Transnational Crime, Corruption, and Security
The collaboration of political establishments with the professional criminal underworld is an increasingly important threat to international security. Political criminal networks (PCNs) threaten the functioning of society at local, national, & transnational levels, especially in weak states, using violence & intimidation. Political elites cooperate with criminals resulting in corruption. The political, cultural, & economic structures motivating PCNs to form are discussed, citing examples from Sicily, Hong Kong, & Colombia. Economic & law enforcement approaches to curtail PCNs have been inadequate because of their complex motivations, the lack of focus on PCNs per se, & limited resources. Global security requires a strategic partnership between governmental & nongovernmental sectors in this area. M. Pflum
