Der Beitrag beleuchtet zunächst die Einstellungen von Menschen in den ostdeutschen Bundesländern zur Demokratie, zur Qualität derselben, zu materieller Zufriedenheit / Unzufriedenheit in Hinsicht auf die Vereinigung Deutschlands und ihrer Folgen und von erlebten Diskriminierungserfahrungen aufgrund ostdeutscher Herkunft. In der Folge wird herausgearbeitet, dass die Menschen in den ostdeutschen Bundesländernin Bezug auf den wendebedingten biographischen Bruch zwar ein gemeinsames Schicksalselement teilen, aber dass die Unterschiede in den Vor- und Nachwendeschicksalen und die damit einhergehende Fragmentierung viel zu beträchtlich sind, um von einer geschlossenen ostdeutschen Identität zu reden. Daher ist es auchkein Wunder, dass es kein kollektives Einverständnis über die Geschichte der DDR gibt weder unter Ostdeutschen selbst noch zwischen Ost- und Westdeutschen. Woran dann gearbeitet werden kann, das ist der Abbau von Vorurteilen und die bessere biographische Einordnung von Diskriminierungserfahrungen der jeweils anderen. Der Frage, wie das praktisch umgesetzt werden kann, widmet sich der Artikel zum Schluss der Ausführungen.

This contribution focuses on the career trajectories of the functional elites of the collapsed state socialist GDR after reunification. There is up to now no consensus, whether cadres of the middle and upper stratum of the service class could usually continue their careers after 1989/1990, or not. On the one hand, past research indicates career continuity. On the other hand, there is also evidence of a considerable extent of career interruptions or even disruptions in the early 1990s. In this respect, the contribution discusses the option of matching data from different sources by approaches of 'Statistical Matching' or 'Data Fusion' as has already been practiced by the author and his colleagues by fusing data of the Central Cadre Data Base with data of the German Socio-Economic Panel Study, a longitudinal sample, that has been introduced to the GDR already in 1990. Here an event history analysis, on the Basis of GSOEP-data, that qualify for the criteria of having a near-identical 'statistical twin', is applied.

After the Second World War the Soviet-occupied part of Germany was forced to follow the Marxist-Leninist paradigm. Thus, the acceptance of communist domination by the East German people was low and from the very beginning the SED regime was additionally confronted with a considerable lack of international recognition. Just after the founding of the GDR, the leading SED realized the very importance of international representation for their project of an alternative, 'peaceful' and 'progressive' Germany. Thus, significant steps were taken towards the construction of a fully functioning Foreign Ministry. This contribution analyses the near completely recorded population (N=204) of GDR ambassadors in the Central Cadre Database (CCDB), mirroring their individual job biographies. The aim of the study in this respect is to deepen the knowledge of career paths and determinants of the diplomatic body of the GDR by using techniques of sequence analysis (optimal matching). ; Nach dem zweiten Weltkrieg gelangte das östliche Deutschland in den Machtbereich der marxistisch-leninistischen Ideologie. More than twenty years after the fall of the Berlin Wall, East and West Germans share equal civil rights. However, among East Germans, certain aspects of the communist system are still remembered positively. Shortcomings and injustices of communist hegemony are thereby blocked out. In contrast, victims of communist repression cannot forget the suffering inflicted upon them. The contribution focuses on both the rehabilitation and compensation of victims and the acceptance of this process. In 2007 the Jena Center of Empirical Social and Cultural Research (JEZE) collected a survey of more than 300 interviews with applicants on rehabilitation and additionally conducted oral history interviews with affected people in Thuringia. The results of the analysis of these data show that younger and older generations of victims are especially disadvantaged in their social and health situation in comparison to the Thuringian population that was not victimized in the past. Despite of these drawbacks, victims try to integrate and to participate in public life. Yet, how does the public perceive the victims of the communist past today? In order to find out more about the acceptance of the process of rehabilitation and compensation within Thuringia's population results of the applicants' study will be confronted with an analysis of a telephone survey of 'ordinary' Thuringian citizens.

