The article deals with the activity of municipal self-government administration during the COVID-19 pandemic. The aim of the article is to answer the question about the factors determining the reaction to the so-called first wave of the COVID-19 pandemic which was experienced by the municipal self-government administration of the two European cities: Warsaw ("hard" reaction) and Stockholm ("soft" reaction). Due to the hypothesis that the predictive and responsive potential of the municipal self-government administration of Warsaw and Stockholm differentiates their reaction to the so-called first wave of the COVID-19 pandemic, it was decided to use several research methods: comparative analysis, analysis of legal acts, analysis of statistical data and elements of system analysis. The conducted research proves that it is difficult to indicate the relationship between the predictive and responsive potential of the municipal self-government administration of Warsaw and Stockholm and its reaction to the so-called first wave of the COVID-19 pandemic. The sources of the difference in this reaction should therefore be sought in other factors.

The article deals with the 'presence' of urban policy on the forum of the European Parliament (EP) in 1994–2019. The research based on the use of the analysis of EPs and EuPPs documents proves that the political affiliation of the MEPs does not determine their activity focused on urban policy. It is therefore difficult to grasp the relationship between the MEPs activity and the fact of belonging to a particular EPPG, the 'size' (representation) of EPPGs, as well as the actions conducted by EuPPs. The research results lead to the search for other determinants of the activity of MEPs.

The aim of the article is to analyze the activities of municipal self-government administration aimed at counteracting the destructive effects of the COVID-19 pandemic during the co-called first wave of the COVID-19 pandemic (March 2020–June 2020). The article focuses on Polish cities with poviat rights. It presents the results of a nationwide survey in which the representatives of 47 city offices participated. It is supplemented with the analysis of the content of documents (laws, regulations and recommendations) and the elements of a comparative analysis. The conducted research procedure does not allow to confirm the hypothesis. There is no scheme of the response to the COVID-19 pandemic which consists of "bottom-up" activities of municipal self-government carried out in the areas of urban policy which are most affected by the COVID-19 pandemic. It turns out that most of the activities carried out are "top-down" activities that fit – as the respondents claimed – with the solutions adopted by the central government administration.

Abstract
The article discusses novel methodology. The main aim of the paper is to analyse the explanatory potential of the urban regime theory used in political science studies. The author verifies the hypothesis which states that the explanatory potential of the urban regime theory, understood as the ability to explain the dynamic transformations of the socio-political reality of modern cities, is derived from the possibility of using a set of research methods, and not only those that are of "customary" (traditional) interest to political scientists. This set includes eight different research methods, selected on the basis of a review of the positions and methodological approaches dominating in the extensive literature on the subject. The hypothesis verification determines the structure of the article, which consists of the considerations focused around: (1) theoretical issues (2) methodological assumptions of the presented analysis, and (3) variants of the examination of the urban regime. The analysis confirms the hypothesis and proves that the application potential of the urban regime theory results from the possibility of using at least several research methods, with particular emphasis on those that are just gaining popularity among political scientists.

Głównym celem artykułu jest analiza skali i zakresu wykorzystania instrumentów promocji w procesie zarządzania wizerunkiem Wałbrzycha. Dynamiczne przeobrażenia w funkcjonowaniu miasta po 1989 r. i, co z tym związane, zmiany jego postrzegania stanowią przyczynek do naukowej refl eksji nie tylko nad deklarowanym, ale również rzeczywistym udziałem instrumentów promocji w tym procesie. Zobrazowanie aktualnego wizerunku Wałbrzycha wymaga dalszych, pogłębionych badań i nie jest zamierzeniem autora.

Głównym celem artykułu jest ukazanie roli marketingu we współczesnej polityce miejskiej, zwłaszcza pod kątem działalności władz lokalnych, która służy osiągnięciu przewagi konkurencyjnej nad podobnymi jednostkami samorządu terytorialnego. Realizacji tego założenia sprzyja analiza zarówno deklarowanej (oficjalnej), jak i rzeczywistej aktywności marketingowej dużych miast Dolnego Śląska: Wrocławia, Wałbrzycha i Legnicy. Zestawienie oraz porównanie tych aktywności pokaże, czy działania marketingowe badanych miast są prowadzone ad hoc, czy też wynikają z założeń dokumentów (strategii) opracowanych i przyjętych przez władze lokalne.

Głównym celem artykułu jest analiza zależności pomiędzy marketingiem, traktowanym jako istotny obszar współczesnej polityki miejskiej, a pozycją systemową prezydentów szesnastu największych polskich miast wyodrębnionych na podstawie kryterium potencjału demograficznego. Wykorzystanie kilku różnych, choć komplementarnych metod (m.in. analizy systemowej, analizy porównawczej oraz analizy zawartości zebranych dokumentów i materiałów) znajduje odzwierciedlenie nie tylko w przeprowadzonym postępowaniu badawczym, lecz także w przyjętej strukturze artykułu. W pierwszej kolejności omówiono usytuowanie prezydenta w systemie władzy samorządowej. Dalsze rozważania koncentrują się na roli i znaczeniu marketingu (zarówno electoral marketing, jak i city marketing) w polityce miejskiej. Zestawienie, z jednej strony – oficjalnych dokumentów strategicznych badanych miast, a z drugiej – rezultatów ostatniej samorządowej elekcji z 2014 r., implikuje pomiar pozycji systemowej prezydentów przeprowadzony na podstawie pięcioczynnikowego modelu analitycznego. Ostatnia część artykułu prezentuje uchwycone zależności, pozwalając na sformułowanie finalnych wniosków. W sytuacji gdy prezydent zwycięża we wszystkich kolejnych wyborach z lat 2002–2014 (co jest rezultatem jego silnej pozycji systemowej), miasto nie dysponuje oficjalną (przyjętą w formie uchwały rady) strategią marketingową. Koincydencja dwóch, pozornie rozbieżnych obszarów aktywności marketingowej (marketingu wyborczego i marketingu miejskiego) przynosi wymierne rezultaty. Wieczny prezydent staje się nie tylko głównym aktorem procesu lokalnej komunikacji marketingowej (obliczonej na rozwój miasta i kreowanie jego wizerunku), lecz także niejako naturalnym kandydatem w kolejnych wyborach samorządowych (uczestnikiem rywalizacji o władzę w mieście).

Abstract
The main aim of the article is to present the relationship between urban policy and the marketing activity of the presidents of Wrocław, Wałbrzych, Legnica, and Jelenia Góra during the period of the 2014 local government election campaign. Analysis of the marketing activity of the presidents, conducted via chosen social media, enables presentation of the most important conditions and reasons for using urban policy in the competition for the support of citizens – potential voters. First, it will show that the marketing actions of a president during an election campaign are not the means of creating the image of a city but gaining the support of voters. Second, the analysis will prove that the election message constructed by presidents is based on the actions conducted in the various areas of urban policy.
