This paper aims to analyse the perception of Koreans overseas in South Korean mass media. Nowadays, due to globalization processes, the economic, political and cultural contacts between South Korean society and Korean diaspora has intensified. As a result, the perception of Korean immigrants in South Korea is becoming more positive. The analyses of media materials show that South Korean media highly estimate the contribution made by Korean immigrants to the development of South Korea, both historically and in the modern period. In addition, media also praise the positive qualities of Korean immigrants, such as being hardworking, and their active participation in the political and economic life of the host country. Another common narrative is the positive role of Korean diaspora in bilateral relations between the host country and South Korea. The comparison of recent media materials with those of the beginning of the XXI century shows that the positive representation of Korean diaspora is a recent tendency. The article also underlines that the way South Korean media develop a narrative about South Korean diaspora is on many occasions close to the narrative of South Korean officials.

Transformative strategies for the development of higher education, pointed out in the list of key educational competencies of the 21st century by international organizations of various levels, are associated with the processes of becoming and transformation of individuals as integral subjects of cognition and action within the framework of communicative strategies for the formation of a global civil society. The implementation of transformative educational strategies in a meaningful aspect requires inter- and transdisciplinary methodologies to research the process of transformative adult learning aimed at developing an "integral person", and not just its rational-cognitive aspects. Within this holistic approach, questions arise about the nature of the transformative changes in the basic ontological and anthropological components of the educational process in the context of the transition epoch, namely, the becoming a global transcultural civil society. In order to clarify the features of such transformations, the dynamics of the phenomena and concepts of identity and self is examined in terms of a change in the conceptual landscape of culture. Various disciplinary and transdisciplinary approaches to their definition are analyzed. The relevance of the concepts of multiple identity (as an open permanent identification process) and the transversal self (as a process-dialogue unity of differences) in the liminal space at the global and individual levels are substantiated. ; Трансформативні стратегії розвитку вищої освіти, артикульовані в переліку ключових освітніх компетентностей ХХІ століття міжнародними організаціями різного рівня, пов'язані з процесами становлення і трансформації індивідів як цілісних суб'єктів пізнання і дії в межах комунікативних стратегій формування глобального громадянського суспільства. Реалізація трансформативних стратегій вищої освіти в змістовному аспекті вимагає інтер- і трансдисциплінарних методологій дослідження процесу трансформативного навчання дорослих, спрямованого на розвиток «цілісної людини», а не тільки його раціонально-когнітивних складових. В рамках такого холістичного підходу постають питання про природу трансформативних змін основних онто-антропологічних складових освітнього процесу в контексті епохи переходу, а саме становлення глобального транскультурного громадянського суспільства. З метою прояснення особливостей таких трансформацій розглядається динаміка феноменів і концептів ідентичності і самості на тлі зміни концептуального ландшафту культури. Аналізуються різні дисциплінарні і трансдисциплінарні підходи до їх визначення і обґрунтовується релевантність концептів множинної ідентичності як відкритого перманентного процесу ідентифікації та трансверсальної самості як процесуально-діалогової єдності відмінностей у просторі лімінальності на глобальному та індивідуальному рівнях. The article deals with the most important factors which shape challenges for educational policy and directions of its reformation in transnational educational space. In context of global society formation educational policies of developed countries demonstrates experiences of development and implementation of transversal (transferable, transcultural) competencies as key competencies of the 21st century in order to generate collective nous, peace, social justice and sustainable economic development. As one of the main goals of key competencies development considered promotion lifelong learning; It emphasizes the need for situational, contextualize, projective teaching and constructivist approaches. Particular attention is paid to analysis of key competencies in the trans-European educational space, of transferable competencies as US educational strategy and transversal competencies as the strategies proposed by UNESCO. ; В статті розглядаються найбільш значимі фактори, що формують виклики для освітньої політики, та напрями її реформування у транснаціональному освітньому просторі. В контексті становлення глобального суспільства з метою генерування колективного розуму, досягнення миру, соціальної справедливості і стійкого економічного розвитку освітня політика розвинених країн демонструє досвід розвитку та імплементації трансверсальних (трансферабельних, транскультурних) компетенцій як ключових для 21 століття. Russian and local authorities have severely curtailed human rights protection in Crimea since Russia began its occupation of the peninsula in February 2014. This article describes the human rights consequences of the extension of Russian law and policy to Crimea since the occupation. Russia has violated multiple obligations which it has as an occupying power under international humanitarian law – in particular in relation to the protection of people's rights.

