This paper reports on exploratory research in New Hampshire, a state which has socio-economic characteristics—including strong long-term economic performance, high levels of educational achievement among women and low poverty—that would seem to foster gender earnings equity. Yet, New Hampshire has the fourth lowest gender earnings equity in the nation. The detailed exploration of this state's experience highlights that to reach a higher plateau of gender earnings equity will require significant changes in gender relations in marriages and families, the enhancement of support systems for women and their families, and changes in industry and occupational practices in the United States. The focused inquiry highlights how difficult it will be to improve gender earnings equity in the nation. The paper was written as part of a special issue for the American Behavioral Scientist on the economic status of women in the United States and is intended to inform both future inquiry and policy discussions.

AbstractThis follow‐up of an article in the May‐June 1988 issue of the REVIEW indicates that greater citizen participation in development efforts over the past two years—convened by CDCs—has enhanced economic opportunity and future growth potential in the "Mon" Valley region of Pennsylvania.

Charitable giving by households in the United States is significant. More than two thirds of households self-report giving. Private giving represents more than 2% of total gross domestic product (GDP) and is a significant factor in funding the nonprofit sector. This research note documents giving across U.S. states. It adds detailed data and analysis supporting and supplementing research that identifies personal income, capital gains, religious group affiliation, age, volunteerism, and educational attainment as the main factors affecting household giving.

It is difficult to justify increased state government support for higher education using arguments based only on how higher education contributes to economic growth. The authors find no strong relationship between state funding of higher education and employment concentration in high-technology industries. Instead, they find that investment in public higher education will tend to be lower than justified on economic efficiency grounds because of the incentives for states to free ride off of the investments of other states. A challenge is to build advocacy strategies that take into account some of the realities of the relationship between public expenditures in higher education and economic growth, including the fact that the relationship is strongly influenced by the movement of educated workers across state borders. Other justifications for public higher education will have to be used, including the reduction of transaction costs for businesses in the state and the expansion of knowledge exchange.
