Inter-municipal cooperation in Iceland has a history of many decades. There has been significant cooperation between smaller and larger municipalities in order to improve the provision of services, which in many cases has been difficult for the small and smallest units – a question of capacity. In this article, the main task is to look at the democratic aspect of inter-municipal cooperation arrangements. The main research questions are on consequences for democracy, democratic accountability, efficiency and decision-making in this context, which have been pointed out as the main democratic concerns by various European researchers. To answer this for the case of Iceland, responses to questions on the topic from two different surveys among local leaders are analysed. The main conclusion is that the general concerns stated by the above-mentioned researchers also seem to be present in the case of inter-municipal cooperation in Iceland.

Í þessari grein er fjallað um þær röksemdir sem notaðar hafa verið í umræðu um það hvort sameina beri sveitarfélög á Íslandi um sjötíu ára skeið. Greind eru rök bæði sameiningarsinna sem og þeirra sem lagst hafa gegn sameiningum. Notast er m.a. við skilgreiningar Dönsku stjórnmálafræðinganna Ulrik Kjær og Poul Erik Mouritzen á því hvað felist í bolmagni (d. bæredygtighed) og lýðræði í umræðu um samspil þessara þátta þegar rætt er um stærð sveitarfélaga. Það er meginniðurstaðan í greiningunni að rök sem tengjast hagkvæmni, skilvirkni og bolmagni; a) hagkvæmni og skilvirkni, b) faglegt bolmagn, c) aðgerða- og þróunargeta, d) þjónustubolmagn og e) aðlögunar og breytingageta séu þeir þættir sem notaðir hafa verið sem röksemdir fyrir sameiningum sveitafélaga. Sérstaklega á þetta við um hagkvæmni og skilvirkni og svo faglegt bolmagn. Veigamestu röksemdir andstæðinga sameininga gegnum tíðina eru lýðræðistengd rök: a) rök um endurspeglun og jafnræði (svæðalegt jafnræði og þjónustulegt jafnræði), b) rök um ábyrgð (þekkingu á málefnum sveitarfélags og þátttaka í kosningum) og c) móttækileiki kerfis, þ.e. hið pólitíska kerfis bregst við þörfum og kröfum fólksins með því t.d. að gefa borgurunum möguleika á þátttöku.

Í þessari grein er fjallað um þær áherslur, hugmyndir og aðgerðir sem miðað hafa að því að efla sveitarstjórnarstigið á Íslandi, frá miðri 20. öldinni til dagsins í dag. Fjallað er um hugmyndir, greinaskrif, lagasetningar, átaksverkefni um eflingu sveitarfélaga með fækkun þeirra og stækkun og annað sem telja má hafa verið hluti af þeirri viðleitni að efla sveitarstjórnarstigið á Íslandi á þessu tímabili. Jafnframt er reynt að meta hvernig þróun til eflingar sveitarfélaga á Íslandi fellur að greiningarramma ítalska stjórnmálafræðingsins Bruno Dente um það hvernig ríki hafa reynt að lögmæta ríkisvaldið með því að laga það að þjóðfélagsþróuninni með endurskoðunar- og umbreytingarferlum m.a. á neðri stjórnstigum. Upphaf hugmynda sem lotið hafa að því að efla sveitarstjórnarstigið á því tímabili sem skoðað var má rekja til greinar Jónasar Guðmundssonar sem birtist 1943 í tímaritinu Sveitarstjórnarmál. Síðan þá hafa ný Sveitarstjórnarlög verið samþykkt á Alþingi árin 1961, 1986 og 2011. Einu sinni hafa verið sett sérstök lög um sameiningu sveitarfélaga, árið 1970. Þá hefur tvívegis verið efnt til átaksverkefna með því að efna til víðtækra kosninga um sameiningu sveitarfélaga; fyrra skiptið árið 1993 og í það síðara árið 2005. Tvívegis hafa stórir málaflokkar verið fluttir úr umsjá ríkis til sveitarfélaga; grunnskólinn frá 1996 og málefni fatlaðra frá 2011. Meginniðurstaðan varðandi greiningarramma Dente um umbreytingar á sveitarstjórnarstigi er sú að finna má aðgerðum, hugmyndum og áherslum á Íslandi víða stað í greiningarramma Dente. Sameiningar og verkefnaflutningurfrá ríki tilsveitarfélaga hafa þar lengst af verið meginstefið. Efling sveitarfélaga með innri breytingum er nokkuð sem fyrst og fremst hefur komið til eftir síðustu aldamót og þá einkanlega í formi lýðræðisumbóta.

This paper examines the change of interregional migration following municipal amalgamations. Interregional migrations are mostly triggered by differentials in household utilities, local economic conditions, amenities and the like. Thus, it is reasonable to believe that if an amalgamation of municipalities leads to a better service or lower local taxes in a community, it would attract new inhabitants and thus, increase the net-migration - as suggested by Tiebout (1956). A macro panel data set from Iceland was used that represents several essential variables of the housing market for 79 municipalities in Iceland during the period from 1993 to 2006. The results returned mixed effects on net migration. The amalgamations seem to have had both negative and positive effects on net-migration due to the differences in the number of municipalities in each merger and the similarities in the population sizes of the previous municipalities that joined each merger.

