Politics, Civil Servants and Administrative Legitimacy in Germany.
Civil servants, as guarantors of the public interest, are supposed to act as a counterweight to changing and unstable political powers. However, civil servants' autonomy with respect to political power permits collaboration at the federal level between civil servants and political actors. The extent of politicisation ranges from patronage to political professionalism and is on the increase due to the nature of decision-making procedures and to European integration.

Der Verfasser stellt in einem ersten Teil den administrativen Wandel in der Endphase der DDR und in den neuen Bundesländern im Zuge des Staatsvertrages vom 18. Mai 1990 und des Einigungsvertrages vom 31. August 1990 sowie die darauf folgende, mit einem umfangreichen west-östlichen Personal- und Ressourcentransfer verbundene Eingliederung der neuen Länder in die rechtliche, politische und wirtschaftliche Verfassung der Bundesrepublik dar. Vergleichend hierzu wird im folgenden die Entwicklung in den Staaten Mittel- und Osteuropas nachgezeichnet, wo ebenfalls Strukturen des demokratischen Zentralismus zu überwinden waren, wo sich jedoch ein neuer Verwaltungstypus herausbildete, der von westeuropäischen Modellen deutlich abweicht. Im Schlußteil werden Gemeinsamkeiten und Unterschiede der Verwaltungsentwicklung in den neuen Bundesländern einerseits und in Mittel- und Osteuropa andererseits herausgearbeitet, wobei sich die Analyse auf die Agenda, die Akteurskonstellationen und die Prozeßmerkmale des Institutionenwandels konzentriert.
