Der europäischen Bankenunion fehlt bisher die dritte Säule: ein gemeinsamer Sicherungsfonds für die Einlagen von SparerInnen bei Banken. Wie diese Studie zeigt, könnte dies im Zuge der wirtschaftlichen Auswirkungen der Corona-Pandemie Nachteile mit sich bringen. Ein Szenario, in dem es durch eine Insolvenzwelle bei Unternehmen zu Kredit- und Einlagenausfällen von insgesamt sechs Prozent über ein Jahr kommt, würde die nationale Einlagensicherung in Deutschland überfordern. Selbst wenn der Fiskus einspringt und alle Einlagen sichert, wäre eine Europäische Einlagensicherung (EDIS) im Vergleich die bessere Variante: Mit ihr würde der private Konsum um 20 Prozent weniger und die Kreditvergabe um rund zehn Prozent weniger stark sinken als im Falle einer staatlichen Rettung, die zudem die Staatsverschuldung deutlich erhöht. Eine stärkere Risikoteilung spricht somit auch aus deutscher Sicht für eine zügige EDIS-Einführung. Allerdings ist es wichtig, einen effizienten Einzahlungsmechanismus zu entwickeln, um die Belastung für die Banken möglichst gering zu halten. Zudem sollten Vorkehrungen getroffen werden, um einer erhöhten Risikobereitschaft der Banken infolge der EDIS-Einführung vorzubeugen.

As the present study shows, this could be a major disadvantage in dealing with the economic impact of the corona pandemic. A scenario in which a wave of corporate insolvencies leads to loan and deposit losses reaching six percent over a year would over- whelm Germany's national deposit insurance scheme. Even if the government were to step in and guarantee all deposits, a European deposit insurance scheme (EDIS) would be by far the better option. With EDIS in place, private consumption would fall by 20 percent less and lending by around ten percent less than if the government were to initiate a bailout, which would also significantly increase public debt. From a German perspective, a swift introduction of EDIS would greatly increase risk-sharing. However, it is important to develop an efficient EDIS funding mechanism in order to minimize the burden on banks. Precautions should also be taken to prevent banks from taking greater risks as a result of EDIS being implemented.

The European Central Bank is planning a gradual reduction of government bond purchases under the asset purchase program it initiated in 2015. The present study by the German Institute for Economic Research analyzes the potential macroeconomic implications of different exit strategies. The authors examined the potential effects of a reduction in net purchase volume, an early exit, and a faster exit from the program on output and inflation in the euro area. Model simulations showed that economic growth and inflation rates would decrease in all three scenarios. However, the effects of the scenario with reduced asset purchases are less severe than those of an exit from the program that is earlier or faster than expected. In particular, an early exit from the program should significantly affect inflation rates, an effect that the European Central Bank should factor into its decision-making process.
