"Sustainable development" promises to be a concept with which the acute challenges facing modern societies could be overcome, but which requires adequate institutions. Accordingly, in recent years, numerous governments have developed & implemented new institutions, although only a few of these are aligned parliamentarily, in spite of the fact that parliament & its central functions are affected. Examples from the seven EU member nations demonstrate that the administrations seek to pursue an effective sustainability policy through innovative institutional solutions. In particular, the new panels in Finland, GB, & Sweden are prepared to mobilize additional societal resources in the direction of sustainability. Offers an overview of the principal causes of economic crisis in Cuba & the related impact of US policy toward the country, sketching the history of the US's ideological aversion since 1898 through President Clinton's current foreign policy. The crisis is attributed to: extraordinary US pressure since the 1959 revolution; the US embargo, strengthened in 1992; loss of Eastern European trade; treatment as a Third World country; & internal structural problems. The complex interplay of party politics, ideology, status, election battles, & resource allocation in US decision making is discussed. A major change of US policy is not anticipated; rather, an increased exertion of unilateral, bilateral, & multilateral tools is predicted. International comparative studies on sustainable development show that structural change has failed almost everywhere. There are a few exceptions. One of them is Cuban. From 150 nations surveyed Cuba is the only country fulfills the criteria of sustainable development.
