Elektromobilität bietet große Potenziale zur Reduktion der verkehrsbedingten Treibhausgasemissionen und Erhöhung der Versorgungssicherheit, bedeutet aber auch Veränderungen in der Automobilbranche. In der Vielzahl der Entwicklungen und Ereignisse gehen häufig der Blick auf die wesentlichen Ergebnisse und die Perspektive für zentrale Entwicklungen verloren. Die vorliegende Studie versucht in diesem Umfeld Orientierung zu bieten und die zentralen Punkte des Absatzmarktes, der politischen Rahmenbedingungen und zukünftiger Nutzer darstellen. Den Ausgangspunkt bilden der aktuelle deutsche PKW-Markt und die Entwicklungen der letzten Jahre. Die nahe Zukunft der Elektromobilität in Deutschland wird mittels der Ankündigung großer Hersteller, politischer Rahmenbedingungen und vorliegenden Ergebnisse zu den möglichen Erstkäufern charakterisiert. Anhand von Trends lassen sich langfristige Entwicklungen skizzieren. Es lässt sich feststellen, dass heute kaum Elektrofahrzeuge in Deutschland zu-gelassen sind, was teilweise daran liegt, dass kaum Fahrzeuge käuflich erwerbbar sind. Mittlerweile haben einige Fahrzeughersteller Elektromobile in Aussicht gestellt, jedoch möchte die Politik einen Kauf bislang nicht direkt subventionieren, um Preisdifferenzen auszugleichen und den Markt anzukurbeln. Stattdessen setzt die Politik auf indirekte und vornehmlich non-monetäre Instrumente. In Hinblick auf eine mögliche Leitanbieterschaft scheint Deutschland insbesondere im Bereich der Elektromotoren gut aufgestellt, bei Leistungselektronik und Fahrzeugen ist man auf Augenhöhe mit zahlreichen weiteren Konkurrenten, während im Batteriebereich vor allem asiatische und nordamerikanische Hersteller den deutschen voraus sind.

Plug-in Electric vehicles (PEV), both as battery electric vehicles (BEV) and plug-in hybrid vehicles (PHEV) have noteworthy potential to reduce global and local emissions. Governments around the world have implemented monetary and non-monetary policy measures to foster PEV market diffusion. However, empirical estimates of their effectiveness are scarce. Here, we analyse data on PEV sales from Europe and the US with the policy measures active in these countries, e.g., direct subsidies, tax rebates, and public charging infrastructure. The aim of the present paper is to contribute empirical evidence to the discussion of policy aided market evolution of electric vehicles. We find income, gasoline prices and both direct and indirect subsidies to positively influence PEV adoption.

With about 22%, the transport sector is one of the largest global emitters of the greenhouse gas CO₂. Long-distance road freight transport accounts for a large and rising share within this sector. For this reason, in February 2019, the European Union agreed to introduce CO₂ emission standards following Canada, China, Japan and the United States. One way to reduce CO₂ emissions from long-distance road freight transport is to use alternative powertrains in trucks — especially heavy-duty vehicles (HDV) because of their high mileage, weight and fuel consumption. Multiple alternative fuels and powertrains (AFPs) have been proposed as potential options to lower CO₂ emissions. However, the current research does not paint a clear picture of the path towards decarbonizing transport that uses AFPs in HDVs. The aim of this literature review is to understand the current state of research on the market diffusion of HDVs with alternative powertrains. We present a summary of market diffusion studies of AFPs in HDVs, including their methods, main findings and policy recommendations. We compare and synthesize the results of these studies to identify strengths and weaknesses in the field, and to propose further options to improve AFP HDV market diffusion modelling. All the studies expect AFPs on a small scale in their reference scenarios under current regulations. In climate protection scenarios, however, AFPs dominate the market, indicating their positive effect on CO₂ reduction. There is a high degree of uncertainty regarding the emergence of a superior AFP technology for HDVs. Die Verbreitung von Elektrofahrzeugen spielt eine wichtige Rolle zur Erreichung der Klimaziele im Verkehrssektor und kann auch zu einer größeren Unabhängigkeit der Energieversorgung beitragen. Die Erforschung ihrer Verbreitung ist daher weiterhin von großer Relevanz. Im Rahmen einer Studie für die Nationale Plattform Elektromobilität (NPE) wurden im Jahr 2013 Markthochlaufszenarien für Elektrofahrzeuge bis zum Jahr 2020. Fast zehn Jahre später wird ihm Rahmen dieses Working Papers die damalige Methodik und die Ergebnisse mit realen Entwicklungen abgeglichen. Zudem werden methodische Neuerungen erläutert und ein Ausblick auf Modellergebnisse für das Jahr 2030 gewagt, um die neue politisch gesetzte Zielerreichung von 15 Millionen reinen Elektrofahrzeugen und die Treibhausgas(THG)-Minderungsziele unter die Lupe zu nehmen. Es zeigt sich, dass viele Entwicklungen gut eingeschätzt wurden und man aufgrund der niedrigen Kraftstoffpreise lange keine nennenswerte Marktdurchdringung von Elektrofahrzeugen sehen konnte. Mit zahlreichen politischen Fördermaßnahmen und der EU-Regulierung über die Flottengrenzwerte lag Deutschland Ende 2020 jedoch im mittleren Bereich des 2013 aufgespannten Ergebnisraums. Auch für 2030 ist die Zielerreichung maßgeblich abhängig vom Niveau der Flottengrenzwerte und ambitionierten Zwischenschritten bei der THG-Emissionsminderung. Nur dann können 15 Millionen reine Elektrofahrzeuge 2030 erreicht werden.

