This contribution argues that although the UK and Germany have different historical traditions of immigration and integration, which continue to define policy responses in specific areas, recent developments show a distinct convergence in each country's policy goals and adopted policy instruments in this sector. It contends that both endogenous (demographic and skills shortages, integration deficits) and exogenous (influx of asylum seekers, terrorism) variables can be identified for this convergence. It also pinpoints the European Union as a growing source both of convergence and policy coordination in this field. (German Politics / FUB)

Es wird gezeigt, dass die Migrations- und Staatsangehörigkeitspolitik in der Bundesrepublik Deutschland zugleich von Kontinuität und Wandel gekennzeichnet ist. Bis zur Verabschiedung des neuen Ausländergesetzes 1990 lassen sich vor allem Kontinuitäten im Gesetzesrahmen feststellen. Nach der Wiedervereinigung fanden Veränderungen höherer Ordnung statt, die die vier Hauptbereiche des Migrationsgeschehens: Asyl, Aussiedler, Staatsangehörigkeit sowie Aufenthalt, betrafen und neu auslegten. Es wird festgehalten, dass die Politikentwicklung in diesem Gebiet der Realität weit hinterherhinkt. Für dieses Handlungsdefizit sind nicht nur die politischen Strukturen, sondern auch die politischen Parteien maßgeblich verantwortlich, die ihre aktive Rolle in der Formulierung von Ausländerpolitik gerne zu ihren eigenen Zwecken ausgenutzt haben.
