Abstract
This paper examines the relationship between the structure and share of government expenditure into Gross Domestic Product (GDP) and the real GDP per capita. Our study uses a micro panel data for a sample made of ten countries from Central and East European, for the period 2002-2012. The empirical results of the linear regression show that the GDP/capita is positively correlated with public order and safety expenditures as well as with economic actions, while national defense and general public services are negatively correlated. The results obtained largely correspond with the ones reached by other researchers approaching the topic of the relationship between economic growth and composition of the government expenditures. The health and education expenses, though instrumental for the long-term development of any society, did not show any significant impact upon the evolution of the GDP/capita, probably as a result of the short-term available data.

The main objective of this paper is to assess the efficiency of the European Union's public sector from a quality of governance approach, employing a two-step methodology. In the first stage, EU states' efficiency scores are determined using Data Envelopment Analysis. Once quantifying public efficiency, the second step of the methodology examines the determinants of efficiency using a quantile regression estimation technique, with an emphasis on demographic features, corruption, economic freedom, and governmental digitalization. The novelty is provided by the assessment of the public sector's efficiency and efficacy from a broader approach in order to determine the efficiency scores of European Union countries, as well as the key factors that may impact the public sector's performance. The main findings, namely that governance quality can be considered an important resource in analysing public performance and that human resources, freedom, democracy, corruption, and digitalization have an impact on efficiency, are important considerations not only for policymakers but also for society, researchers, and the academic community. Reform measures should strive to improve both the technical and democratic components of public institutions in order to more effectively and transparently allocate public resources, while taking into consideration local and national peculiarities.

The purpose of this research paper is to investigate and identify the factors which can support the development of one characteristic of smart cities, namely, the smart environment. More specifically, the main goal is to measure the extent to which air pollution may be reduced, taking as determinants several circular economy, fiscal, and environmental factors. The Ordinary Least Squares, the Fixed Effects, and Random Effects regression models using balanced panel data were employed, over the 2011–2019 period, for 28 European states. After rigorously studying the literature, 11 indicators with a predictable impact on the exposure to air pollution were kept. According to current analysis, the most effective methods of reducing air pollution are the use of renewable energy, the investments in educating the population to reduce pollution, the proper implementation of the circular economy, and the adoption of the most suitable policies by the European Union governments. Particular attention needs to be paid to factors such as carbon dioxide-generating activities, which are significantly increasing the air pollution. Another strong value is that of providing information on the assessment of ambient air quality, and on the promotion of appropriate policies to achieve two major objectives: well-being, and sustainable cities.