Potential users of plug-in electric vehicles often ask for public charging facilities before buying vehicles. Furthermore, the speed of public charging is often expected to be similar to conventional refueling. For this reason, research on and political interest in public charging focus more and more on fast charging options with higher power rates, yet estimates for future needs are rare. This paper tries to fill this gap by analyzing current charging behavior from a large charging data set from Sweden and Norway and take the findings to calibrate a queuing model for future fast charging infrastructure needs. We find that the ratio of battery electric vehicles to public fast charging points can be similar to other alternative fuels in the future (close to one fast charging point per 1000 vehicles for high power rates of 150 kW). In addition, the surplus on the electricity prices for payoff is only 0.05–0.15 €/kWh per charging point. However, charging infrastructure needs highly depend on battery sizes and power rates that are both likely to increase in the future.

Therefore, the German government has defined various measures and targets to promote the diffusion of EVs. However, factors influencing the market diffusion of EVs as well as interdependencies between policy measures and vehicle diffusion are often unclear and hence, diffusion simulations are probably inaccurate. At the same time, a precise simulation of EV diffusion is a relevant parameter in travel demand models building the base for transportation planning. This paper addresses the gaps in current market diffusion models for EVs with a particular focus on environmental effects as additional influencing factors of the market diffusion. Results will be drawn for the German car market with a market diffusion simulation until 2050. The market diffusion model ALADIN is applied and energy prices are extended by a CO2 price to improve the consideration of environmental factors in the market diffusion modelling. The effectiveness of environmental policy measures is assessed in scenarios with three different CO2 prices and their impact on the diffusion of EVs. The results show that the market diffusion is highly dependent on the evolution of external factors. A CO2 price of at least 150 €/t of CO2 by 2030 can have a significant impact on the market diffusion of EVs and may as well lead to changes in the drive mix for both, electric and conventional drives within the German passenger car fleet. The German government's target of seven to ten million EVs registered by 2030 seems in general achievable, if currently adopted purchase bonuses and expected cost degression for EVs also take effect. Until 2050, we find large effects with CO2 prices up to 500 €/t, yet limited growth in market share above that threshold.

[Einleitung .] Das Arbeitspapier gliedert sich wie folgt. Im nächsten Kapitel wird ein Markthochlaufszenario für Elektrofahrzeuge, das mögliche Ladeverhalten von Nutzern der Elektrofahrzeuge sowie der Einfluss einer höheren Ladeleistung auf die Mobilität dargestellt. Aufbauend auf dem entwickelten Szenario werden in Kapitel 3 auf der Basis einer Energiesystemmodellierung für Deutschland die möglichen Aus-wirkungen der Elektromobilität auf die Erzeugungspreise von Strom berechnet. Dabei werden auch die Effekte des Lastmanagements von Elektrofahrzeugen auf die Stromerzeugung betrachtet. Dann wird in Kapitel 4 der Einfluss von Elektrofahrzeugen auf Stromverteilnetze und die Netzentgelte simuliert. Hierzu wird ein Untersuchungsfall definiert, der aus einem Photovoltaik- und Netzszenario besteht. Verschiedene Fälle mit unterschiedlicher Ladeleistung der Elektrofahr-zeuge sowie gesteuertem und ungesteuertem Laden werden dabei untersucht. Anschließend (Kapitel 5) werden die Auswirkungen auf den gesamten Strompreis für Haushaltskunden analysiert. Im letzten Kapitel erfolgt eine Zusammenfassung und anschließend werden Schlussfolgerungen für die Politik gezogen.
