Production of green energy is a pillar of green economy. Governments and development agencies of developing countries have promoted it. The main associated goals are, in theory, to: (1) switch from coal and oil production to biomass production; (2) provide local power in off-grid areas, create employment and associate local value with the creation of local biomass supply chain; and (3) decrease the pressure on the natural vegetation stands. These three green principles were theoretically virtuous and based on pro-rural development (increasing power artisanal production and local use of this power) and on sustainable management of the environment. However, from a short historical perspective, the green energy investments demonstrated several adverse effects: 1) the capitals allotted to green energy operators have been quickly concentrated on big energy production units generally leant to agro-industrial stakeholders in the sectors of sugar cane, palm oil or industrial wood; 2) capitalistic positions have been reinforced to the detriment of rural development. Indeed, smallholders were involved in power generation as raw materials' suppliers, but they were left over from any better access to energy; 3) the demand of the big units for biomass is such that it is likely to destabilize the local biomass value chains handled by smallholders; 4) green energy production didn't change the way to produce biomass and didn't alleviate environmental impacts. Hence, behind the virtuous rural-development-based discourse at the political level, the green energy is up to now hold by huge capitalistic units having no consideration for smallholders and for the environment.

With population growth and urban development, African demand for wood is growing steadily. Most of the countries of Africa are facing a major challenge: reconciling their economic development, which often implies deforestation, with the maintenance of tree canopy cover, which provides resources and basic services for rural and urban populations.

Today, many European governments are setting up policies to promote wood energy as part of their plans to meet the EU ambitious target of 20% of energy consumption from renewable sources by 2020. In its various forms, from sticks to chips and pellets, wood accounts for about half of Europe's renewable-energy consumption. Analysts forecast that demand will increase at an annual rate near 5% until 2030. In 2014, Europe consumed 16m tonnes of wood pellets. On current trends, this demand will rise to 25m-30m a year by 2020. Europe does not produce enough timber to meet that extra demand. At the moment, EU is the largest wood energy market in developed countries and to supply its demand it is already importing huge quantities of fuelwood mainly from the USA, Canada and Russia. But the major exporters (Canada and USA) could soon be interested in using pellets for their own electricity needs replacing coal and the source could quickly dry up. Apart from the Republic of South Africa, Sub-Saharan Africa, still do not participate in this market. Yet the resources, particularly in Central Africa are significant. Central African countries have the potential to produce enough biomass that even after covering growing domestic energy demands, a net surplus of biofuel can be sustainably produced. Loggers and African processors begin studying the possibility of producing and exporting pellets and charcoal to Europe. This new market has the potential to completely revolutionize the current market of timber, its geography and its logging standards. First, the prices of wood energy are constantly increasing, and some economists expect the world price of fuelwood and industrial roundwood to converge in 2030. Then the wood energy market is not very demanding on the quality of wood; all wood is good to burn: sawmill residues, forest wastes, declassified logs, and secondary species. Then the woodfuel market is not very demanding on production standards, although voluntary standards are emerging. And finally pellet is a product that allows to concentrate the energy and reduce transportation costs. It thus allows to make profitable remote production sites. This presentation aims to give a brief overview over the trade in woodfuel at global scale and to highlight threats and opportunities for Central African forest sector that the increasing European demand may cause. La plupart des pays du continent sont confrontés à un défi majeur : concilier leur développement économique, souvent synonyme de déforestation, avec le maintien d'un couvert arboré synonyme de ressources et de services essentiels aux populations rurales et urbaines.

