In the European Union (EU), as a global economic community, there are countries with very different levels of economic development. Therefore, it takes place unevenly – some countries develop intensively, but with significant changes in it, others – stably, without significant changes, but not intensively, etc. In such a situation, it is important to determine adequately the current state of economic development. It is an integral quantity that combines both development changes and intensity. These two components of development form two of its partial indicators. Combined into one size, they comprehensively reflect the current situation of the country's economic development. Development refers to a process, so it must be assessed not on the basis of the state at the end of the period under consideration, but on the whole of this period. The presentation of development in the sense of recent years does not reflect the overall development process, based on the economic development of countries 2018–2022. Their ranks are determined by the results of the comprehensive assessment. Since they do not adequately reflect the current situation, the countries were combined into homogeneous groups, where countries with close values of the economic development indicator were located. This allows to highlight the economic development trends of EU countries.

Performance criteria of non-energy materials hold an important place in the system of indicators of the green growth strategy. Management of generated municipal waste and its effectiveness depend to a large extent on the ratio of the amount of incinerated, recycled or composted waste to the amount taken to landfills. This ratio is tied to the level of economic development of the country. The conducted research revealed several regularities in the management of generated municipal waste. As the country's economic conditions improve the amount of generated municipal waste increases while the share sent to landfills decreases, and vice versa ‒ less economically developed European Union countries are characterized by a lower amount of generated waste, but a larger amount of it sent to landfills. Multi-criteria methods were used in order to compare countries according to the efficiency of their municipal waste management system in an environmental context. Such assessment entails combining the components into one summarizing measure and taking into account the impact of these components on the environment at the same time. The ranking of the countries revealed that higher efficiency is found in the more economically developed countries of the European Union even though the amount of municipal waste generated in them is higher too. It also became apparent that as it grew, the efficiency gradually decreased.

Straipsnyje nagrinėjama visuomeninė erdvė, veikiama įvairių socialinių kūnų, kaip individo egzistencinio tapsmo aplinka. Logos interpretuojamas kaip tam tikrų socialinių nuostatų visuma, techne – kaip egzistencinės kūrybos menas. Plėtojamos tezės: socialinių grupių kūniškumas suponuoja polifoninę individo egzistencinio tapsmo aplinką; egzistuojantis nuo gimimo iki mirties kūniškas (veikiantis ir kenčiantis) individas yra socialinės grupės konstitucinis analogas ir dalyvis. Teigiama, kad individas, įgyvendinantis savo egzistencinį projektą, yra įvairių bendrijų sankirtos mazgas ir visuomenės jungiamoji grandis. Kadangi nesą vieno visuomenės logos, persmelkiančio visas socialines aplinkas, egzistuojantis individas tampąs tiek jų sąryšio mazgu, tiek socialinio horizonto plėtros veiksniu. Pasak autorių, visuomenė sudaro rišlų organizmą ne turėdama bendrą logos aplinką, bet susidėdama iš joje tampančių individų, kurie savo egzistenciniu projektu susieja skirtingus logos. Teigiama, kad egzistencinė kūryba reikalauja egzistencinio pasirinkimo įgūdžių daugiamatėje socialinių kūnų sąveikų kintančioje logos aplinkoje. Nagrinėjamas filosofijos vaidmuo mokslo visuomenėje apskritai ir technikos universitete konkrečiai. Anot autorių, filosofinis diskursas - išskirtinis kitų teorinių diskursų atžvilgiu, nes jis laiduoja perėjimą iš vienos egzistencinės-prasminės provincijos į kitą. Filosofinis diskursas, pažadindamas minties kovą, išjudinąs kitų teorinių diskursų plėtrą, t. y. padedąs jiems įveikti savo uždarumą.

The aim of the paper is to present a statistical view to Lithuanian development tendencies and to highlight specific features of country's economic structure. After becoming independent it was necessary to restructure the complete economic system of the country and reorient it to the market relations both in Lithuania and Kyrgyz Republic. At this stage such phenomena as setbacks in industry, economic crisis and absence of investments and stiffening of money-and-credit relations are inherent to the economy. Under the circumstances, enterprises in default (bankrupt) are inevitable. Due to it it becomes necessary to establish and develop bankruptcy institutions. In its turn bankruptcy institutions provide not only for writing of legislative acts but also for involving of relevant government authorities working with bankrupt enterprises. As for the matter of controlling bankrupt enterprises, Lithuania succeeded more than Kyrgyz Republic, what is proved by the statistic data. Therefore Kyrgyz-stan may adopt the experience of Lithuania and improve operation of bankruptcy institutions.