In the Icelandic local government election in 2014 turnout was lower than ever before, and four years earlier it had already decreased considerably. In this article, the authors examine abstainers' personal reasoning for not casting a vote. Using survey data, the focus is on questions about reasons for not voting, comparing age groups and whether voters live in the centre or the periphery of Iceland, as well as the population size of the voters' municipalities. The main results are that older voters are more likely to name reasons having to do with the political supply (e.g., political parties) and the political system, and younger voters to say that they could not be bothered. We find negligible differences in reasons for not voting, depending on municipality size and centre vs periphery areas. We suggest that the age differences we find in reasoning to abstain could be due to the fact that the consequences of the financial crash in 2008 were more strongly felt by older voters. However, we also make the point that 'not bothering to vote' can indicate discontent which can possibly be traced back to the crash. ; Í íslensku sveitarstjórnarkosningunum 2014 var kjörsókn minni en nokkru sinni fyrr og hafði hún þó minnkað töluvert í kosningunum 2010. Í þessari grein fjalla höfundar um hvaða ástæður fólk nefnir fyrir því að hafa ekki kosið árið 2014. Notuð eru gögn úr könnun sem gerð var sumarið 2014 meðal úrtaks 4845 kosningabærra einstaklinga á landinu öllu, þar sem þeir 630 sem sögðust ekki hafa kosið voru spurðir um ástæður þess. Sérstök áhersla er lögð á að greina ástæður eftir aldri kjósenda og eftir búsetu, auk þess sem einnig er tekið tillit til stærðar sveitarfélaga í íbúafjölda. Helstu niðurstöður eru að eldra fólk nefnir frekar efnislegar ástæður, er varða stjórnmálaflokka og stjórnmálakerfið, fyrir því að kjósa ekki, en ungt fólk að hafa ekki haft nennt því eða haft áhuga á því. Búseta virðist ekki skýra að neinu marki mun á því hvaða ástæður fólk hefur fyrir því að kjósa ekki. Því er velt upp hvort mun eftir aldri á ástæðum þess að kjósa ekki megi hugsanlega rekja til neikvæðrar reynslu eldri kjósenda af efnahagshruninu árið 2008, en jafnframt bent á að "nenna ekki að kjósa" getur líka verið merki um óánægju með stjórnmál sem mögulega má rekja til hrunsins og atburða eftir það. ; Peer Reviewed

This article discusses the issue of what kind of a region Vestnorden is. The need for such a discussion arises from the challenges posed by globalisation for the idea and construction of the West Nordic space, and the need to observe how this regional unit counters these processes. The article is based on an analytical framework which presupposes that a functional region has to consist of four elements. First, whether the space has its own institutions for decision making; second, how far there is economic complementarities among the involved nations and territories; third, to what degree they have common economic interests; and finally, to what extent social, cultural and historical ties exist between the territories involved. The article argues that there is an urgent need to discuss and reorient the institutional functionality of Vestnorden as a regional unit.

Voter participation in Iceland (measured as voter turnout) was significantly lower in the two most recent local government elections than ever before. In the 2006 local elections, voter turnout in the country dropped below 80 percent for the first time since registration began (to 78.7 percent) and fell even further to 73.4 percent in the 2010 local elections. This article presents data on this drop and seeks potential explanations for it. One hypothesis is that a major factor, especially in the 2010 elections, was disillusionment in the wake of Iceland's economic collapse in 2008 and the subsequent crisis of public confidence in parliament. Another hypothesis is that the size of municipalities has to be taken into account. As elsewhere, political participation in Iceland is stronger in smaller municipalities. It is only in the bigger municipalities in Iceland that nationwide political parties in Iceland are active, and it is also there that voter turnout has dropped the most and voters have given the most support to newly formed political parties. ; Peer reviewed

The ESPONontheRoad project was a Transnational Networking Activity (TNA) of nineteen ESPON Contact Points (ECPs) with the aim to bring ESPON results closer for decision-making and thus increase the capitalisation of the ESPON Programme. During a year, participating ECPs brought ESPON closer to the local and regional level, and to citizens in physical and virtual forms. The project built a bridge between the issues on a local level and scientific evidence on EU territorial development policy themes. After taking stock of the most recent policy issues in each national context, ECPs formed transnational working groups to have a common understanding of the messages coming from ESPON results. These working groups designed the most appropriate and efficient form of communication for their target groups. In this way ESPON results were put into the macroregional context of West, South, North and Central-Eastern areas, and both the content-related and the organisational tasks were organised in a balanced way. The activity report summaries the goals of the project, presents how they were implemented and what are the lessons learnt. It concludes with recommendations for the future.