Contemporary socio-cultural context of globalization creates the challenges for educationalpolicy. A process of destroying the previous hierarchical structures of order in turbulent flowsof chaotic interlacement and mixing «fluid» integrity and becoming new network structures,germinating like rhizome through the barriers of political, national, cultural, ethnic and otherlocalities is taken place. How can we learn to live in a multicultural world in the face of complexand contradictory processes of integration and the information revolution, which multipliesthe diversities? Which concept of culture can be the basis for the transformation of educationand humanitarian policy in general? The article deals with the dynamics of understanding thestrategies of culture in the concepts of interculturality, multiculturality and transculturality. Theconclusion about the descriptive and normative relevance of concept of transculturality forforming a new educational policies and practices is grounded. It is shown that globalizationis carried out as a process, in which tendencies of the universal standardization of the worldand the creation of cultural diversity are realized contradictory. Both trends in competitionand interweaving create the new forms of globalization of culture, in particular in the form oftranscultural networks. The position, according to which transcultural education networks forma significant potential of social creativity is shown. The attempt of Ukrainian education to be asup-dated as oriented to the future puts it in a situation of necessity of transcultural transformationin accordance with a focus on the values of peace, social justice and sustainable development. ; Сучасний контекст глобалізації формує соціокультурні виклики дляосвітньої політики. Відбувається процес руйнації колишніх ієрархічнихструктур порядку в турбулентних потоках хаотичного сплетення і пeремішування «плинних» цілісностей та становлення нових, мережевихструктур, що проростають подібно до ризоми крізь бар'єри політічних, національних, культурних, етнічних та інших локальностей. Якнавчитися жити в мультикультурному світі в умовах складних і суперечливих процесів інтеграції та інформаційної революції, яка примножує відмінності? Який концепт культури може бути підставою длятрансформації освіти та гуманітарної політики в цілому? У статтірозглядається динаміка осмислення стратегій культури в концептах інтеркультурності, мультикультурності і транскультурності. Робитьсявисновок про дескриптивну і нормативну релевантність концепту транскультурності для формування нової освітньої стратегії і практики.Показано, що глобалізація відбувається як процес, в якому суперечливореалізуються тенденції універсальної стандартизації світу і створеннякультурного розмаїття. Обидві тенденції в конкуренції і взаємосплетенні створюють нові форми глобалізації культури, зокрема, у виглядітранскультурних мереж. В статті розкривається положення про те,що транскультурні освітні мережі формують значний потенціал соціальної творчості. The workshop was devoted to the problems and practices of multiculturaleducation in the USA, which were presented in a special report. The necessityfor study American experience in this area increased as far as education becomestrategic resource of development of Ukrainian society according to the globalchallenges of the 21st century and local socio-cultural and political needs. Educationalintegration of Ukraine to EU needs clarification of the content of multiculturalchallenges, the modes of its interpretation and theoretical verificationof the possible responses on them. The issues of comparison and correlation ofcultures, the boundaries of the accepting of the culture of others; the problemof tolerance as an acceptance of others and a dialogue as a form of politics of acceptance were discussed in such context.It was mentioned that Ukraine has its own and unique experience of multiculturalsociety and its authentic traditions of multicultural education. A cautionagainst possibility of transformation of multiculturalism in a kind of marketof ethical values and traditions were also claimed. The necessity of creativeopenness of Ukraine towards experience of others and multicultural educationin particular were also stressed. The most important mode of multiculturalism isthe sensitivity toward substantial cultural peculiarities.The challenges of multiculturalism and its implementation require re-thinkingthe theoretical model of human being, especially from the viewpoint of anthropologicalboundaries, oriented on the depicting of limits of "human". Thevery central idea of anthropological multiculturalism is an equal dialogue ofcultures as a background of contemporary society and dialogism as a commonprinciple of coexistence of peculiarities in contemporary world of culturaldiversity.It was stressed that dialogically organized civil society of deliberative democracypractices not a static, but interactive and dynamic multiculturalism.The establishing of multidimensional responsibility for creation the global cultureof peace within global cultural and institutional structures needs to be fundamentalfor multicultural education. ; На семінарі обговорювалась концептуальна доповідь, присвяченапроблемам і практикам мультикультурної освіти в США. В сучаснихумовах набуває актуальності потреба у вивченні американського досвіду мультикультурної освіти з метою перетворення освіти на стратегічний ресурс розвитку українського суспільства відповідно до глобальних викликів ХХІ століття та локальних соціокультурних і політичнихпотреб. Освітня євроінтеграція України потребує прояснення змістумультикультурних викликів, способів їх інтерпретації та теоретичноїверифікації можливих відповідей на них. В такому контексті порушувалися питання співставлення і співвіднесення культур, межі прийняттякультури Іншого; проблема толерантності як визнання Іншого; діалогу,що набуває форми політики визнання.Було зазначено, що Україна має власний унікальний досвід мультикультурного суспільства і власну традицію мультикультурної освіти. Буливисловлені застереження проти перетворення мультикультуралізму наярмарок етнічних цінностей та традицій. Акцентувалося на необхідності саме творчої відкритості України «досвіду Іншого», зокрема і досвідумультикультурної освіти. Головне, що визначає мультикультурність – цережим чутливості до значущих культурних відмінностей.Виклики мультикультуралізму і його впровадження вимагають переосмислення самої теоретичної моделі людини, насамперед, з точки зоруантропології межі, орієнтованої на окреслення границi «людського».Центральна ідея антропологічного мультикультуралізму - це рівноправний діалог культур як основа сучасного суспільства і діалогічність якзагальний принцип співіснування відмінностей у сучасному світі культурного різноманіття.Було підкреслено, що діалогічно організоване громадянське суспільстводеліберативної демократії практикує не статичний, гетоподібний, а інтерактивний і динамічний мультикультуралізм. Засадничим для мультикультурної освіти має бути формування багатовимірної відповідальностіза створення глобальної культури миру в рамках глобальних культурнихта інституційних структур.

