Involving local communities in ecosystem service research can improve the relevance, quality and, ultimately, the outcomes of natural resource management. Local engagement can also contribute to solutions to ecosystem management challenges by diversifying the range of options and contextualizing their applicability. The benefits to local communities of ecosystem service-based policies relative to other interventions, such as oil palm development, are, therefore, best understood from the perspectives of the local communities themselves. We used observations, focus group discussions, and interviews in four villages along the Belayan River, East Kalimantan, Indonesia, to explore how local communities in different oil palm development contexts perceive Ecosystem Services (ES). The main livelihood activity differed across these villages, which were either fishing, oil palm smallholder communities, or forest-dependent communities. Perceptions about ES varied across villages, though three services were perceived to be crucial in all four villages, namely fish provision, water quality, and land availability. These services can be a common concern entry point for discussions on landscape management. Despite common recognition of the negative impacts of oil palm development on these crucial services, all communities are nevertheless choosing to expand oil palm. Communities identified a wide array of direct and indirect drivers underlying this trend, including social influence, financial capital, ecological factors, and subsidies from local government. Early engagement of local policymakers, oil palm companies, and local communities is essential to the maintenance of crucial and widely recognized ecosystem services in oil palm landscapes. ; ISSN:2624-893X
Several countries worldwide have committed to forest and landscape restoration (FLR) through ambitious pledges in numbers of hectares to be restored. As the implementation of these commitments happens within countries, different actors from global to local scales must negotiate the "what, where and how" of specific forest restoration projects. We interviewed actors at national, state and local scales to gather their narratives regarding barriers and strategies for upscaling forest restoration and compared the narratives among them and with those that prevail in the global literature on FLR. We based the local scale in four Atlantic Forest landscapes. We classified the narratives gathered according to three discourses commonly used in environmental policy arenas: (1) ecological modernization, advocating market solutions; (2) green governmentality, with its emphasis on technocratic solutions; and (3) civic environmentalism promoting governance. Brazilian legislation with its mandate of forest restoration in private lands appeared as the main restoration driver in the interviews. However, when political will for enforcement weakens, other strategies are needed. An ecological modernization narrative, around increasing funding, incentives, market and investments, prevailed in the narratives on barriers and strategies for all actors from the global to the local scales. Similarities nevertheless diminished from the global to the local scale. The narratives of national actors resembled those found in the global literature, which emphasize strategies based on increased capacity building, within a green governmentality narrative, and governance arrangements, a civic environmentalist narrative. These narratives appeared less at state scales, and were almost absent at local scales where forest restoration was perceived mostly as a costly legal mandate. The expansion of oil palm plantation has caused adverse impacts on the ecosystem. It has been associated with deforestation, biodiversity loss, disturbances to environmental services and livelihood change. The government of Indonesia has made an effort to control the negative effects by issuing relevant policies. One of the policies is Indonesian Sustainable Palm Oil (ISPO)'s sustainability standards to which large-scale plantations and smallholders are obliged to adhere. This study assesses the readiness of two types of smallholders, namely, the nucleus–plasma scheme and independent smallholders to adopt ISPO standards. Using a case study research approach in two oil palm plantation villages in East Kalimantan, the study found out a number of ISPO implementation challenges, grouped into structural and socio-cultural challenges, which make smallholders less ready to adhere to this mandatory policy. Coping with these challenges, this study proposed that land and business legality programs be expedited to strengthen property rights, and that training and education programs be intensified to enhance awareness, knowledge and capacity of smallholders to enable them to comply with sustainability standards. ; ISSN:2071-1050
Deforestation and biodiversity loss in agroecosystems are the result of rational choices, not of a lack of awareness. Despite both scientific evidence and traditional knowledge that supports the value of diverse production systems for ecosystem services and resilience, a trend of in-tensification is apparent across tropical regions. These transitions happen in spite of policies that prohibit such transformations.We present a participatory modelling study run (1) to understand the drivers of landscape transition and (2) to explore the livelihood and environmental impacts of tenure changes in the coffee agroforestry systems of Kodagu (India). The components of the system, actors and resources, and their interactions were defined with stakeholders, following the companion modelling (ComMod) approach. The underlying processes driving the system were validated through expert knowledge and scientific literature. The conceptual model was transformed into a Role Playing Game and validated by 8 workshops with 57 participants. Two scenarios were explored, a No Policy Change as baseline, and a Restitution of Rights where rights to cut the native trees are handed over to farmers. Our results suggest the landscape transition is likely to continue unabated unless there is a change to the current policy framework. However, the Restitution of tree Rights risks speeding up the process rather than reversing it, as slow variables such the differential growth rates between species kick in.
