El debate teórico más significativo de Elías Díaz fue sostenido con los "críticos izquierdistas". Su confrontación con el liberalismo económico y los totalitarismos ha sido más bien directamente política. Cuando discute con los pensadores marxistas, Elías Díaz esclarece una interpretación adecuada de los textos de Marx sobre el papel del Estado en la eliminación delas desigualdades sociales. En vez de considerarlo únicamente aparato de dominación, sostiene que el Estado juega una función reguladora del mercado que las concepciones radicales soslayan al postular su extinción. Offe, uno de los más representativos sociólogos de esta corriente, ha ido matizando sus posiciones más radicales hacia una visión plural de las funciones del Estado como la mantenida por Elías Díaz. En este debate, se ventila también cuales son las señas de identidad de la izquierda. His disagreement with economic liberalism and totalitarianisms has been elaborated chiefly in political terms. When Díaz debates with Marxist thinkers, he elucidates an adequate interpretation of Marx's papers on the role of the State in the removal of social inequalities. Instead of considering the State only as an apparatus of domination, he holds that the State plays a regulatory function of the market that radical conceptions from the Left elude when they support its eradication. Offe, one of the main sociologists of this school of thought has qualified his previous most radical positions to adopt a more plural vision of the functions of the State as held by Elías Díaz. La reflexión sobre este tema permite comprobar la presencia de indudables elementos sociales que influyen decisivamente en la búsqueda de la voluntad del testador. Familia y propiedad configuran la realidad social de manera tan intensa que suelen influir en la determinación de la que será considerada voluntad del testador. Así gran parte de la doctrina la utiliza hiperbólicamente como coartada para socavar la igualdad que la legítima representa1. Ante esta tendencia hay que decir que una decisión en favor de la libertad de testar y en contra de la legítima no corresponde al intérprete, porque es una elección de política legislativa que en un Estado de derecho incumbe al poder legislativo. Si las convicciones de los intérpretes sobre familia y propiedad influyen indebidamente a la hora de determinar la voluntad del testador, los principios constitucionales y del Código civil configuran de manera ineludiblemente vinculante el marco dentro del que esa voluntad ha de ser reconocida. A nadie se le oculta que la diversidad legislativa existente en nuestro país en materia de sucesiones se reconduce claramente a las diferentes estructuras familiares en relación con la propiedad.

[EN]During the last 20 years, the corrosión of concrete rebars is increasily being considered a major probiem due the high costs spent by some Governments on repair and of civil concrete structures. In the present paper, a brief description on the causes of this type of corrosión is offered together with some references to the costs of repairing of bridge decks published by USA researchs. Finally, the main Unes of research which, in opinión of the authors have priority, are commented. ; [ES]El fenómeno de la corrosión de armaduras en hormigón, en los últimos 20 años, ha pasado a ser un problema económico de primera magnitud por los costos que supone para algunos Gobiernos la reparación y el mantenimiento de muchas Obras Públicas. En el presente artículo se hacen unas breves referencias a las causas más frecuentes que provocan esta corrosión y se dan algunas cifras ofrecidas por investigadores norteamericanos sobre los costos en reparación de puentes de hormigón armado. Abstract. Droughts are related with prolonged periods when moisture is significantly below normal values. Drought indices attempt to scale the main drought features to facilitate comparisons. Numerous indices are found in the literature based on different drought features. Many of them were created for particular places and specific objectives, and therefore not suitable to generalize the results. However, there have been attempts to develop a general index, which would provide full characterization of drought events. Two of the most well known are the Palmer Drought Severity Index (PDSI) and the Standard Precipitation Index (SPI). Each one has particular advantages and disadvantages. Still neither of them or any other includes a full representation of droughts in a single value index, being useful for all general application. The fact that droughts have a random nature prescribes the statistical theory for the foundation of a complete and generic index, which would meet this goal. In this work, a procedure that allows a complete statistical characterization of drought events is presented. Droughts are characterized, from a statistical point of view, based both on the deviation from a normal regime and persistence. The events are represented as multivariate ones, whose dimensionality depends on the duration. Equal duration events are discriminated through their deviations from normality. The mean frequency of recurrence (MFR) is theoretically derived for such multivariate events, and it is used to scale such deviations. Therefore, events with different dimensionalities can be compared on a common dimension of interest, the MFR. This may be used as a drought index for drought characterization, both for analyzing historical events and monitoring current conditions. It may also be applied to analyze precipitation, streamflows and other hydroclimatic records. Its statistical nature and its general conception support its universality. Results may be applied not only to drought analysis, but also to analyze other random natural hazards. Applications of the procedure for drought analysis in Texas (USA) and in Gibraltar (Iberian Peninsula) are made and compared with PDSI and SPI results. The MFR applied over drought analysis allows the representation of the main drought characteristics in a single value, based on the statistical feature of the phenomenon, and scaled on the mean frequency of recurrence.

