In: Ukraine war and sustainability policy
The following text elaborates on the necessities of a future sustainability and climate protection policy which goes beyond solution-finding due to the current crisis in Ukraine. In a first step, the interrelationships of the Ukraine crisis and global and national sustainability policies are analysed. Policy recommendations are developed on basis of the analysis in a second step. These recommendations call for ambitious sustainability policy as key for increased security, stability and resilience of all societies. In this context, in particular the responsibility of the industrialised states and especially of Germany and the EU are addressed.

In: Ukraine-Krise und Nachhaltigkeitspolitik
Der nachfolgende Text will über die Lösung der konkreten Ukraine-Krise hinausdenken und die Notwendigkeiten einer künftigen Nachhaltigkeits- und Klimaschutzpolitik thematisieren. Zunächst wird eine Bestandsaufnahme in Bezug auf den Zusammenhang der Ukraine-Krise und der globalen und nationalen Nachhaltigkeitspolitiken unternommen. In einem zweiten Schritt werden basierend auf dieser Analyse einige Politikempfehlungen unterbreitet, die eine ambitionierte Nachhaltigkeitspolitik als Schlüssel für mehr Sicherheit, Stabilität und Resilienz aller Gesellschaften fordert. Hierbei wird besonders auf die Verantwortung der industrialisierten Staaten und insbesondere von Deutschland und der EU eingegangen.

The position paper reflects, which guiding principles for future environmental and sustainability policy might be necessary in addition to the existing ones in order to achieve firstly effective crisis management of current and possibly future pandemics and secondly the kick-off into socio-ecological transformations needed to reduce long-term environmental risks. The proposals are based on a careful analysis of the experience with the Covid-19 pandemic. For example, the nexus of environment and health should be given more attention. Furthermore, it is proposed to put resilience of economic and social systems centre stage, and include principles of structural justice, solidarity, adaptive management, the strengthening of state institutions capable of action and a new digital culture as requirements.

The position paper discusses the consequences of the COVID-19 pandemic for the global economy and geopolitics, for the countries of the Global South and for international environmental and sustainability policy. On this basis, the paper proposes approaches for a substantive reorientation of international environmental and sustainability policy. For example, the nexus of environment and health should be given more attention and the resilience of economic and social systems should be established as a requirement. Measures are needed to deal with the current pandemic, to prevent further pandemics and to further develop international environmental and sustainability policy.

Das Positionspapier erläutert die Folgen der Corona-Pandemie für die Weltwirtschaft und die Geopolitik, für die Länder des globalen Südens sowie für die internationale Umwelt- und Nachhaltigkeitspolitik. Auf dieser Grundlage werden Ansätze zur inhaltlichen Neuausrichtung der internationalen Umwelt- und Nachhaltigkeitspolitik vorgeschlagen. So soll etwa der Nexus von Umwelt und Gesundheit mehr Beachtung finden und die Resilienz der wirtschaftlichen und gesellschaftlichen Systeme als eine Anforderung etabliert werden. Maßnahmen sind erforderlich zum Umgang mit der aktuellen Pandemie, zur Vermeidung weiterer Pandemien sowie zur Fortentwicklung der internationalen Umwelt- und Nachhaltigkeitspolitik.

Das Positionspapier diskutiert, welche Leitmotive für die zukünftige Umwelt- und Nachhaltigkeitspolitik ggf. ergänzend zu den Bestehenden erforderlich sind, um erstens ein effektives Krisenmanagement der aktuellen und ggf. zukünftigen Pandemien und zweitens eine baldige sozial-ökologische Transformation insbesondere hin zu mehr Klimaverträglichkeit erreichen zu können. Grundlage der Vorschläge ist eine sorgfältige Analyse der Erfahrungen mit der Covid-19-Pandemie. So soll etwa der Nexus von Umwelt und Gesundheit mehr Beachtung finden. Ferner wird vorgeschlagen, die Resilienz der wirtschaftlichen und gesellschaftlichen Systeme, strukturelle Gerechtigkeit, Solidarität, eine lernende Steuerung, die Stärkung handlungsfähiger staatlicher Institutionen sowie eine neue digitale Kultur als Anforderungen zu etablieren.

Der Forschungsbericht untersucht mit einer juristischen Analyse, ob und inwiefern das deutsche Recht geeignet ist, das nachhaltige Entwicklungsziel einer "land degradation-neutral world" (LDN) bis 2030 zu erreichen, und macht Verbesserungsvorschläge. Außerdem bereitet das Projekt die Ergebnisse so auf, dass sie als "lessons learned" im internationalen Austausch Anregungen und Impulse für andere Staaten geben können. Das Projekt arbeitet die konzeptionellen Elemente von LDN heraus und bewertet das deutsche Recht entsprechend. Die Untersuchung konzentriert sich dabei auf Erosion durch Landwirtschaft in Mecklenburg-Vorpommern, Versiegelung durch Siedlung und Kontamination durch Industrie.

This report contains a summary of the international deep sea mining expert workshop "A benefit sharing mechanism appropriate for the Common Heritage of Mankind". The overall objective was to stimulate debate on the Common Heritage of Mankind and its benefit sharing element by discussing first ideas how the benefit sharing required by Article 140 paragraph 2 UNCLOS could be appropriately conceptualized in order to meet with the spirit and the requirements of the Common Heritage of Mankind principle. The participants discussed the legal framework of the common heritage of mankind, in particular its benefit sharing provision and the option of a full economic assessment of deep seabed mining operations.
