The aim of the study is to pay attention to the formation and implementation of a conceptual approach to management that is relevant to modern conditions. Conceptual management, as opposed to contextual management, allows to identify its elements, functionality, and, most importantly, to determine and balance the role of the subject and the object. The existing management concepts are eclectically presented in the Russian discourse and management practices. The system of professional standards developed in the country is designed to solve a whole range of management problems. However, the non-conceptual use of professional standards carries more harm than good, proving in parallel the existence of the national model of management, the main feature of which is the imbalance of subject–object communication. The article reveals the problems of the use of professional standards in respect of two categories of workers — Junior medical personnel and civil servants. Failure to comply with the requirements of the professional standard of the first category of employees threatens transfer to another lower position. Failure to comply with the requirements of the professional standard of civil servants does not entail any liability. The latter is shown by the example of targeting and formulation of texts of regional strategies. The presence of strategies is an incentive for the development of territories of any administrative level. However, the absence of an algorithm for compiling and evaluating such documents, analyzing the practices of their implementation, leveling the importance of this aspect in the system of assessing the activities of authorities leads to the fact that this tool of strategic management remains unclaimed in the system of territorial management. Two aspects of the problem of territorial strategizing are covered: (1) justification of the reasons — consequences of formulation of poor-quality strategies; (2) search of methodology of the analysis of texts of documents of strategies. The roots of the first problem should be found in the imbalance of subject–object communication in the national management model. To solve the second problem, the author proposes to use SEO analysis tools as a methodology for evaluating strategy texts. This tool solves the problem of auditing territorial strategies in the context of administrative, socio-psychological and linguistic aspects of civil servants.

The nature of entrepreneurship and its developmental paths in the urban environment are extensively studied in the scientific literature. With a rising interest of scholars in the smart city phenomenon, the role entrepreneurship plays in the development of smart cities became a central topic in academia. However, there is a lack of discussion concerning the specific settings and characteristics of digital entrepreneurship in the smart city scenario. Nowadays, the concept of digital entrepreneurship is considered as a part of the digital entrepreneurial ecosystems (DEE) that provides an environment for effective entrepreneurial activities. Hence, the investigation on how DEE is interconnected with smart cities and how they both can contribute to their mutual development appears both timely and necessary. To reach this research objective, the authors, after giving a clear definition of each component of DEE based on an extensive literature review, consider its interconnection with the smart city model. The connection between the dimensions of a smart city and the structural constituents of DEE is also tracked, highlighting the contribution of each element to the development of a smart city. Through the creation of a comprehensive framework, the results of the paper show clearly that DEE is an inevitable part of a smart city environment. The research also covers the model of DEE engagement in smart city architecture.
Realities of the XXI century demand searching and grounding measures on changing economic, political, and the main thing, ideological institutions that determine trends of evolution and managing vital human activity at national and over-national levels. Using synergetic approach, the authors made an attempt to synthesize conclusions and main theses of neo-institutionalism theory, onto-psychology, as well as results of biological evolution for determining the way to overcome global ecological crisis at nano-level and to form a model of the mankind's optimal evolution on the base of principle "priorities through parities", using DNA-symbol as a code of survival, through co-evolution of economy and ecology. The main problem, existing even in economically developed countries, is the realization of the fact that the paradigm of the stationary economy is the only condition for the mankind's survival. To solve this problem serious transformation of ideological institutions is necessary, at the expense of comprehensive and based on onto-psychological methods program of ecological literacy, that should harmonically blend with the presented by the authors triads of state strategic management and achieving the goal of development. It is the transformation of the national matrix, content and direction of which are set in order to ensure a balance of interests of all participants in ecological and economic development, will lay the necessary rules, both formal and informal, in the style of human behavior, social groups, the national economy. Realization of the program ecological literacy within the national policy on ecological development of the regions is one of the most important conditions for a natural, not imposed from the outside, prepare to use the paradigm of a sustainable economy as the basis of economic, political and ideological institutions of modern society, which is primarily the formation of a new paradigm of human device devices nano-level decision-making, consumer behavior.
