"Substances, Welfare, and Social Relations uses intimate, complex portraits to tell the stories of people who have lived some part of their life course while using or recovering from using substances (such as alcohol or illicit or prescription drugs) and also being part of a family and experiencing poverties. Through these multifaceted stories, layered with a critical analysis of welfare policy, the book probes the deeply entrenched stigma of living with addiction and in low income. Amber Gazso's work revolves around the three-principles idea that (1) addiction is part of everyday life; (2) if we believe that people are not their addictions, then stigmatizing addiction has no place in society; and (3) destigmatizing addiction and providing better, more imaginative programs and services invites and supports actionable hope. Reflecting on qualitative data, both narrative interviews and policy discourse, Substances, Welfare, and Social Relations illuminates how stigmas can be overturned through a collective praxis of hope."--

In this article, I undertake a critical discourse analysis of policy documents and in-depth interviews with seven caseworkers and 28 benefit recipients to explore how two discourses, 'work first' and 'distance from the labour market,' inform how persons living with addiction access and then experience social assistance in Toronto, Ontario, Canada. Drawing in Foucauldian insights on power, I reveal the conceptualisation of benefit recipients' eligibility for Ontario Works through these two discourses and how this is replete with ideological assumptions and disciplining power relations, constitutive of a subject position of 'the recovering addict', and suggestive of social control implications. I argue that the coercion and regulation of benefit recipients' lives on Ontario Works has not disappeared but transmuted for Torontonians living with addiction, and conclude by considering the governance of this population as biopower.

Dans cet article, je trace les parallèles entre la reforme de l'assistance sociale en Ontario, principalement dans l'application de l'employabilité des mères seules via lesprogrammes de transition de l'assistance sociale au marché du travailaprès les années 90, et la transformation des codes moraux prédominants de la maternité: de «mère au foyer» à «mère au travail». De plus, j'utilise ce cas comme porte d'entrée afin de considérer l'implication des allégeances public et politique à ces codes moraux pour toutes les mères. Mon argumentation principale est que l'introduction desprogrammes de transition de l'assistance sociale au marché du travailn'est pas que le résultat de la politique néolibéral de l'état, mais aussi de la propagation des idées de la maternité morale à l'extérieur des politiquesdansles politiques.

Using a feminist political economy lens, this paper explores the balancing of work and family by parents on social assistance in British Columbia, Alberta and Saskatchewan. In all three provinces, restructuring of policy has made parents' entitlement to assistance increasingly contingent on their employability efforts (e.g. mandatory job searches, participation in welfare-to-work programs). This entitlement relationship is implicated by simultaneous and contradictory processes embedded in neo-liberal restructuring - gendering and familization - that problematically affect parents' ability to balance their actual or potential employability expectations with family caregiving demands. Drawing on qualitative data from 46 interviews, this paper reveals the strategies that parents then utilize to manage these competing demands so that they can maintain their family's survival- or ";stay afloat"; - while living on social assistance. In terms of thematic areas, these intricately inter-related coping strategies include: learn the system; play the system; social support; pawning. The significance of these findings for feminist challenges of neo-liberalism and for meeting social justice goals (i.e. economic security; equality) is discussed.

Abstract: Drawing upon a discourse analysis of public‐use policy documents and qualitative interview data, this paper explores how mothers on social assistance in three Canadian provinces balance actual or expected policy expectations of their employability (e.g., participation in welfare‐to‐work programming) with their caregiving responsibilities. The results suggest that mothers' experiences of a time crunch, overload, and interference varied depending on their employability status and that they often experienced work‐family conflict in ways similar to that experienced by working mothers not on assistance. The policy implications of these findings are discussed.

Cet article examine les découvertes d'une analyse du schéma interprétatif du discours journalistique sur l'inégalité des femmes sur les lieux de travail dans The Globe and Mail et le National Post de novembre 2000 à novembre 2002. Les articles de journaux ont été analysés d'après la façon dont ils sont encadrés et, par la suite, selon la manière dont ils créent le genre en tant que structure sociale. On a découvert que le cadrage des expériences inégales des femmes sur les lieux de travail decoule de leur incapacitéà« s'intégrer », de choix « naturels » et de leur façon de » jongler « avec le travail et les responsabilités familiales. Une analyse ultérieure démontre que ces cadres reflétent une idéologie où le soutien de famille est masculin et les soins, féminins, suggérant que le genre est également moulé idéologiquement à l'intérieur de ce discours journalistique.This paper presents the findings of a frame analysis of newspaper discourse on women's inequality in the workplace in The Globe and Mail and the National Post from November 2000 to November 2002. Newspaper articles were analysed in terms of how they are framed by and further shape gender as a social structure. It was found that women's unequal workplace experiences are framed as a result of their inability to "fit in,""natural" choices and "juggling" of work and family responsibilities. Further analysis shows that these frames refract from a dominant male breadwinner/female caregiver gender ideology, suggesting that gender is also shaped ideologically within this news discourse.