Jurgen Habermas, a prominent social theorist and philosopher of the twentieth century,educational implications of communicative philosophy and post-metaphysical thinking areexamined in the article. The author is analyzing the possibilities and some experiences of applyingHabermas contribution in learning theory that have already taken place in the philosophy. Thislearning theory is considered as part of the theoretical study of the educational principles. Thetheoretical concept of contemporary society, developed by Habermas, is a methodological focusof detection, localization, and accentuation of the most important aspects and problems ofeducation in the complex contextual interweaving of society. The learning as socialization andmoral development of the individual, learning in communicative action, the universal elementof which is the illocutionary force of the speech act, and learning in reproduction of life world,are consideredas such processesin the article; the social evolution is viewed through the prismof the learning process, including «learning from history», as well as learning in the democraticprocess, particularly, in the public sphere. Special attention is paid to the university as a contextof learning critical thinking and citizenship. ; У статті досліджуються освітніімплікації комунікативної філософії іпостметафізичного мислення Юргена Габермаса, видатного соціальноготеоретика і філософа ХХ століття.Здійснена спроба проаналізуватиможливості і деякий набутий у філософії досвід використання внескуГабермаса в теорію навчання, яку розглядаємо як складову теоретичного обґрунтування принципів освіти. Розроблена Габермасом теоретичнаконцепція сучасного суспільства є методологічним фокусом виявлення,локалізації та акцентуації найважливіших аспектів і проблем навчанняу складних контекстуальних переплетеннях соціуму. У статті розглядається специфіка розмаїтих процесів навчання: соціалізація і моральний розвиток індивіда, навчання у комунікативній дії, універсальним елементом якої є іллокутивна сила мовленнєвого акту, а також навчання впроцесі відтворення життєвого світу; розглядається соціальна еволюціякрізь призму навчальних процесів, зокрема "навчання у історії", навчанняв демократичному процесі, в публічній сфері. Особлива увага приділенауніверситету як контексту формування критичного мислення і громадянської позиції.

The idea of understanding and assessing the EU's role in promoting democratic values in the neighbourhood has acquired a central place in the EU's external relations discourse. At the same time, in the literature on democratisation, education is conventionally considered one of the key prerequisites of successful democratic transition and consolidation. Still, a rich body of democracy promotion literature and Europeanisation studies never discuss education as a possible mechanism of democratic socialisation. The article aims to fill this gap by bringing together these two different scholarly traditions and by looking at EU-Russia educational cooperation as a mechanism to promote democratic values. The following propositions are advanced on the basis of the analysis: (1) democracy promotion is both implicitly and explicitly present in the EU-Russia educational policy discourse; (2) the level of education is a valid predictor of more democratic attitudes in Russia and, hence, should be considered a strong factor of a country's democratisation.
The theoretical and methodological problems of multiculturalism,the realization of multicultural political projects which generate the globalcontext for making of the contemporary educational strategies wereexamined during discussion. The participants of the round table havepaid special attention to analysis of experience of American multiculturaleducation's system, Ukrainian peculiarities of cross-cultural relations,complexities, and diversities of European political practices. The searchof philosophical bases for comprehension of arising practical problems ofthe multicultural development was a subject of debate as well. ; Під час дискусії було розглянуто теоретико-методологічні проблемимультикультуралізму та питання реалізації мультикультурних політичнихпроектів, що формують глобальний контекст для розробки сучаснихосвітніх стратегій. Особливу увагу було приділено аналізу досвідуамериканської системи мультикультурної освіти, українських особливостей міжкультурних стосунків, складностям різноманітних європейськихполітичних практик, а також пошуку філософських засад осмислення виникаючих практичних проблем мультикультурного розвитку.
