A GESTAO DO SETOR... A administração unificada das empresas de energia do Estado de São Paulo

O Governo do Estado de São Paulo detém o controle acionário de quatro empresas de energia. Destas, três são de energia elétrica: a CESP — Companhia Energética de São Paulo; a CPF L — Companhia Paulista de Força e Luz e a ELETROPAULO – Eletricidade de São Paulo S/A. — e uma de gás, a COMGÁS — Companhia de Gás de São Paulo. Esta última passou ao controle da CESP em novembro de 1984. Até então, era uma empresa do município de São Paulo. Além dessas três empresas de energia elétrica, atuam ainda em São Paulo dez outras, de pequeno porte, pertencentes à iniciativa privada. No entanto, cabem àquelas a responsabilidade pelo atendimento de 95% dos consumidores paulistas, que, por sua vez, consomem 97% da energia elétrica utilizada no Estado de São Paulo, conforme mostra a tabela. Ainda com a intenção de mostrar o tamanho e a importância das empresas de energia elétrica do Governo do Estado de São Paulo, gostaríamos de comparar a potência instalada e a produção da CESP (empresa geradora, supridora e fornecedora) com os valores do Brasil como um todo.

<p>Na década de 1980, foi criada pela Assembleia Geral das Nações Unidas a Comissão Mundial sobre o Meio Ambiente e Desenvolvimento (CMMAD), presidida por Gro Harlem Brundtland que, em 1987, lançou o relatório Nosso Futuro Comum (conhecido também como Relatório Brundtland), que definiu o desenvolvimento sustentável da seguinte forma:<br />"O desenvolvimento sustentável é aquele que atende às necessidades do presente sem comprometer a possibilidade de as gerações futuras atenderem a suas próprias necessidades."</p>
A Review of "The Politics of Sustainability: Philosophical Perspectives"
Concerns about sustainable development are not a recent phenomenon. Societal problem-solving efforts within this realm have focused on concrete problems such as the preservation of fisheries, forests and national reserves. 'The Politics of Sustainability' has been discussed extensively in literature, particularly after the publication of the Brundtland Commission's 'Our Common Future' report in 1987 [1] emphasizing inter-generational responsibilities involving economic, environmental and social aspects. Among other areas, the authors of the report highlighted the challenge of global climate change resulting from, amongst other things, unsustainable patterns of consumption. 'The Politics of Sustainability: Philosophical Perspectives', edited by Dieter Birnhacher and May Thorseth, brings a new angle into the discussion of the politics of sustainable development: ethical considerations.

This paper outlines Brazil's current efforts to develop a model for sustamable development. Present and future efforts within the energy, timber and agricultural sectors are combined with a new program of ecological-economical zoning. This policy framework seeks to balance the need for economic growth and enhancement of quality of life with environmental protection. Brazil's Plan for Conversion of the External Debt for Environmental Ends is also presented.
