Disponível em: ABSTRACT: The stakeholder theory has been in the management agenda for about thirty years and reservations about its acceptance as a comprehensive theory still remains. It was introduced as a managerial issue by the Labour Party in 1997 aiming to make public management more inclusive. This article aims to contribute to the stakeholder theory adding descriptive issues to its theoretical basis. The findings are derived from an inductive investigation carried out with English Local Authorities, which will most likely be reproduced in other contexts. Data collection and analysis is based on a data triangulation method that involves case-studies, interviews of validation and analysis of documents. The investigation proposes a model for representing the nature of the relationships between stakeholders and the decision-making process of such organizations. The decision-making of local government organizations is in fact a stakeholder-based process in which stakeholders are empowered to exert influences due to power over and interest in the organization's operations and outcomes. _______________________________________________________________________________ RESUMO ; A teoria dos stakeholders tem ocupado a agenda da teoria das organizações por mais de trinta anos e, ainda, pairam dúvidas acerca de sua aceitação como uma teoria pronta e acabada. Na Inglaterra, esta abordagem foi introduzida pelo Partido Trabalhista em 1997, com o objetivo de tornar a administração pública mais participativa convidando a sociedade a participar de seus processos decisórios. Este artigo tem como objetivo principal contribuir com a Teoria dos Stakeholders adicionando elementos descritivos à sua base teórica. Os dados da pesquisa foram obtidos através de investigação descritiva desenvolvida com governos locais ingleses e, certamente, poderão ser replicados em outras realidades. A coleta e a análise dos dados foram baseadas em um método denominado triangulação de dados, que envolveu estudos de caso, entrevistas de validação e análise de documentos. Como produto final da pesquisa, um modelo representativo da natureza dos relacionamentos entre os diversos stakeholders e a gestão deste tipo de organizações é proposto. Como resultado da análise dos dados, a pesquisa concluiu que a gestão de governos locais é, de fato, um processo onde os stakeholders devem ser considerados em função do poder que eles podem exercer sobre as operações destas na definição de seus objetivos, bem como dos interesses que os une.

O trabalho é o resultado de uma pesquisa de campo desenvolvida com administrações locais inglesas no ano de 2001. O artigo esboça a arena na qual as administrações locais tomam decisões apontando os relevantes stakeholders para o processo, assim como o poder que eles possuem na visão dos chefes executivos(1). A investigação é baseada nas teorias da dependência e institucionalismo, as quais tem sido utilizadas para explicar o comportamento das organizações quando influenciadas por seus ambientes externos. Como contribuição empírica, o artigo propõe um mapa de stakeholders adequado a qualquer tipo de administração local e que poderá ajudá-las no processo de definição de estratégias organizacionais. _______________________________________________________________________________ ABSTRACT ; This article presents empirical evidence of stakeholding in the local government context. It is the result of a survey carried out with English Local Authorities in 2001. It outlines the arena in which local government make decisions by pinpointing the relevant stakeholders in the process as well as the amount of power they are perceived to represent by chief executives. The investigation has its theoretical basis in resource dependence and institutional theories, which are commonly used for explaining an organization's behaviour and performance as influenced by its environment. As an empirical contribution, the article proposes a stakeholder map for any kind of local government organizations that will help in identifying strategies for managing stakeholders.

Dissertação de mestrado integrado em Engenharia Civil (área de especialização em Perfil de Construções) ; Tall buildings are one of the major technological achievements in the 20th century. Burj Khalifa or Shanghai World Financial Center put the cities in which they are built in the imaginary of the common citizen. The following dissertation will focus on provide a basic understanding of the different structural methodologies applied in tall buildings that allows them to go higher. It also address some macro economical patterns that are present when there is the construction of a world's tallest building, in order to connect tall buildings with macroeconomic environment. To provide a thinking line about which happenings and factors led to the evolution of tall buildings, especially regarding their location, function and high. Finally, to release some of the knowledge and challenges that innovative ways to construct tall buildings enclosure, focusing on prefabrication and modular tall buildings. The methodology adopted in this research was mostly based on bibliographic investigation and data collection and analysis from databases related with the construction of tall buildings. The data collected was especially analyzed in terms of the relationship between relevant economical and political drivers and the construction of tall buildings. Additionally, recent examples of paradigmatic tall building projects, either still in the project stage or already constructed, were analyzed and framed in the context of the several factors identified as strongly related with tall buildings features. The obtained results suggest that tall buildings evolution is closely related with economical and strategic environment of where they are built. The construction of the world's tallest building holders is the climax of an artificial economic environment around societies. O presente trabalho tem por objetivo analisar as diferenças de trajetórias na construção de capacidades relacionais existentes nas duas principais organizações parceiras na execução do Programa Água para Todos, e sua relação no arranjo institucional para a coordenação federativa sob a ótica do neoinstitucionalismo histórico. O Ministério da Integração Nacional (MI) e o Ministério do Desenvolvimento Social e Combate à Fome (MDS), pertencentes a setores de políticas públicas diferentes (o de infraestrutura e o social) tiveram trajetórias de construção de capacidades relacionais diversas, conforme se depreende da formação dos respectivos arranjos institucionais de coordenação federativa e na relação com a sociedade. Ao contrário do MI, ocorreu mudança institucional na política social a cargo do MDS, tendo como momento crítico a institucionalização do SUAS com mecanismos de coordenação federativa e fluxo contínuo de recursos. Ocorreu policy feedback positivo e de aprendizado na relação federativa e com a sociedade civil.
