Transformation of u.s.-india's relations during the first post-cold war decade ; Трансформація американсько-індійських відносин у перше постбіполярне десятиліття
The paper studies development of the U.S.-India relations in 1990s, and two nation's spheres of shared interests and disagreements. It explores interconnection between the bilateral relations and international developments during the first post Cold-war decade. The research reveals that the U.S.-India relations in 1990s were marked by mutual distrust. It was coursed by the Cold-war legacy, the US alliance with Pakistan, which was the main India's adversary, and the development of India's nuclear weapons program. After India's May 1998 nuclear tests bilateral relations reached the lowest level. The U.S. condemned the actions in multilateral international organizations and imposed economic sanctions on India. However in 1999–2000 B. Clinton's administration began to pursue pragmatic policy towards India in a cooperative spirit. The paper argues that it was caused by a number of factors. They included: the necessity to deal with India and Pakistan as two nuclear states and prevent escalation of conflict between them; the need to counter jointly the threat of international terrorism with its main base in Afghanistan, ruled by Taliban; the shift of power in Pakistan because of military coup and its support of Taliban's regime in Afghanistan; the willingness of both U.S. and India to use effectively economic opportunities, brought about by globalization and liberalization of India's economy. The President B. Clinton and the Prime-Minister A. B. Vajpayee's mutual visits in 2000 promoted normalization of the U.S.-India relations. Clinton's administration began to consider India as a promising regional partner. Shared democratic values and mutual interest to counter terrorism, and to increase trade and investments formed a base for their rapprochement. Though the U.S. didn't reach its goals in the sphere of nonproliferation of weapons of massive destruction, India confirmed its unilateral moratorium on nuclear tests, its compliance with the principles of «minimum nuclear deterrence» and non-use of the nuclear weapons first. Consequently the visits laid a basis for essential improvement of the U.S.-India relations, which reached a new level in the 21st century. ; У статті аналізується розвиток американсько-індійських відносин у 1990-х рр.
