. Adapted from the source document.

Résumé À la suite de ses travaux sur les crises monétaires, Bruno Théret revient dans cet entretien sur la pluralité historique des formes d'argent ou de monnaie. Il envisage l'argent public en tant que monnaie de l'État dont il retrace les formes historiques depuis l'Ancien Régime. Aujourd'hui, l'État est à nouveau pensé dans une perspective restrictive non plus comme producteur de bien public mais comme prédateur : on s'efforce d'annuler son pouvoir monétaire, de restreindre ses ressources financières en le soumettant, par la médiation de la dette publique, aux pouvoirs de la finance privée.
