AbstractPlanning of large‐scale community and civic revitalization projects is challenged by the dialectic that exists between the need for effective, centralized coordination and the affirmative value of neighborhood empowerment and control. For the Atlanta Project, striking this balance is both an ongoing challenge and a source of strength.

LITERATURE IN THE FIELD OF JUDICIAL BEHAVIOR HAS BEEN INCREASINGLY CONCERNED WITH PUBLIC ATTITUDES TOWARD THE US SUPREME COURT. THE LOW VISIBILITY OF THE COURT HAS MADE IT EXTREMELY DIFFICULT TO ASSESS GENERAL SUPPORT FOR IT EMPIRICALLY. HOWEVER, CERTAIN SEGMENTS OF THE GENERAL PUBLIC, THE MOST OBVIOUS BEING LAWYERS, ARE CHARACTERIZED BY SPECIAL KNOWLEDGE OF THE COURT'S DECISION-MAKING. THE ATTITUDINAL LINKAGES BETWEEN THE BENCH & THE BAR ARE EXAMINED BY SAMPLING LAWYERS' ATTITUDES TOWARD THE COURT & COMPARING THEM TO THOSE OF LAW STUDENTS & THE GENERAL PUBLIC. THIS COMPARISON PROVIDES A MUCH-NEEDED BENCHMARK AGAINST WHICH ATTITUDES TOWARD THE SUPREME COURT MAY BE REALISTICALLY MEASURED. THE R'S FOR ALL 3 SAMPLES ARE DRAWN FROM THE LEXINGTON, KY, AREA; ALTHOUGH LIMITED IN GEOGRAPHIC SCOPE, THIS AREA SOURCE PROVIDES A CONTROL FOR REGIONAL VARIATION WHICH MIGHT INTERFERE WITH SAMPLE COMPARISONS. A MAIL QUESTIONNAIRE WAS SENT TO ALL AREA BAR MEMBERS (393) & TO 418 STUDENTS ENROLLED IN THE U OF KENTUCKY LAW SCHOOL. DATA FOR THE GENERAL PUBLIC WERE OBTAINED BY PERSONAL INTERVIEWS WITH 169 RANDOMLY SELECTED R'S. TO MEASURE THE GENERAL SUPPORT LEVEL OF THE SUPREME COURT ALL R'S WERE ASKED TO RATE ITS RECENT PERFORMANCE. FINDINGS INDICATE THAT SUPPORT FOR THE COURT WAS NOT UNIFORMLY DISTRIBUTED WITHIN THE LAWYER SAMPLE. NEOPHYTE LAWYERS WERE MORE SUPPORTIVE OF THE COURT THAN VETERAN LAWYERS; THE LATTER CLOSELY RESEMBLED THE GENERAL PUBLIC IN SUPPORT. IN EFFECT, VETERAN LAWYER ATTITUDES MAY BE DESCRIBED AS A MICROCOSM OF THE ATTITUDES OF THE GENERAL PUBLIC. THIS CONCLUSION, OF COURSE, MAY CHANGE AS THE PRESENT NEOPHYTES & LAW STUDENTS ENTER THE RANKS OF THE VETERAN LAWYERS; HOWEVER, IT IS ALSO POSSIBLE THAT ADDITIONAL EXPERIENCE & SOCIALIZATION MAY MODIFY THEIR SUPPORT FOR THE COURT. 2 TABLES. Academic journals play a key role in the dissemination of scholarly knowledge in the social sciences. Hence, publication in journals is critical evidence of scholarly performance for both individuals and the departments that they populate. While in the best of worlds each scholar's performance would be evaluated based on a close reading of his/her published journal articles, in the actual practices of hiring, tenure and promotion review, and departmental evaluations this ideal is often honored only in the breach. Instead, evaluators commonly base their judgments of the importance and quality of published articles, at least in part, on the journals in which they appear. The higher the status accorded a journal, the greater the weight attached to publications appearing in it.