"Die Arbeitsmarktreformen, die Anfang 2005 in Kraft traten, fanden unter der Rhetorik des 'Förderns und Forderns' Eingang in das Sozialgesetzbuch. Sie werden von Vertretern aus Politik und Wirtschaft nach wie vor überwiegend positiv gewertet. Der Beitrag nimmt zwei konträre Positionen zum Ausgangspunkt: Die eine, die implizit auch den Arbeitsmarktreformen zugrunde liegt, geht davon aus, dass der Sozialleistungsbezug von der Arbeitssuche abhalte. Die Gegenposition lautet, dass die Erwerbsmotivation zunimmt, weil sich Personen in schwierigen Lebenslagen nicht länger mit niedrigen Löhnen bzw. Sozialtransfers abfinden. Beide Thesen werden anhand der Daten des Sozio-oekonomischen Panels (SOEP) überprüft. Der Vergleich verschiedener Geburtskohorten (Sequenzmusteranalyse) zeigt eine ausgeprägte Arbeitsmarktorientierung unter Sozialhilfeempfängern, und zwar sowohl vor als auch nach den Reformen. Er belegt aber auch die Arbeitsmarktprobleme jüngerer Personen, die aus einer Situation der Benachteiligung heraus starten. Die bisher unterentwickelte Förderkomponente ist daher unbedingt auszuweiten und qualitativ zu verbessern." (Autorenreferat)

Es wird immer wieder behauptet, dass sich Sozialleistungsempfänger wegen mangelnder Lohnanreize gegen die Aufnahme von Arbeit entscheiden und damit dauerhaft in Armut verbleiben (Armutsfallentheorem). Sozialpolitische Reformen setzen aufgrund dieser Befürchtungen zunehmend auf "Arbeit gegen Armut". Ronald Gebauer untersucht in einem ersten Schritt historisch-soziologisch die Auffassung, dass Arbeit der Schlüssel zur Lösung des Armutsproblems in modernen Gesellschaften ist. In einem weiteren Schritt werden die theoretischen Grundlagen des Armutsfallentheorems diskutiert. Wie verhält es sich aber nun mit dem Realitätsgehalt des Armutsfallentheorems? Die meisten empirischen Untersuchungen belegen, dass Sozialleistungsbezug überwiegend kurzfristiger Natur ist. Ausgehend von diesen Ergebnissen wird eine eigene Datenauswertung des Sozio-ökonomischen Panels (Sozialhilfe) vorgestellt

Die Frage, ob sich in der DDR-Gesellschaft funktionale Ausdifferenzierungsprozesse bereits vollzogen hatten, wird anhand der DDR-Eliten (Kader) in ausgewählten Beschäftigungssektoren untersucht. Untersuchungsfokus sind hierbei die sektorspezifischen Rekrutierungsweisen bzw. -muster, die im Datenmaterial anhand der beruflichen Mobilität (berufliche Aufstiege, Abstiege, Wechsel auf gleicher Hierarchiestufe) von Führungspersonal erkennbar sind. Dazu werden die Verfahren der Ereignisanalyse angewendet. In diesem Zusammenhang wirduntersucht, ob die berufliche Mobilität sich in relevanten Beschäftigungssektoren unterschied (deskriptive Verfahren) und darüber hinaus, von welchen Determinanten sie abhing (konfirmative Verfahren). Die Untersuchung kommt zu dem Ergebnis, dass sich Karrierelogiken in verschiedenen DDR-Beschäftigungssektoren offensichtlich nicht einseitig an gezeigter politischer Loyalität (z.B. SED-Parteizugehörigkeit) orientierten, sondern auch an fach- bzw. berufsbezogenen Qualifikationen. Das gilt nicht so sehr für sehr machtnahe Bereiche, wie z.B. den Beschäftigungssektor Zentrale Staatsorgane/Regierung, weniger machtnahe Bereiche (Binnenhandel) konnten sich aber offenbar stärker politischen Homogenisierungsbestrebungen entziehen und auch stärker auf fachbezogene Qualifikationen bei der Rekrutierung von Führungspersonal achten. Insgesamt lässt sich damit schlussfolgern, dass gewisse Autonomiespielräume gegeben waren, die zwar noch nicht per se für funktionale Differenzierung stehen, aber sie wenigstens begünstigten. ; The theoretical starting point of the essay is the widely held theoretical view, which explains the breakdown of the GDR by a severe deficit of functional differentiation. However, the contribution is not content with this explanation. Instead it is discussed whether processes of functional differentiation could possibly resume also under the SED rule. Subsequently, by applying the approaches of the Event History Analysis to the 'Central Cadre Database of the Council of Ministers' (ZKDS) data it is examined, whether the ways of recruiting GDR executives (measured by data about professional career mobility) were different between the employment sectors government and domestic trade. Different ways of recruitment are here assessed as being indicators for sector specific scopes concerning autonomy and therefore for social differentiation processes altogether. Indeed, the results of the data analysis point at that direction: Although joining the SED party was career-promoting, great importance was equally attached to (intersectorally different) skills. These and other results of the data analysis lead to the assessment, that a clear differentiation can be portrayed on the level of the GDR executives. Therefore, the reasons for the breakdown of the system (also) have to be searched for somewhere else.