This article critically examines the concepts of public policy in respect of foreign direct investment. The analysis of the concepts of public policy identifies two main theoretical approaches to the promotion offoreign direct investment, namely – the liberal, and the regulatory one. A regulatory policy is a matter of fierce dispute, which in some cases creates a negative perception of a country. Thus, the intensity of investment of a host country is declined. This article also introduces some specific attitudes towards the intervention of a state. A liberal government policy on foreign direct investment is widely applied all over the world. However, nowadays more and more countries tend to switch from the liberal government policy to the regulatory one. Therefore, this article discusses the main causes of this phenomenon. This article examines the government incentives towards foreign direct investments (further – FDI) of Central and Eastern Europe countries by evaluating the external influencing factors of foreign investment. It is argued that the major incentive affecting FDI inflows involves more fiscal than financial incentives. Tax deduction is considered to be the most significant influencing factor on attracting FDI. Hence, the empirical analysis is based on exogenous variables. The empirical model was used to determine causal relationship between macroeconomic variables and FDI intensity in Central and Eastern European countries. The article introduces some policy recommendation for the increase of FDI intensity in Central and Eastern Europe. Santrauka Straipsnyje nagrinėjama, kaip užsienio investicijų priemonės taikomos Centrinės ir Rytų Europos šalyse. Vertinami išoriniai užsienio investicijas lemiantys veiksniai, teigiama, kad TUI įplaukas skatina daugiau mokesčių nei finansinės paskatos. Tačiau laikomasi nuomonės, kad mokesčių lengvatos – vie-na pagrindinių priežasčių, lemiančių TUI įplaukas. Empirinis modelis pagrįstas mažiausiųjų kvadratų metodu, kuriuo nustatomas priežastinis sąryšis tarp makroekonominių rodiklių ir TUI intensyvumo. The trend of growing business concentration has become common for the process of developing of Lithuanian economy nowadays; besides, high concentration in certain industries could be related to the former state monopoly privatization. A market or an industry, dominated by several producers or sellers, is considered to be oligopoly. The economists of the neo-classical school, accompanied by the scholars of modern microeconomics and industrial organization, associate oligopoly with a threat of cartels or other agreements on coordination of behaviour, improper use of the dominating position, consumer ineffective equilibrium even in case of fair competition. The article presents the complex research on business concentration in the main sectors of Lithuanian industry, trade and services in an attempt to identify oligopolistic industries and evaluate their weight in the economy of the state. The evaluation of concentration is quantitative: the calculations are made by applying the concentration and the Herfindahl-Hirschman ratios – the ones that are most commonly used in similar researches. The 4-digit (detailed) classification of economic activities, approved by the Department of Statistics to the Government of the Republic of Lithuania, is used to distinguish between industries. Published economic activity level statistics for the calendar year 2006 together with the data on the sales of the largest enterprises in potentially concentrated industries are involved in the research. Rinkoje arba ūkio šakoje dominuojant keliems gamintojams (pardavėjams), ji laikytina oligopoline. oligopolija neoklasikinių ekonomistų, taip pat šiuolaikinių mikroekonomikos ir industrinės organizacijos mokslininkų siejama su kartelinių susitarimų ar kitokio veiksmų derinimo grėsme, piktnaudžiavimu dominuojančia padėtimi, vartotojų atžvilgiu neefektyvia pusiausvyra net ir vykstant sąžiningai konkurencijai. Straipsnyje atliekamas verslo koncentracijos pagrindiniuose Lietuvos pramonės, prekybos ir paslaugų sektoriuose kompleksinis tyrimas išskiriant oligopolines ūkio šakas ir nustatant jų dalį šalies ekonomikoje. Koncentracijos lygis nustatomas kiekybiškai, pasitelkus tokio pobūdžio tyrimams plačiausiai naudojamus koncentracijos ir Herfindahl-Hirschman indeksus, juos pritaikant Statistikos departamento prie Lietuvos Respublikos Vyriausybės ekonominės veiklos rūšių klasifikatoriaus 4-ių ženklų lygioms (detaliosioms) ekonominės veiklos rūšims. Under the conditions of the country's economy restructurization, the differences between economic and social development of various regions are becoming more prominent. To smooth these differences, a number of scientific and practical problems associated with the concepts of a region, regional policy and its aims, determination of the boundaries of a region and evaluation of its development, etc., should be thoroughly investigated. To solve such complicated problems, multicriteria evaluation methods have been recently used, which could take into consideration the major aspects of economic and social development of the regions, including the environmental problems, as well as multidimensional character of the criteria, different directions of their changing and significances. Quantitative evaluation of social and economic region's development allows us to determine the changes, taking place in this development. This, in turn, shows the effectiveness of the EU structural funds, national programmes and other facilities used in conducting the regional policy. Juos mažinant susiduriama su daugeliu mokslui ir praktikai aktualių,spręstinų klausimų, tokių kaip regiono, regioninės politikos samprata ir tikslai, jų ribų nustatymas, plėtrossupratimas, įvertinimas ir t. t. Tokiems uždaviniams spręsti pastaraisiais metais sėkmingai taikomidaugiakriterinio vertinimo būdai. Jie leidžia įvertinti visus svarbiausius regionų ekonominės ir socialinėsplėtros (RESP) aspektus, taip pat ir aplinkosauginius, įvertinti rodiklių daugiadimensiškumą, nevienodąkitimo kryptį bei reikšmingumą. Galimybė kiekybiškai įvertinti RESP leidžia nustatyti šios plėtros kaitą.Būtent ji parodo, koks yra Europos struktūrinių fondų, nacionalinių programų, kitų priemonių, skirtųregioninei politikai įgyvendinti, efektyvumas.
