Monitoring Swiss Participation in the Bretton Woods Institutions

Describes the role of the Swiss Coalition of Development Organizations (SCDO) in monitoring Switzerland's participation in the World Bank (WB) & International Monetary Fund (IMF). Despite concern that the institutions are often at odds with the Swiss development principles of solidarity, self-sufficiency in agriculture, & environmental & demographic balance, & some member opposition, the SCDO supported Swiss participation with some conditions. One condition that was met was the establishment of a special monitoring & advisory committee. Through its participation on this committee, the SCDO is able to comment on confidential WB & IMF documents, influence Swiss policy, & press for institutional reforms (eg, greater transparency & participation). Recommendations for future efforts include targeting transparency at the IMF & declaring the link between micro- & macroissues a priority. Adapted from the source document.

It is contended that North-South relations have been hindered by political, economic, & social changes in Europe & throughout the world. From the perspective of nongovernmental organizations (NGOs), reasons are suggested as to why development aid did not fulfill the aims expected of it. The South is responsible for its own development, & northern NGOs should not hesitate to criticize misuse of power & corruption in the South. On the other hand, the North is part of the problem, & must resolve its part. Therefore NGOs in industrialized countries should advocate, first of all, structural adjustment in the North, in order to become a responsible partner in the world community. Structural Adjustment in Developing Countries: A Swiss NGO-Perspective

The perspective of Swiss nongovernmental organizations (NGOs) participating in development assistance is canvassed with a view toward the future integration of Swiss development efforts into larger world development policy (eg, by Swiss participation in the International Monetary Fund [IMF]), which is largely geared toward structural adjustment. Past criticisms of IMF & World Bank structural adjustment policy are considered; while these do not falsify the need for structural adjustment in response to the international debt crisis, they do suggest alternative emphases, including structural adjustment by the richer nations of the North.
