The conceptual foundations of term resilience in modern political science are highlighted, in particular the meaning of the concept of «resilience» in modern international relations, the key conceptual approaches used in research to understand resilience, which characterizes the response of subjects to stress, threat of any kind and origin, but its generally accepted definition has not yet been formed. The application of this concept in the documents of the European Union, in particular in the «EU Global Strategy for Foreign and Security Policy» in 2016, is studied. Particular attention is paid to policies towards third countries, with a special focus on sustainability policies towards them. The stages of formation of the European Neighbourhood Policy are traced. The problems and prospects of the EU cooperation with the Mediterranean countries and the Eastern Partnership countries are highlighted, namely the format and mechanisms of its existence; existing and potential obstacles. The main achievements and challenges of the Eastern Partnership policy implementation at the present stage are studied. In recent years, cooperation in the Baltic Sea region has developed not only in the usual format of bilateral relations and within the framework of regional organizations and programs, but also within the framework of the first macroeconomic strategy of the European Union. The article examines international cooperation in the Baltic Sea Region within the framework of the European Union macro-regional strategy for the region. The analysis of the main directions, structures and mechanisms for implementing the strategy is carried out, which allows us to conclude on the experimental and innovative nature of the Strategy. In general, the new concept of macro-regional cooperation in the Baltic Sea region consists of integrated approach to the development of the region as a holistic association, rather than as an administrative unit within which different schemes of cooperation are implemented. Despite the undeniable successes in the implementation of the the EU strategy for the Baltic Sea region, certain problems and contradictions are becoming more and more obvious, the key issues of which, in essence, are the management of the implementation of the Strategy and relations with Russian Federation.Key words: EU strategy for the Baltic Sea region; Northern Dimension; region; macro-regional cooperation. ; Досліджено міжнародне співробітництво в регіоні Балтійського моря в рамках макрорегіональної стратегії Європейського Союзу щодо зазначеного регіону. W artykule przeanalizowane zostały przyczyny i rozwój unijnej Wspólnej Polityki Bezpieczeństwa i Obrony (WPBiO), jej zalety i wady ujawnione w procesie tworzenia i wdrażania. Szczegółowo przedstawiono transformację WPBiO zgodnie z Traktatem Lizbońskim oraz perspektywy jej działania w Europie. Szczególną uwagę zwrócono na kwestie poprawy efektywności funkcjonowania WPBiO w kontekście nowych zagrożeń dla bezpieczeństwa regionalnego i globalnego. Dodatkowo przeanalizowano miejsce i rolę państw bałtyckich w WPBiO. Do podstawowych zagrożeń i wyzwań bezpieczeństwa przed jakimi stoją zaliczane są przede wszystkim ewentualna agresja ze strony Rosji, która opiera się na idei ochrony ludności rosyjskojęzycznej w państwach bałtyckich oraz ustanowieniu "równowagi geopolitycznej poprzez ich powrót do rosyjskiej strefy wpływów". ; The paper explores the reasons behind and the development of the EU Common Security and Defence Policy (CSDP), and its advantages and disadvantages that have emerged in the process of its formation and implementation. Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensifi cation of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensified by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.

The article considers the issue of the modernization of the European system of security in the context of contemporary geopolitical challenges, especially the aggressive policy of the Russian Federation. The formation of the system of European security, taking into account the multi-dimensionality and the functionality of the system is analysed in the article, and the factors of threats and challenges that determine its modern functioning are indicated. The authors draw attention to the inefficiency of the European security system, its problems and possible avenues of reform. The main institutions of the European system of security are analysed: NATO (specifically the special contribution of this structure in ensuring peace and security on the European continent, paying particular attention to the experience and strength of this highly organized trans-Atlantic military-political organisation); The European Union and its Common Foreign and Security Policy (reasons for its emergence and development, those advantages and disadvantages which emerged at the time of its inception, the transformation of the CFSP under the Treaty of Lisbon and its prospects. Particular attention is devoted to the issue of its effectiveness in the context of the new threats to regional and global security); the OSCE (its main tasks and functions, achievements and problems). The authors propose possible ways of modernization of European security system, namely a review of relations with those countries which refuse to recognize the agreements governing the relations in the field of security; strengthening the NATO-EU relations; work out new strategic documents in the field of security and defence which correspond to modern security challenges in Europe; total reorganization of the OSCE; and the use of regional and sub-regional organizations for the purpose of strengthening the European security system. ; W artykule rozważa się problem modernizacji europejskiego systemu bezpieczeństwa w kontekście współczesnych wyzwań geopolitycznych, zwłaszcza agresywnej polityki Federacji Rosyjskiej. Przeprowadzono analizę kształtowania systemu europejskiego bezpieczeństwa, biorąc pod uwagę wielowymiarowość i zdolność systemu, wyznaczono czynniki zagrożenia i wyzwania, które decydują obecnie o jego funkcjonowaniu. Autorzy zwracają uwagę na nieefektywność europejskiego systemu bezpieczeństwa, jego problemy i możliwe sposoby jego reformowania. Przeanalizowane główne instytucje europejskiego systemu bezpieczeństwa: NATO (szczególny wkład tej struktury w gwarantowanie pokoju i bezpieczeństwa na kontynencie europejskimi, z uwzględnieniem doświadczeń i potencjału tej wysoce zorganizowanej wojskowo-politycznej struktury transatlantyckiego bezpieczeństwa), Unię Europejską i jej Wspólną Polityką Zagraniczną i Bezpieczeństwa (powody powstania i rozwój WPZB EU, jej zalety i wady, które ujawniły się podczas jej stanowienia i realizacji, transformowanie WPZB na mocy Traktatu z Lizbony i perspektywy jej rozwoju). Szczególną akcent położono na kwestie jej efektywności w kontekście nowych zagrożeń regionalnego i globalnego bezpieczeństwa. W artykule uwzględniono także OBWE (jej główne zadania i funkcje, osiągnięcia i problemy). Autorzy proponują możliwe kierunki modernizacji europejskiego systemu bezpieczeństwa, mianowicie reorientację stosunków z krajami, które odmawiają uznawania umów regulujących relacje w sferze bezpieczeństwa; wzmocnienie relacji NATO–UE; wypracowanie nowych strategicznych dokumentów dotyczących bezpieczeństwa i obrony, które odpowiadałyby współczesnym wyzwaniom bezpieczeństwa europejskiego; całkowita reorganizacja OBWE; wykorzystanie regionalnych i subregionalnych organizacji w celach wzmocnienia bezpieczeństwa europejskiego.