In Sahelian countries, woodfuels, fuelwood and charcoal, are the major energy sources for millions of rural and urban dwellers. The growing demand of big cities increases the pressure on the natural resources, and would certainly causes, in the long-term, a marked decline in the regeneration of forest resources. In this context, the understanding of the spatial structure of urban catchment areas, is a major issue for defining new management rules of forest resources. The spatial modelisation of Bamako's catchment area, used as an heuristic process, shows that the main determinant of the localisation, and of the intensity, of woodfuels flows, is the type of organisation of selling places in rural areas. The presence of a rural weekly market is more important than the distance to Bamako. This attribute of the trades is often neglicted in most existing spatial models, which are mainly based on transportation costs. Considering its ability to predict wood flows and to measure development potentials, the spatial model can be used to plan fair and efficient actions to make Bamako's supply more sustainable. ; Au Sahel, le bois-énergie, sous une forme brute ou sous forme de charbon, est la première source énergétique des populations rurales et urbaines. Since the mid -1970s, Sahelian countries are involved in energy policies which aim to substitute traditional energies (wood and charcoal) to modern fuels derived from petroleum. In Bamako (Mali), as in Ouagadougou (Burkina Faso) or N'Djamena (Chad), in spite of political incentives by governments in favour of fossil fuels, urban dwellers progress very slowly on the "energy ladder". Woodfuels are still the most preferred energy sources. This paper analyses the reasons of this conversion failure in the Malian capital, focusing on the preferences of the Bamakois, the incentives from the Malian government, and finally the resistance of the woodfuel market. Experience with Household Energy Policies in Mali shows that economic realism and government incentives will not persuade people to accept new fuels or new stoves. It shows also that woodfuel supply chains are alive and can react very quickly to any attempt of changes, to remain in force, and to offer urban dwellers a good energy service in terms of access and prices. Finally the analysis of Bamako's case shows that the choice of an energy portfolio is more important than a single efficient, modern and cheap source. In spite of the equivalent cost for using gas and charcoal, the more well-off people in Bamako continue to prefer woody fuels. This consumption pattern gives the people of Bamako an energy independence, which allows them not to be subjected too severely neither to marked rises in petroleum prices, nor to supply interruption. The freedom of choice is an amplified demand in urban area where the diversity in the rhythms of life and the large range of buyable foods involve the diversity of cooking habits. The request of flexibility is certainly one the reason of the failure of most conversion programmes.

Le système d'innovation est un concept clé pour l'analyse des changements socio-techniques qui renvoie à une structure et à des fonctions qui contribuent à développer et à diffuser l'innovation. Cet article propose une approche originale d'analyse d'un système d'innovation au travers des processus de diffusion spatiale d'un produit agricole?: l'anacarde (noix de cajou). Les formes et les vitesses de propagation des vergers d'anacardiers sont analysées et mises au regard de la structure et des fonctions du système d'innovation. Les résultats montrent que la mesure du processus de diffusion spatiale permet de révéler les types de réseaux, la force des liens entre les acteurs et d'identifier les dysfonctionnements du système.

Depuis les années 1970, les pays sahéliens se sont engagés dans des politiques énergétiques visant à réduire la consommation en bois et en charbon au profit de dérivés pétroliers (gaz butane et kérosène). A Bamako (Mali), en dépit de politiques publiques incitatives en faveur des énergies fossiles, le bois?énergie reste depuis plus de 30 ans la principale source énergétique. Ce papier vise à identifier les mécanismes et facteurs de blocage d'un processus de conversion énergétique pourtant largement encouragé par les différents gouvernements. A cet effet, nous analysons le système sectoriel d'innovation mis en place selon une approche multi?niveaux. A chaque niveau nous nous intéressons aux acteurs et aux relations qu'ils ont avec les innovations du secteur en termes d'attraction ou de répulsion. Les résultats montrent que l'approche est pertinente pour expliquer la dynamique de l'échec de la conversion. Elle montre également la nécessité d'un consensus social général pour ce type de changements.

In West Africa, household energy transition has so far mainly been synonymous with the conversion from woodfuel to LPG. This paper analyses the failure of 30 years of household energy transition policies in Mali by combining two major frameworks: Multi-Level Perspective (MLP) and Social Practice Theory (SPT). Based on empirical field studies undertaken in Bamako since 1985 and on literature review, two historical narratives are presented, one focusing on the dynamics of the dominant woodfuel regime and the other on changes in cooking practices. The MLP analysis showed that all elements seemed aligned for destabilization of the dominant regime, yet the woodfuel regime has resisted and is maintained. The SPT analysis showed that the stability of cooking, eating and fuel purchasing practices did not converge towards and even opposed the transition to LPG. This paper shows that the MLP and SPT frameworks offer complementary perspectives for understanding transitions in developing countries. It concludes that the definition and implementation of energy policies need to integrate an analysis of daily practices and should consider that energy transition is not synonymous with the replacement of one fuel by another, but with new opportunities to diversify ways of cooking.