Experimentally validated void reactivity calculations were used to study the feasibility of a change in the design basis of Atucha II Nuclear Power Plant including the Large LOCA event. The use of CARA fuel element with burnable neutronic absorbers and enriched uranium is proposed instead of the original fuel. The void reactivity, refuelling costs, and power peaking factors are analysed at conceptual level to optimize the burnable neutronic absorber, the enrichment grade, and their distribution inside the fuel. This work concludes that, for the considered plant conditions, either a void reactivity coefficient granting no prompt critical excursion on Large LOCA or negative void reactivity is achievable, with advantages on refuelling cost and linear power density.

Our study analyses the current status of the Biosphere Reserves on the Cantabrian Mountains, especially the relationships that they have with other Protected Natural Areas with which very often coincide. These relationships concerns management bodies and one of their main problems that has to do with their negative demographic dynamic that has led to an intense depopulation and aging of their local population. Although twelve reserves have been declared, there are still many areas which have not been named reserves but they potentially could. This tells us that we are still far from a Biosphere Reserve of the Great Cantabrian Mountain Range. The management is different depending on the regions: in Asturias, it is the regional administrative department which performs its management; in Galicia, the provincial administrative department and in Castilla and León, it's the local government who is in charge of its management. Depopulation is one of the most serious problems suffered almost by every Cantabrian reserves and as a process has not stopped yet. The status of the Biosphere Reserve has yet to find its place in the context of other figures that are clearly under protection. In general, the aim of our study is to underline the importance of separating this figure from other more consolidated concerning Protected Natural Areas, and also, to raise awareness about the serious process of aging and depopulation expressed in their territories. ; Se analiza la situación actual de las Reservas de la Biosfera de la Cordillera Cantábrica, en especial las relaciones que tienen con los Espacios Naturales Protegidos, con los que a menudo coinciden, las relativas a sus órganos de gestión y a uno de sus principales problemas actuales: su dinámica demográfica negativa que ha desembocado en una intensa despoblación y envejecimiento. Aunque se han declarado doce reservas, aún hay muchas zonas que potencialmente lo podían ser, por lo que aún se está lejos de una Reserva de la Biosfera de la Gran Cantábrica. La gestión es dispar de unas autonomías a otras, pues la realiza la administración regional en Asturias, la provincial en Galicia y la administración local en Castilla y León. La despoblación es uno de los fenómenos más graves que sufren casi todas las reservas cantábricas y como proceso aún no se ha detenido. El estatus de Reserva de la Biosfera debe encontrar aún su lugar en el marco de otras figuras que sí son claramente de protección. En general, se remarca la importancia de separar esta figura de otras más consolidadas referidas a Espacios Naturales Protegidos, así como el grave proceso de envejecimiento y despoblación que manifiestan sus territorios.

