This article explores the changing focus of collective bargaining within the context of the global drive for competition. The first section describes how the main items on the agenda for collective bargaining have shifted from income distribution to means of promoting and protecting employment and competitiveness, and explains how mass unemployment and precarious employment have pushed employment security to the top of the collective bargaining agenda. Technological change, the increasing globalisation of the economy, the formation of regional economic groupings, and the intensification of competition between firms in the product market have all contributed to the pressure on collective bargaining institutions to improve competitiveness. The second section examines innovative approaches to dealing with the issues of employment protection, creation and competitiveness by highlighting the collective bargaining experiences of a number of countries outside of the European Union.

ResumenEntre todos los temas que se tratan en el mundo del trabajo, quizás ninguno refleje los principios del tripartidismo y el diálogo social mejor que el de la seguridad social. Por eso es natural preguntarse hasta qué punto han sido eficaces estos instrumentos fundamentales de la buena gobernanza y si se han estado utilizando para afrontar los importantes retos que actualmente están enfrentando los sistemas sociales en muchos países. El proceso de reforma de la seguridad social, especialmente el de la prestación de pensiones, ha ocupado un lugar destacado en el temario de muchos países en los últimos decenios, reflejando la incidencia que han tenido factores como la globalización y el envejecimiento demográfico. Recientemente, han surgido nuevas tensiones como resultado de la crisis financiera y económica mundial. La Oficina Internacional del Trabajo (OIT) ha tratado de analizar y comprender estas cuestiones, mientras que el Departamento de Diálogo Social y el de Seguridad Social de la OIT han emprendido conjuntamente estudios tanto antes como después de la crisis económica. Las evidencias revelan resultados dispares. En una serie de países con sólidas tradiciones de diálogo social eficaz se ha reiterado su valía. Sin embargo, en otros países, sometidos con frecuencia a las presiones de graves tensiones económicas y demandas urgentes de las instituciones financieras internacionales (IFI) y otros organismos, los gobiernos han actuado, lamentablemente, de forma unilateral, algunas veces con bastante poca atención de las responsabilidades constitucionales. Los autores llegan a la conclusión de que existe tanto la necesidad como la posibilidad de renovar el enfoque a fin de asegurar un grado apropiado de voluntad y compromiso políticos en el proceso del diálogo social tripartito para tratar cuestiones políticas frecuentemente complejas y delicadas en el ámbito de la seguridad social.

RésuméDe tous les sujets intéressant le monde du travail, aucun ne reflète peut‐être mieux les principes du tripartisme et du dialogue social que la sécurité sociale. On est donc naturellement fondéà se demander si ces instruments essentiels de bonne gouvernance ont été, et sont toujours, employés efficacement pour surmonter les sérieux défis auxquels de nombreux régimes de sécurité sociale sont actuellement confrontés. La réforme de la sécurité sociale, notamment en ce qui concerne les prestations de retraite, a figuré en bonne place durant ces dernières décennies parmi les priorités de nombreux pays, reflétant ainsi l'impact de facteurs tels que la mondialisation et le vieillissement démographique. De nouveaux thèmes se sont récemment immiscés dans le débat, suite à la crise financière et économique mondiale. Le Bureau international du Travail (BIT) s'est efforcé d'analyser et de comprendre ces questions; tant avant qu'après la crise économique, les départements du Dialogue social et de la Sécurité sociale ont entrepris conjointement des études, dont les résultats sont mitigés. La valeur et la pertinence du dialogue social ont été confortées dans plusieurs pays où cette tradition est fortement ancrée et donne des résultats positifs. Malheureusement, confrontés à de graves tensions économiques et soumis aux fortes pressions des institutions financières internationales (IFI) et d'autres organismes, d'autres gouvernements ont agi unilatéralement, parfois sans prendre la mesure de leurs responsabilités constitutionnelles. Les auteurs concluent qu'il est à la fois nécessaire et possible de réexaminer cette problématique, et de réactiver l'engagement et la volonté politiques nécessaires à l'instauration d'un dialogue social tripartite, afin de résoudre les questions politiques, souvent complexes et lourdes de conséquences, qui se posent en matière de sécurité sociale.

AuszugUnter allen Themen aus der Arbeitswelt dürfte es kaum eines geben, das die Grundsätze von Dreigliedrigkeit und Sozialdialog besser verkörpert als die soziale Sicherheit. So stellt sich naturgemäß die Frage, wie effektiv diese zentralen Elemente einer soliden Governance bisher waren und es noch sind, um die wichtigen Fragen anzugehen, die sich den Systemen der sozialen Sicherheit in vielen Ländern zurzeit stellen. Die Reform der sozialen Sicherheit, insbesondere im Rentenbereich, stand in vielen Ländern in den letzten Jahrzehnten zuoberst auf der politischen Tagesordnung und widerspiegelt die Auswirkungen von Faktoren wie Globalisierung und demografischer Alterung. Aufgrund der weltweiten Finanz‐ und Wirtschaftskrise kam es seit kurzem zu neuerlichen Belastungen. Das Internationale Arbeitsamt (IAA) versuchte diese Fragen zu analysieren und zu verstehen, indem die IAA‐Abteilungen für Sozialdialog und soziale Sicherheit gemeinsam vor und nach der Wirtschaftskrise Studien durchführten. Die Ergebnisse sind unterschiedlich ausgefallen. In einer Reihe von Ländern, die eine lange Tradition eines effektiven Sozialdialogs kennen, bestätigte sich dessen Wert. In einigen Ländern indes handelten die Regierungen leider im Alleingang, häufig unter dem Druck schwerer wirtschaftlicher Belastungen und eindringlicher Forderungen der Internationalen Finanzinstitutionen (IFI) und bisweilen mit wenig Rücksicht auf ihre verfassungsmäßigen Verpflichtungen. Die Autoren schliessen daraus, dass eine erneute Fokussierung des politischen Willens und Engagements in angemessenem Umfang auf den trilateralen Sozialdialog nötig und möglich ist, um die oft komplexen und heiklen politischen Fragen im Bereich der sozialen Sicherheit anzugehen.

This edited volume provides an overview of the changes that have occurred in industrial relations systems in Southern Europe and Ireland as a result of the debt crisis and subsequent fiscal consolidation policies. The authors take stock of developments and consider policy implications.

Die Artikel der vorliegenden Ausgabe befassen sich mit Beschäftigungspakten in EU-Ländern, die auf nationaler, sektoraler und regionaler Ebene sowie auf Unternehmensebene abgeschlossen wurden. Es wird u.a. erörtert, ob diese Pakte die Grundlagen der traditionellen Gewerkschaftsarbeit gefährden. Dabei geht es um das Spannungsfeld zwischen Flexibilisierung und Beschäftigungssicherung, sowie zwischen Dezentralisierung von Verhandlungen und Zentralisierung. (IAB)
