The current socio-political upheavals, which are fraught with undermining the Belarusian statehood, may also torpedo the planned transition to the implementation of the strategy of advanced development of the Republic of Belarus based on increasing cooperation between Belarusian economic entities and Russian ones on the legal basis of the Union state of Russia and Belarus (USRB) and the Eurasian economic Union (EAEU). Summing up the socio-economic evolution of post-Soviet Belarus, which is impressive against the background of the corresponding results of other ex-Soviet republics, the author of the article connects these successes with the capacity of the Belarusian management system, which has already mastered a number of institutions of a new (integral) world economic structure, including strategic indicative macroeconomic planning. However, this in itself does not save from socio-political upheavals of various forms, strength and scale. The Republic of Belarus, like other members of the EAEU, needs to harmonize the interests of various social groups and consolidate society based on the state policy of increasing public welfare. Based on these principles, developed in numerous previous publications of the author, he makes recommendations for coping with the growing socio-political and socio-economic crises, as well as builds options for future economic development, depending primarily on the vector of the upcoming integration construction — Eurasian or European — that the Belarusian people will choose.

The hybrid struggle for world domination has entered a phase of critical aggravation. In an effort to maintain its dominance in the outgoing Imperial world economy, the United States has opened new fronts for the suppression of powers that they consider permanent periphery. In addition to instigating «small victorious» conflicts in Eurasia, rocking the commodity and currency and financial markets (with far-reaching consequences), the American ruling elite, judging by the whipping up of global panic, uses «last reserves» in the fight against doctrinally proclaimed opponents — China and Russia. And if the Chinese management model, which is the basic one in the new integrated world economic system, has once again shown its stability and effectiveness in repelling external threats, then Russia seems to be suffering another defeat on the financial and economic front. In any case, with the connivance of the Russian monetary authorities, the domestic market will again be overwhelmed by a speculative vortex, organized according to the already familiar technology.
Based on these considerations and relying on their own and their principled associates solid scientific and practical foundations, the author of the article reveals the deep causes of the growing chaos and justifies a set of anti-crisis measures, formulates recommendations for the transition to the implementation of the strategy of advanced development.

The draft «Main directions of the unified state monetary policy for 2020 and the period 2021–2022» submitted for consideration by the National financial Council (NSF) and already approved by it is characterized primarily by an extremely narrow interpretation by the Bank of Russia of its constitutional duties and areas of application of regulatory instruments. The author as a member of the NSF representative at the President of Russia has acted with special opinion on the draft, proposing to reject it as contrary formulated by the head of state goals and policy objectives until 2024 From similar documents of previous years, since 2012, the three-year «homework of the Central Bank to itself» inherits pseudoscientific arguments and artificial self-restrictions, which do not correspond neither to the world's dominant theoretical ideas about the mechanisms of economic growth, nor to the practice of money and credit management in sovereign and rapidly developing economies. The authors' reduction of the subject of analysis and regulation exclusively to the processes related to inflation (including the dynamics of inflation expectations of economic entities) condemns the Russian economy to permanent depression, blocks the possibility of even simple reproduction. In addition to ignoring the real correlation between the measure of monetization of the economy, economic growth and inflation, the project developers are initially guided by erroneous ideas about the equilibrium state of the Russian economy and the almost full use of available resources.
The article exhaustively characterizes the ongoing and planned policy of the actual suppression of economic growth, reveals the deciphering of the hidden logic of the «mega-regulator», and justifies the recommendations on the reassessment of the role and place of the Bank of Russia in the system of economic growth management based on the national goals and strategic objectives of the country's development.