Demolition and dismantling have been traditionally considered an obstacle to overcome before starting new constructions, up to the inclusion in the industry of the concept of sustainable development, which implies impacts minimization, recovery maximization and the legislation to warrant such premises. For demolitions in Spain, it becomes necessary to establish specific updated standards (similar to those of the surrounding countries) capable of combining technical features with sustainability, due to the current legal void. Beyond reviewing the up-to-date legislation, the research has produced a code of minimum requirements for safe and sustainable performance, capable of joining the different agents involved: technicians, promoters, contractors and waste managers. This code, developed from the experimental analysis of practical cases as a guide for technical requirements and as an indicator of the overall quality of the demolition, could be extrapolated to other countries (specially to those with a lack of legislation or to emerging countries). ; La demolición y el desmantelamiento se han considerado hasta tiempos recientes un obstáculo para realizar nuevas construcciones, hasta la incorporación a la industria del concepto de desarrollo sostenible, que supone minimizar impactos, maximizar la recuperación de materiales y una reglamentación que garantice estas premisas. Para las demoliciones en España, dado el vacío legal existente, se hace necesaria una normativa específica actualizada, equiparable a otros países de nuestro entorno, que contemple el desarrollo sostenible de la técnica. Más allá de una revisión normativa, la investigación desarrollada ha dado lugar a un código de ejecución segura y sostenible que aglutine a los distintos agentes implicados: técnicos, promotores, contratistas y gestores de residuos. Este código de mínimos, elaborado (a partir de casos prácticos) como guía de exigencias técnicas para las empresas y como indicador de la calidad de las demoliciones, sería extrapolable a otros países, especialmente con carencias legislativas o países emergentes.

The aim of this work was to determine whether the local agroecological conditions of the northeast of the Province of Buenos Aires (33 deg 41 min S, 59 deg 41 min W) permit the organic production of leek (cv. Monstruoso de Carentan) seeds. In the 2000/01, 2001/02 and 2002/03 growth seasons, percentage flowering and seed yield (g m-2) and quality were recorded, the latter by determining the thousand grain weight and germination capacity. In the 2001/02 and 2002/3 seasons, the phenological stages of the crop were also determined, as well as the number of hours of cold temperatures experienced and the number of degree days. Significant differences between years were found in the number of days from 50% fruit setting to harvest, probably because three harvests were collected during the first season whereas only one was collected during the second and third. A total of 1,116 and 1,019 hours of cold temperatures and 925 and 1,127 degree days were recorded for 2001/2 and 2002/3 respectively. There were no significant differences between years for yield, percentage flowering or thousand seed weight (average values 78.53 gm-2, 93.36% and 3.55 g respectively). Differences in germination capacity were recorded, but Argentine legislative requirements were always surpassed. Seed yield and quality were comparable to figures cited in the literature. In conclusion, the agroecological conditions of the northeast of the Province of Buenos Aires allow the normal, organic cultivation of this leek cultivar for seed. ; El objetivo de este estudio fue determinar si las condiciones agroecológicas locales (33 grados 41 minutos L.S.; 59 grados 41 minutos L.O.) permiten satisfacer los requerimientos fisiológicos de la producción de semillas de puerro, cultivado según las normas de la agricultura orgánica. Durante las campañas 2000/01, 2001/02 y 2002/03 se determinaron los porcentajes de floración; los rendimientos de semillas en gm-2 y la calidad, a través del peso de mil semillas y la germinación. En las campañas 2001/02 y 2002/03 se determinaron las etapas fenológicas, las horas de frío y los días grado. No se registraron diferencias estadísticas significativas (alfa = 0,05) entre años en la mayoría de las etapas fenológicas evaluadas. Existieron diferencias entre el 50% de cuaje y la cosecha, probablemente porque durante el primer año se realizaron tres cosechas, mientras que durante el segundo año se efectuó una sola. Se registraron 1.016 y 1.019 horas de frío y 925 y 1.127 días grado, durante las campañas 2001/02 y 2002/03, respectivamente. Los rendimientos (78,53 g m-2), porcentajes de floración (93,36%) y peso de semillas (3,55 g), no arrojaron diferencias estadísticas en tres años de medición. El poder germinativo tuvo diferencias entre años, aunque siempre superando los requerimientos de la legislación argentina. El rendimiento y la calidad de la semilla obtenidos son comparables a los citados en la bibliografía disponible. Las condiciones agroecológicas del noreste de Buenos Aires permiten el desarrollo normal del cultivo de puerro (cv. Monstruoso de Carentan) para la producción de semillas, cultivado según las normas de la agricultura orgánica.