In Central Africa, oil palm is a major food-crop used in everyday cooking. All the countries of the region are importing palm oil, often from south-east Asia, to cover their domestic demand. Palm oil production is dominated by small scale agriculture, with a diversity going from the small backyard garden to the monospecific plantation of several hundred hectares. Most of the industrial plantations date from colonial periods. New industrial plantations have been expanding in the last decade, with successes and failures, with the help of southeast Asian and European multinationals and domestic investors. The States want to increase their national palm oil production and industrial investments. They hope for socioeconomic benefits and food security. Such plans for agricultural development also present threats such as deforestation, loss of biodiversity and land use conflicts, and caution and planning are needed to avoid negative social and environmental impacts. In order to provide decision-makers with accurate information and useful decision-making tools to plan the development of the palm oil sector at national and subregional scales, the WWF asked CIRAD to map lands potentially favourable to the production of sustainable (P&C RSPO) palm oil in 5 countries of the Congo basin: Cameroon, Gabon, Republic of Congo, Democratic Republic of Congo and Republic of Central Africa. We use a step by step method to 1/ measure and locate territories which are suitable for oil palm culture, 2/ prevent threats over biodiversity and land use by respecting the social and environmental constraints edited by the principles and criteria of the Roundtable on Sustainable Palm Oil (P&C RSPO), 3/ plan development strategies for palm oil production which are coherent with the national context and specificities (through an evaluation of the adequacy of various production models). The maps resulting from this study are useful decision-making tools that allow analysing trade-offs between opportunities of production and prevention of threats on biodiversity and land use issues. These maps can be useful in the design of national programs of agricultural development that avoid deforestation and preserve biodiversity corridors. Our results in Gabon are consistent with the maps of biodiversity and conservation importance produced by the National Agency of National Parks. En réponse aux études antérieures d'estimation de potentiels de production des biocarburants issus de la biomasse, cette communication propose une approche rénovée de la compréhension des mécanismes d'introduction d'innovations agricoles - au sens de l'insertion de nouvelles cultures dans un système institué. En posant l'hypothèse de l'existence de conditions spatiales et techniques favorables à leur introduction, l'approche par le territoire a été choisie, en distinguant trois dimensions : structurelle, dynamique et relative. Nous avons opté pour une démarche analogique, menée sur l'anacardier dans le Sud Ouest du Burkina Faso, en mobilisant aussi bien l'analyse de terrain, que l'analyse spatiale et de données. Les résultats ont permis de montrer, d'une part deux mécanismes distincts d'adoption territoriale de cette production et de proposer d'autre part, une modélisation des phénomènes d'adoption et de diffusion à l'échelle communale sur la base d'indicateurs territoriaux.

Au Mali, de nombreux projets agrocaburants ont été annoncés depuis 2005. À l'heure actuelle seuls 5 projets ont réellement démarré leur activité et tous sont basés sur la production de Jatropha en milieu paysan. Ils visent la production d'huile pour l'électrification rurale ou la production de biodiesel pour le secteur des transports. Basé sur une analyse multi-échelle, l'objectif de l'article est d'analyser les modalités d'émergence de ce système d'innovation agrocarburant. Une fois rappelé au niveau international les facteurs qui ont favorisé et orienté la percée des " agrocarburant ", l'article présente comment s'est matérialisée cette dynamique internationale à l'échelle du Mali. Il analyse ensuite au niveau national les fenêtres d'opportunités qui ont permis l'émergence de ce système d'innovation. Il caractérise la façon dont les secteurs agricoles, de l'énergie, de la recherche et de la finance ont influencé la structuration du système d'innovation au travers d'effets de verrouillage ou de dépendance de sentier sociale, institutionnelle et technique. Sur la base d'une première analyse de la dynamique en cours, l'article souligne enfin les enjeux de coordination auxquels font face les acteurs des différents projets - conduits pour l'heure en parallèle et non en interconnexion - pour maintenir une fenêtre d'opportunité propice au développement du système d'innovation dans son ensemble.
